Pahalgam terror attack was carried out to sow religious divide: S Jaishankar tells SCO
During a meeting with other foreign ministers, including Pakistan Foreign Minister Ishaq Dar, of the Shanghai Cooperation Organisation in China's Tianjin, Jaishankar said that the regional inter-governmental body was founded to combat the 'three evils' of terrorism, separatism and extremism.
'Not surprisingly, they often occur together,' he said.
Referring to the Pahalgam attack on April 22, the minister said that the UN Security Council had issued a statement condemning it and 'underlined the need to hold perpetrators, organisers, financiers and sponsors of this reprehensible act of terrorism accountable and bring them to justice'.
Jaishnkar added: 'We have since done exactly that and will continue doing so. It is imperative that the SCO, to remain true to its founding objectives, take an uncompromising position on this challenge.'
The Shanghai Cooperation Organisation, established in 2001, comprises India, China, Belarus, Iran, Kazakhstan, Kyrgyzstan, Pakistan, Russia, Tajikistan and Uzbekistan.
Jaishankar's remarks on Tuesday came a month after India refused to sign a joint statement at the Shanghai Cooperation Organisation Defence Ministers' meeting held in China. The Ministry of External Affairs had said that the document did not reflect New Delhi's position against terror.
'India wanted concerns and terrorism reflected in the document, which was not acceptable to one particular country,' Randhir Jaiswal, the ministry's spokesperson, had said during a press briefing.
The joint statement reportedly did not contain references to the Pahalgam terror attack.
A statement issued by the secretariat of the inter-governmental body after Tuesday's meeting said that the members 'exchanged views on key areas of SCO cooperation, including political, economic, trade, cultural issues and key international and regional issues'.
The statement did not mention terrorism, The Hindu reported.
The terror attack at Baisaran near Pahalgam town in Jammu and Kashmir on April 22 left 26 persons dead and 16 injured. The terrorists targeted tourists after asking their names to ascertain their religion, the police said. All but three of those killed were Hindu.
In response to the terror attack, India launched military strikes – codenamed Operation Sindoor – on what New Delhi claimed were terrorist camps in Pakistan and Pakistan-occupied Kashmir.
The Pakistan Army retaliated to Indian strikes by repeatedly shelling Indian villages along the Line of Control in Jammu and Kashmir. At least 22 Indian civilians and eight defence personnel were killed.
On May 10, India and Pakistan reached an 'understanding' to halt firing following a four-day conflict.

Tharoor raises delinking of BrahMos Thiruvananthapuram unit from parent firm in Parliament
Shashi Tharoor, MP, has drawn the Union government's urgent attention to the reported move to delink the Thiruvananthapuram unit of BrahMos from the parent BrahMos Aerospace Pvt. Ltd. (BAPL). Raising the matter under Rule 377 in the Lok Sabha, Mr. Tharoor called for the intervention of the Ministry of Defence and the Union government to protect BrahMos Aerospace Thiruvananthapuram Ltd. (BATL), a wholly-owned subsidiary of BAPL, considering its strategic importance. Mr. Tharoor urged the Union government to ensure that either the BATL, located in his parliamentary constituency, remained under the Indo-Russian missile joint venture the BAPL or was reconstituted as a direct production centre under the Defence Research and Development Organisation (DRDO). He said the resolution to delink the BATL was passed without consultation with the State government, stakeholders, or the employee unions, causing anxiety among the staff. The BATL, he pointed out, manufactured precision components, engines, other critical systems for the BrahMos missile programmes. Its workforce had played a significant role in boosting India's strategic defence capabilities, he said, highlighting the need to address the matter without delay. Though members are allowed to raise matters of urgent public importance under Rule 377 of the Rules of Procedure and Conduct of Business in the Lok Sabha, Mr. Tharoor in a post on X said his submission on the challenges faced by the BrahMos plant in Thiruvananthapuram was tabled on account of the debate on Operation Sindoor in the Lok Sabha, which was ironic in view of the successful deployment of BrahMos during Sindoor.

Bihar voter roll revision is assault on foundations of democracy, say 93 ex-bureaucrats
A group of 93 retired civil servants and diplomats, on Tuesday, called the ongoing special intensive revision of electoral rolls in Bihar an 'assault on the very foundations of our democracy', referring to the right to vote. 'The assault is an insidious one where the purported attempt to clean up and sanitise the electoral rolls is likely to end up disenfranchising a very large segment of the voting population, particularly the poor and the marginalised,' the Constitutional Conduct Group said. The group of former bureaucrats highlighted that a vast majority of the economically weaker sections of the population have held their right to vote as the 'most fundamental stake in Indian democracy' because a liberal approach was followed to prepare electoral rolls, with the understanding that several Indians lack documentation to prove their citizenship. 'This process has now been reversed to ensure that those with poor access to documents will be deprived of their rights as voters,' the group contended. The former bureaucrats argued that the exercise by the Election Commission allows it to effectively become a deciding authority on citizenship rights' without possessing the constitutional mandate to do so. The exercise, under the guise of cleaning up voter lists, attempts to 'introduce the contested idea of the NRC [National Register of Citizens] through the backdoor', the group further alleged. The group also raised alarm at the 'breakneck speed' at which the process of revising the electoral roll has been implemented. It highlighted that booth-level officers have been tasked with completing the process with 'grossly inadequate infrastructure' and under 'impossible timelines'. The group also cited journalist Ajit Anjum's reportage as evidence that there has been a massive scale of 'fraud and forgery' during the entire process. In a video posted on his YouTube channel on July 12, Anjum had claimed that he had found irregularities in the revision of the electoral rolls in the state, with several enumeration forms at the booth not having photos of the applicants and others that had been partially filled or did not have signatures. Anjum was, however, booked by the police for allegedly interfering in the Bihar voter roll revision process and for allegedly provoking communal discord. Several press bodies questioned the filing of a case against him, saying that the authorities should not 'criminalise journalism'. The signatories to the statement by the Constitutional Conduct Group include Punjab's former director general of police Julio Ribeiro, Delhi's former Lieutenant Governor Najeeb Jung and former Indian Administrative Service officer Harsh Mander. The revision of the electoral rolls in Bihar was announced by the Election Commission on June 24. As part of the exercise, persons whose names were not on the 2003 voter list will need to submit proof of eligibility to vote. This means that 2.9 crore out of the state's 7.8 crore voters – or about 37% of the electors – will have to submit documentary evidence. Voters born before July 1, 1987, must show proof of their date and place of birth, while those born between July 1, 1987, and December 2, 2004, must also submit documents establishing the date and place of birth of one of their parents. Those born after December 2, 2004, will need proof of date of birth for themselves and both parents. A draft roll will be published on August 1 and the final roll will be out on September 30. On July 2, eleven INDIA bloc parties told the Election Commission that the special intensive revision of Bihar's electoral rolls risked disenfranchising more than 2.5 crore voters, as they may not be able to produce the necessary documents. Chief Election Commissioner Gyanesh Kumar on July 6 defended the exercise, claiming that the exercise had to be carried out as no one was satisfied with the current voter rolls.
