Mint Explainer: UPI Circle's vast potential beyond family and friends

The newly introduced UPI Circle feature expands the reach of UPI to those without a bank account, such as minors, allowing inter-connected payments within trusted groups. The National Payments Corporation of India (

) rolled out UPI Circle on its BHIM app a few months ago and opened it up for private payments platforms such as PhonePe and Google Pay last month. Mint gives a lowdown on UPI Circle and what it means for users.
This new feature allows users to create a 'circle' on a
UPI
platform and authorise payments on behalf of family, friends or other people. It also enables such people in the primary user's 'circle' to generate their own UPI ID even without a linked bank account.
A primary
UPI
user can add up to five dependent users to their 'circle', authorising them to transact from the primary user's UPI account within specified limits. The primary user will have real-time oversight of these transactions.
'UPI Circle enhances the way we share and manage our money and supports a more interconnected society," said Lalitha Nataraj, managing director and chief executive officer, NPCI BHIM Services Ltd, adding that the feature makes digital payments more useful, accessible and inclusive.
A UPI Circle transaction mainly involves three parties.
One is the primary user or UPI account holder who delegates the UPI authentication for another user to make payments. The secondary user is a person added to the primary user's UPI Circle so they can make UPI payments through the primary user's UPI-linked bank account. The third party is the recipient individual or merchant that initiates a payment with the secondary user and receives the payment from the account of the primary user.
Cash is still predominantly used for payments in India, especially for small value transactions. While UPI has enhanced the usability of and access to digital payments, it requires a user to link a bank account with their UPI ID to make transactions. UPI Circle addresses users who are still dependent on cash for their daily payment needs as they may not be managing money through their own bank account. According to NPCI, around 6% of UPI users make a large number of transactions because they also make transactions on behalf of other users.

UPI Circle allows a primary user to authorize payments for secondary users from anywhere, while retaining control over the transactions. A primary user can choose 'full delegation' to allow secondary users to make payments themselves within a specified limit, or choose the 'partial delegation' option to authorise every UPI transaction initiated by a secondary user in real time. It offers a simplified use case for shared expenses and allows users to create 'payment circles', which streamlines day-to-day financial transactions. Currently, only partial delegation has been launched under UPI Circle whereas full delegation is in the works.
Without the need for an individual bank account, UPI Circle is seen opening up secure online payment solutions for those with limited access to digital financial services. It is seen extending the ease and convenience of digital payments to those who are underbanked and new to the ecosystem by enabling a secondary user to make transactions from a primary user's account with minimum intervention while ensuring risk mitigation.
The feature allows a primary user to review payment requests, track the expenses of a secondary user, get secure access to detailed payment records within each circle, and unlink access from their UPI Circle. Enhanced security protocols, seamless integration with UPI platforms, and clearly defined responsibilities and permissions for primary and secondary users are meant to ensure that transactions are secure and reliable.

Banking technology company Zeta, in a post, said UPI Circle addresses a major gap in digital payments by providing the ability to delegate transactions securely and seamlessly—something that was only possible through cash till now.
Use cases of the new feature could include a parent providing expenses to their minor kids, authorising payments on behalf of older parents or senior family members who may be wary of digital payments, or individuals who may want to delegate household chores and expenses. It can also be used by business owners, especially small business owners, to delegate payments to staff, or for corporate expenses such as for fuel, tolls, or vendor payments.
UPI Circle opens avenues for financial platforms to increase volumes by capturing transactions that would otherwise be cash-based. It could also drive innovation as payments platforms look to develop new products and services tailored to delegated payment scenarios.

NEW DELHI: A customs tax tribunal has delivered a win to One97 Communications Ltd, the parent of Paytm, quashing a customs demand totalling ₹21 crore, after finding authorities had relied on Wikipedia to classify one of the company's flagship devices. A bench of the Customs, Excise and Service Tax Appellate Tribunal (CESTAT) on 5 August overturned two penalty orders against Paytm over its Soundbox payment device, calling the classification 'based merely on presumption and assumption" and 'not on any authentic technical literature or any expert opinion, evidence, statement, or report." The dispute arose when Customs alleged that the Soundbox was a 4G LTE/MIMO device, which would attract the standard 20% duty, rather than a 2G product eligible for a concessional 10% rate under the Customs Act, 1962. That reclassification would have raised costs for Paytm's network of more than 11.7 million merchant subscribers as of December 2024—street vendors, small shops, and kirana stores—who use the device for instant payment confirmations. Emailed queries to One97 Communications earlier today went unanswered till press time. A cost for millions of merchants avoided The ruling preserves Paytm's concessional duty benefit, preventing the higher import cost from being passed on to merchants. The penalties— ₹3.29 crore for one period and ₹17.98 crore for another—were cancelled along with confiscation orders. In the tribunal's view, Customs officials misread both the evidence and expert testimony. 'Wikipedia cannot be considered a reliable source of information since anyone can add content," the bench wrote. It faulted the principal commissioner for assuming that a device with overlapping GSM and LTE frequencies was compatible with both network standards. Paytm Soundbox is a compact unit that provides merchants with instant audio and visual alerts for transactions via UPI, Paytm Wallet, or cards, removing the need to check a phone screen. Paytm, which had a 6.78-6.9% share of the UPI market as of the ruling, behind PhonePe (47.67%) and Google Pay (36.38%), processed 1.27 billion transactions worth ₹1.34 trillion in June this year. A reliance on Wikipedia and a train analogy Between August 2019 and August 2022, Paytm imported Soundboxes claiming the 10% concessional duty. Customs issued two show-cause notices between 2022 and 2023, citing a Paytm blog, Wikipedia articles, and the device's chipset frequency overlap with LTE as evidence that it was a 4G device. Paytm countered with lab reports from Alpha Test House and Shenzhen STS Test Services showing the Soundbox connects only to 2G GSM networks. The company also sought an expert opinion from Saif Khan Mohammed, a professor at the Indian Institute of Technology, Delhi, who confirmed that the MediaTek MT6261A chipset supports only 2G GSM/GPRS. Frequency overlap, he explained, does not enable faster networks — just as a local train (2G) can run on tracks that also carry express trains (4G), the Soundbox remains a 2G device. Customs dismissed the reports, and in July 2023 misinterpreted Mohammed's analogy to claim the device could operate as 4G. The tribunal bench sided with the expert, calling his analysis technically sound. A systemic problem Courts have previously flagged Customs' reliance on Wikipedia in product classification disputes. In 2023, the Supreme Court overturned Customs' reclassification of Hewlett Packard India Sales' All-in-One desktops, which partly relied on Wikipedia to argue the devices were portable. The court said portability could not be judged by weight alone and cautioned authorities against using the site to resolve legal disputes. In 2007, the top court sided with Acer India after the Department cited Wikipedia to claim micro-computers and laptops were identical for classification. Taxation experts say the Paytm case highlights persistent gaps in Customs' technical assessments that can lead to costly misclassifications. 'This points to a failure to consult primary technical documents such as manufacturer specifications or expert analysis. The ₹21 crore demand was based on a fundamentally incorrect premise," said Rohit Jain, managing partner at Singhania & Co. 'Classification errors are a frequent source of disputes between importers and Customs authorities. They often arise from ambiguities in the tariff schedule, incomplete product descriptions, and gaps in technical understanding. Such decisions directly impact trade compliance and revenue," said Pankaj Goel, partner at chartered accountancy firm CNK. Customs must verify facts with qualified experts rather than rely on generic online sources, said Gopal Mundhra, a partner at Economic Laws Practice. Often, assessments seem aimed at denying benefits rather than being based on careful analysis, he added. For Paytm, the verdict not only wipes out a ₹21 crore liability but also reinforces judicial pushback against loose, assumption-driven classifications that can ripple through India's import ecosystem.

A push UPI transaction is when the user or payer sends money to someone else through apps such as Google Pay, PhonePe, Paytm, or BHIM by scanning a QR code, entering their UPI ID or their phone number. The person then chooses an account, adds the amount, and confirms it with a UPI PIN. The transaction is initiated and authorised only by the sender.A pull transaction, which goes by 'collect' or 'request money' on some apps, is initiated by the recipient, who sends a payment request. The payer receives a notification asking for approval of the payment. This feature has sometimes led to confusion or enabled manipulation. Why is NPCI killing this feature? NPCI has sent a communication to banks and fintech firms that it is removing the feature. It had capped the pull method at Rs 2,000 per transaction in 2019, to reduce the risk of unauthorised payments body said it aims to curb the growing threat of UPI-related scams. Most frauds are linked to the pull method, where unsuspecting users approve unauthorised payment requests, resulting in financial losses.
