ANC KZN leaders criticise councillors over municipal failures

The ANC leadership in KwaZulu-Natal has read the riot act to councillors regarding the state of municipalities in the province, warning that elected officials must take their oversight responsibilities seriously.
Going forward, they will be held accountable for governance failures in councils, the leadership warned.
ANC convener Jeff Radebe called on councillors to be well-informed about council matters. He stated that active participation is vital for transparency, efficient service delivery, and curbing corruption and mismanagement at the local level.
Radebe made these remarks while delivering his address at the Alliance Local Government and Service Delivery Summit this weekend.
'The ANC must take stock of the state of governance in our municipal councils. The 2026 municipal elections are upon us. We have so little time and so much work to do,' Radebe said.
'We gather at a time when our municipalities are at a crossroads. Progress is evident, yes, but so too are the challenges that will test our collective resolve. As leadership, we share the responsibility of turning this situation around,' he continued.
He detailed some of the challenges, noting that capital expenditure stood at R4.8 billion (31.9%) lower than the 50% target. Conditional grants to municipalities totalled R8.2 billion, with only R3.6 billion (36.7%) spent. The critical Municipal Infrastructure Grant of R3.6 billion had only been spent by 39.7%, while the Water Services Infrastructure Grant of R1.1 billion had only been spent by 44.1%.

'Urgent intervention is required in debt management, budget accuracy, and compliance with financial reporting requirements. Let us raise the critical oversight and monitoring responsibilities of Exco members and councils. Exco councillors are part of the political executive and are responsible for policy implementation and oversight of specific portfolios, similar to Ministers and MECs.
'Each Exco councillor oversees a specific department and is individually responsible for monitoring departmental performance and ensuring alignment with the Integrated Development Plan and Budget,' said Radebe.
He emphasised that councillors are responsible for monitoring service delivery, ensuring that services are delivered efficiently and effectively in line with municipal policies.
Mayors and councils must report regularly on departmental performance and intervene when targets are not met, he said.
Councillors must take immediate action on remedial measures once they identify problems in service delivery or maladministration, Radebe stated emphasising that they represented the broader public and act as a bridge between communities and the municipality.
'Every ANC cadre who serves as a councillor must engage with residents to report service delivery issues. You must facilitate community meetings, report back, and channel community concerns into council processes through your ANC Caucus. You must ensure that these concerns are addressed by the municipality in which you serve,' he added.

Chinese scholarships awarded to South African students

Image: Oupa Mokoena / Independent Newspapers The Chinese Embassy in Pretoria hosted a send-off ceremony on Tuesday to celebrate South African students who received 2025 Chinese government scholarships, highlighting the importance of educational cooperation and cultural exchange. The Chinese Ambassador to South Africa, Wu Peng, congratulated the students on being awarded scholarships sponsored by the Ministry of Commerce (MOFCOM). A total of 11 South African students received the Chinese government scholarship, while eight students were awarded the Academic Education Programmes scholarship. The students were admitted to top-tier Chinese universities, pursuing degree programmes in fields essential to South Africa's national development, such as cybersecurity, engineering management, biological sciences, and healthcare. Wu encouraged them to immerse themselves in China's rich culture, witness its breathtaking landscapes, and experience the country's modern civilisation, including high-speed rail, digital payments, smart cities, and cutting-edge technologies. "Your experience will prove that choosing to study in China is the right decision," he said. He expressed appreciation to China's partners, including the Department of Higher Education and Training and the Department of Basic Education. "Educational cooperation is an integral part of the China-South Africa All-round Strategic Cooperative Partnership in the New Era," Wu said. He said the Chinese government scholarship served as a vital source of momentum for people-to-people exchanges, supporting South African youth in broadening their horizons, enhancing their capacities, and realising their dreams. Thandazo Sithole, one of the scholarship recipients, expressed her excitement about starting her studies abroad. She said she had always dreamed of doing something special, particularly in innovation and technology, and saw this scholarship as an opportunity to pursue her aspirations. Sithole described the scholarship as more than just an academic opportunity, but a chance for access, representation, and rewriting the narrative for African youth. On behalf of her fellow recipients, she said: "We are not just going to China as students, we are going as ambassadors of our country. This is an opportunity to immerse ourselves in a new culture, learn cutting-edge skills, and gain new ideas that can help shape a better world." Sandisa Maqubela, deputy director at the Department of Higher Education and Training's National Skills Fund, said the partnership between the department and China began in 2012 with an agreement to send 10 students to China and Sweden. While she acknowledged the department's value for its strategic partnership with China, she also noted that the current intake of students for 2025 was relatively small. "As the National Skills Fund, we also like to increase the number to the numbers that we previously had. I think pre-Covid we had more than 50 students who were based in China. Our commitment is that we really want to increase the number of young South Africans who are keen to become part of the global economy," she said.

Major refurbishment set to last 30 months on the cards for Moses Mabhida Stadium
The Moses Mabhida Stadium in Durban is set for a comprehensive refurbishment costing R284 million, with an expected completion date in 2027. Image: Doctor Ngcobo / Independent Newspapers The further refurbishment of Moses Mabhida Stadium (MMS) in Durban could be completed in 30 months, at an estimated R284 million, if a tabled proposal from an eThekwini Municipality's sub-committee is approved. The request for the extension of the contract to conduct emergency remedial work on the concrete and roof structure for MMS was noted at the Community Services Committee (CSC) on July 17. The CSC is a sub-committee of the city's executive committee. The refurbishment of the MMS started on March 28, 2024, and was due to end on September 28, 2025. However, the municipality stated that some projects were delayed as priority was provided to foundation packages that were the backbone, while the remaining packages envisaged for completion in 2025/2026 and 2026/ 2027 financial years. On May 31, 2025, the city aimed to extend the contract for 30 months due to the identified structural complications and risks. According to the CSC report, the extension of the current scope to complete the original work packages, but focusing on lists that were subject to further testing and were dependent on completion of the foundation packages, are: PROPOSED BUDGETS Civil: MMS structural steel painting - R19 million Electrical: sky car upgrade - R25 million Civil: infrastructure upgrade, expansion joints - R35 million Civil: infrastructure upgrade cables and canvas roof system - R135 million Lighting: upgrade - floodlight to LED - R55 million Civil: replacement of arch cladding MMS - R2 million Upgrade of audio visual system - R6 million Big swing upgrade, zipline, and adventure walk - R4 million Viewing platform - R2 million In a statement earlier this month, the municipality indicated that the refurbishment project at the MMS is progressing well. The upgrades to the stadium, which has been in operation for 15 years, have been strategically phased to minimise disruptions to scheduled activities and public access. The committee acknowledged the importance of completing the remaining work within the revised timeline and emphasised the need for close monitoring to ensure that the project meets both quality and compliance standards. The renovation will also see the introduction of the following new features to ensure the stadium remains a premier tourist destination: New Viewing Platform with 60% increase in floor area featuring a cantilevered glass floor for an 'Air Walk' experience. New Sky Car with increased travel time, which will be accessible to people with disabilities. New Big Swing with improved access to the launch platform. New Zip Line, which ends at the People's Park. Compression Ring Walk, which provides panoramic views with a sea-facing bungee jump option. The municipality stated that the refurbishment not only secured MMS as a premier venue for sports, concerts, and cultural events but also contributed to local job creation, skills development, and small business support through the procurement of services from local contractors. Despite the renovations, the stadium has successfully hosted several high-profile events, including the 2025 Nedbank Cup Final and the Toyota Cup match between Kaizer Chiefs and Asante Kotoko on July 26.
