IMA, DMA support Rotatory Headship demand by AIIMS, PGIMER faculty bodies

Indian Medical Association
(IMA) and the
Delhi Medical Association
(DMA) have extended support to the joint representation made by the Faculty Association of
AIIMS
(FAIMS), Delhi, and the Faculty Association of
PGIMER
, Chandigarh, for the implementation of
Rotatory Headship
in these institutions.
In a letter to Union Health Minister J P Nadda, the IMA said it has received an email from FAIMS and FA-PGIMER on the issue and emphasised that this reform is a long-standing recommendation of various internal committees and has already been adopted successfully by leading national institutions such as the Indian Institutes of Technology (IITs), Indian Institutes of Management (IIMs), JIPMER, NIMHANS, BHU and CMC Vellore, among others.
"IMA extends its full support for the joint representation made by the Faculty Association of AIIMS (FAIMS), New Delhi and the Faculty Association of PGIMER, Chandigarh, requesting the implementation of Rotatory Headship in their respective institutions, as directed by the Ministry of Health and Family Welfare (MoHFW) in July 2023," the letter said.
Globally, this model of
democratic academic leadership
is a standard practice in universities of international repute, including Oxford and Harvard, it stated.
"We believe that timely action on this matter will not only uphold the principles of
academic equity
and transparency but also reinforce India's commitment to global best practices in institutional governance," the letter by IMA on Tuesday said.
The DMA, in its letter to Nadda, said that despite nearly a year of having passed, the policy remains unimplemented.
"This prolonged delay has demoralized dedicated faculty, caused institutional stagnation, and undermined the principles of fairness and accountability in academic leadership," it said.
The DMA sought the enforcement of the MoHFW directive from July 2023 at the earliest.
"Institutionalize Rotatory Headship as a national policy for all centrally funded and NMC-recognized medical Institution in India," it said.
Both the Faculty Association of AIIMS, Delhi (FAIMS), and the Faculty Association of PGIMER, Chandigarh (FA-PGIMER), have been demanding immediate implementation of Rotatory Headship -- a democratic and transparent leadership system -- long overdue at these premier institutions.

'ORS is a simple yet powerful remedy that prevents and treats dehydration, a condition that can be life-threatening, especially in young children. 'This day aims to raise widespread awareness about this lifesaving treatment, ensuring that everyone has access to this crucial remedy that has the potential to save millions of lives,' the Union Minister said. Acute diarrhoeal diseases are one of the leading causes of mortality in infants and young children in many developing countries. In most cases, death is caused by dehydration. Dehydration from diarrhoea can be prevented by giving extra fluids at home, or it can be treated effectively and cheaply in all age groups. In severe cases, patients must be given an adequate glucose-electrolyte solution -- ORS as recommended by the WHO Diarrhoeal Diseases Control (CDD) Programme. The Ministry of Health and Family Welfare (MoHFW) advises giving ORS and zinc to children on time to prevent diarrhoea and dehydration. It is also available free of cost at every health centre. In 2024, the MoHFW rebranded its long-standing Intensified Diarrhoea Control Fortnight (IDCF) as the STOP Diarrhoea Campaign to tackle the persistent issue of childhood diarrhoea and strive for zero child deaths. The initiative, which began in 2014, focuses on enhancing the Prevent, Protect, and Treat (PPT) strategy and increasing the use of ORS and Zinc. The campaign aimed at strengthening health infrastructure, improving access to clean water and sanitation, enhancing nutritional programmes, and promoting hygiene education.

The Indian Medical Association–Junior Doctors' Network (IMA–JDN) has submitted an urgent representation to Union Health Minister J P Nadda, voicing serious concerns regarding the allotment of NEET-PG examination centres. This comes in response to widespread complaints from aspirants across the country who have been assigned test centres in distant states, sparking distress and anxiety among candidates. With the National Eligibility-cum-Entrance Test–Postgraduate (NEET-PG) scheduled for 3 August, the IMA–JDN has appealed to the Union Health Ministry to instruct the National Board of Examinations in Medical Sciences (NBEMS) to reopen the portal for changing exam centres. This would allow affected candidates the opportunity to select centres closer to their home state or within nearby regions. In its representation, the IMA–JDN underlined that while some students have been allotted centres in nearby cities, thousands of others have been assigned locations in far-flung states, requiring them to undertake long, expensive, and stressful journeys to unfamiliar places. The doctors' body stated, 'This move is causing much concern, especially among the economically weaker sections, ladies, and those from remote or rural regions." 'This disparity not only affects fairness but could negatively impact students' mental well-being and performance in this critical, once-a-year exam," it said. 'IMA–JDN remains committed to ensuring equity and accessibility in all aspects of medical education and examination systems," the doctors' body added. In the meantime, the National Board of Examinations in Medical Sciences (NBEMS) on 21 July issued the exam intimation slips for NEET PG 2025. The admit cards for NEET PG 2025 are scheduled to be released on 31 July. Simultaneously, the Supreme Court of India has fixed 3 August to hear a batch of petitions related to the transparency of the NEET PG examination process. A bench comprising Justices K Vinod Chandran and NV Anjaria briefly took up the matter, which centres on issues concerning the release of answer keys and the evaluation mechanism followed by the National Board of Examinations (NBE). One of the petitions, filed through advocate Tanvi Dubey, challenges the lack of transparency in the assessment process and seeks various directions to be issued to the NBE.
