Why Europe and Asean are aligning to hedge against US, China dependence

French President Emmanuel Macron is set to become the first European leader to deliver the keynote address at the
Shangri-La Dialogue in Singapore later this month. Arguably Asia's most influential security forum, the dialogue has regularly hosted top defence and foreign policy officials and experts from around the world to discuss pressing geopolitical challenges and enhance cooperation among like-minded powers.

Macron is set to join a storied roster of world leaders to deliver keynote addresses, including former Japanese prime minister
Fumio Kishida , India's Prime Minister
Narendra Modi and Australian Prime Minister Anthony Albanese. At the dialogue, Macron is set to lay out Europe's vision of a rules-based international order and assert its strategic autonomy against the backdrop of US-China global rivalry.
He is also expected to attend the Asean summit in Kuala Lumpur before travelling to Indonesia, the region's largest nation and de facto leader. While in Indonesia, he will join President Prabowo Subianto at a retreat at a military academy in Magelang, Central Java.
While the Philippines is not on Macron's itinerary, it, like Indonesia, is rapidly developing relations with key European powers. It
hosted observers from several European nations – including four for the first time – during this year's Balikatan exercises, which took place close to flashpoints in the South China Sea and Taiwan. Last year, France was the only European power to
directly take part in the Philippine-US war games.
France and Germany are bolstering defence ties with the Philippines, and the European Union is pursuing a free-trade agreement with both Manila and Jakarta. Philippine President Ferdinand Marcos Jnr, who was last year's keynote speaker at the Shangri-la Dialogue, is considering a visit to France later this year, possibly as soon as the two sides finalise a new Reciprocal Access Agreement and other major defence deals.

After spending decades in the shadows of superpowers, key European and Asean nations are
rapidly developing bilateral relations as part of a broader middle-power diplomacy among like-minded nations. Eager to avoid dependence on either the United States or China, the two sides have developed an increasingly symbiotic relationship amid shared strategic and economic interests in an increasingly multipolar world order.

UN Ocean Conference opens in France, aiming to protect our seas

The third UN Ocean Conference (UNOC) opened on Monday as pressure mounts for nations to turn decades of promises into real protection for the sea. French President Emmanuel Macron, delivering the keynote address in the host city of Nice, urged countries to move 'from words to deeds' in safeguarding the oceans. He warned that 'the fight for the ocean is at the heart of the years-long battles we've been waging – for biodiversity, for climate, for our environment and for our health'. The conference comes as just 2.7 per cent of the ocean is effectively protected from destructive extractive activities, according to the non-profit Marine Conservation Institute. That is far below the target agreed under the '30x30' pledge to conserve 30 per cent of land and sea by 2030. Atop this year's agenda is ratification of the High Seas Treaty. Adopted in 2023, the treaty would for the first time allow nations to establish marine protected areas in international waters, which cover nearly two thirds of the ocean and are largely ungoverned. 03:57 'Skip the straw': Trump's move to return the US to plastic straws draws mixed reaction 'Skip the straw': Trump's move to return the US to plastic straws draws mixed reaction 'It's the Wild West out there with countries just fishing anywhere without any sort of regulation, and that needs to change,' said Mauro Randone, regional projects manager at the WWF's Mediterranean Marine Initiative.

Philippine senators face mounting pressure over delays to VP Duterte's impeachment trial

Mounting calls from legal scholars, civil society and protest groups are putting the Philippine Senate under pressure to launch an impeachment trial against Vice-President Sara Duterte-Carpio – even as her allies move to have the case dismissed. The House of Representatives transmitted the Verified Complaint for Impeachment to the Senate on February 7 – just before the 19th Congress adjourned ahead of midterm election campaigning – triggering a constitutional requirement for the upper chamber to convene as an impeachment court 'forthwith'. However, Senate President Francis 'Chiz' Escudero has repeatedly delayed proceedings, citing scheduling constraints and the need to tackle priority legislation first. The Senate resumed session on June 2, but Escudero has said the impeachment trial will only begin on Wednesday, just days before Congress again goes into final recess on Friday. That would leave the trial to be resumed, if at all, by the incoming 20th Congress in late July. 02:02 Philippine VP Sara Duterte to fight impeachment case in escalating clash with Marcos Jnr Philippine VP Sara Duterte to fight impeachment case in escalating clash with Marcos Jnr A lawyer by training, Escudero has drawn scrutiny for his interpretation of the constitutional term 'forthwith'. He told reporters it did not mean 'immediately' but rather 'within a reasonable period', arguing that if the framers of the 1987 Constitution had meant instant action, 'they should have used the word 'immediately''.

South China Sea: Beijing's 4 core principles held up as route to peace in disputed waters

A state-backed think tank has put forward China's 'four core principles' as a constructive framework for addressing disputes in the South China Sea , while blaming regional tensions on external actors who fuel rival claimants' actions and weaken the 'willingness for maritime cooperation'. 'China has long been committed to managing tensions and differences with disputing parties, and exercising great restraint in disputes', Xinhua Institute, a think tank affiliated with state news agency Xinhua, said in a research report released on Sunday. China would uphold its four core principles, 'which have withstood the test of time' to transform the disputed waterway into a region of peace and cooperation, it added. According to the report, these principles are: resolving disputes through consultation on an equal footing, managing differences through rules-based co-management, achieving positive outcomes through mutually beneficial cooperation, and opposing interference from external forces while encouraging them to play a constructive role. China formally presented its blueprint for cooperation in the South China Sea in 2002 through an agreement with Asean. Beijing's expansive claims over the busy, resource-rich waters are contested by several member states of the Association of Southeast Asian Nations, including Vietnam, Malaysia and the Philippines, a US treaty ally. Since 2023, face-offs between Chinese and Philippine vessels in disputed waters have become more frequent, particularly near Scarborough Shoal, Second Thomas Shoal and, most recently, the Sandy Cay coral reef.
