
MILLIONS in power assets lie idle amid continuing energy crisis
An inventory report from the Department of Energy revealed that prepaid electricity meters, transformers, breakers, switches, and high-voltage cables, valued at approximately R512 million, have gathered dust since 2015.
This equipment could be deployed immediately to address urgent repairs and upgrades across the Metro.

Despite these findings, the Department continues to cite equipment and labour shortages as the reason for delayed repairs, an explanation that is now under intense scrutiny.
Freedom Front Plus (VF Plus) councillor Denise Janse van Rensburg has raised the alarm, saying the situation reflects severe mismanagement within the Metro's energy services.
'Residents are suffering while life-saving infrastructure rots in warehouses,' said Janse van Rensburg.
'The excuses have run dry. There needs to be full transparency and urgent intervention.'
The VF Plus has repeatedly challenged the Mayoral Committee Member for Energy, Mzayifani Ngwenya, over the backlog in service delivery and the apparent contradiction in the Department's justifications.

Ngwenya has maintained that the inventory is being managed according to service delivery needs and denied any overspending in its procurement.
However, concerns are mounting that much of the unused equipment may already be obsolete or damaged, representing a looming financial loss for the City.
In response, the VF Plus has called for a full, independent investigation into the management of power inventory since 2015 and a comprehensive audit of all electricity-related equipment procured and stored.
The party has also requested a detailed action plan to ensure proper supply, circulation, and installation.

'The Department of Energy underpins the economic and social well-being of Ekurhuleni,' Janse van Rensburg added.
'This level of mismanagement is unacceptable. The community deserves transparency and decisive action.'
The Kempton Express requested comment from the City of Ekurhuleni by close of business on May 8.
At the time of publication on May 9, no comment had been received from the City of Ekurhuleni.

Joburg is refurbishing its hostels for R500m — Residents say it's a waste of money
A number of Johannesburg hostels are undergoing R500-million renovations, but critics say the upgrades are cosmetic and represent a step away from plans to transform the overcrowded hostels into family units, once framed as a transformative step towards improving the living standards and the dignity of residents. Last week, Gauteng Human Settlements MEC Tasneem Motara and Johannesburg Human Settlements MMC Mlungisi Mabaso visited inner-city hostels to inspect a R500-million refurbishment programme. Johannesburg's hostels are dilapidated, overcrowded and often lack basic services. Siyamthanda Nkabinde, who has lived at the George Goch Hostel in Benrose for more than a decade, told Daily Maverick: 'Prisoners and hostel dwellers are equal inmates. One is physically incarcerated and the other mentally imprisoned.' Regarding the upgrades, he said: 'I don't think they know what they are doing.' The Gauteng government has earmarked R500-million to upgrade the six hostels under its control, focusing on fixing the most immediate problems such as plumbing and electricity, replacing flooring, repairing building cracks, waterproofing the buildings and replacing paving. According to some residents, however, no level of renovations can gloss over their long-lost dignity. They want the government to fulfil its longstanding commitment to transform the single-sex hostels into family units so they can live with their loved ones in a move away from the apartheid-era hostel system. George Goch resident Mdumiseni Miya said the renovations were being used to hoodwink residents into thinking that their housing problems were coming to an end. 'We want family units, which guarantee safety, dignity and comfort for families. There is no point in tiling, painting or filling buildings which are falling apart,' Miya said. 'We know they are wasting money on the collapsing buildings so that they can be seen to be doing something ahead of the upcoming elections.' Short-term plan Renovations are already under way in five of the six hostels in Johannesburg under the control of the Gauteng government. Renovations on the sixth hostel will begin within two months, and the process of appointing a contractor has just been concluded. The project is expected to take three years. Motara said the provincial government was undertaking the renovations to ensure that the hostels were habitable and had adequate living conditions. She said the long-term goal was to convert the hostels into family units, but that would be 'expensive as it involves redesign, demolitions and replanning'. 'Here, we didn't have to do redesigns. We have had to deal with the actual design as it is, and this will save the cost,' Motara said. The six hostels earmarked for renovation are George Goch, Jeppestown, Denver, MBA, Murray & Roberts, and LTA (Rethabile) hostels. Gauteng has a total of 65 hostels, but the other 59 are managed by municipalities. Motara told Daily Maverick this week: 'The overall strategy in relation to hostels is to redevelop them into family/housing units. But the six owned by the province are not currently approved for redevelopment [into family units]. 'Our current plan as the province is to renovate the six hostels we own as well as support the various cities across the province to at least renovate one per region that is owned by the municipalities,' Motara said. Professor Marie Huchzermeyer, from Wits University's School of Architecture and Planning, said: 'The frustration for those on the waiting list for a family unit is understandable, given past promises. However, renovation, if carried out with integrity, can lead to immediate improvements in people's lives.' Cost concerns The DA has expressed alarm over the cost and questioned what work is being done. 'Simply, to go along, visit the place, and then say R500-million is going to be spent — as far as we are concerned, that is meaningless,' said the DA's shadow human settlements MEC Mervyn Cirota, who has questioned why the province is refurbishing the hostels rather than converting them to family units. Cirota called on Motara to provide specific details for the R500-million plan. 'There has to be motivation, there has to be a plan, there has to be a timeline, there has to be a roll-out, and there has to be oversight so that we do not have the same scenario again. Promises keep being made, and no delivery.' 'Betrayal' At 88 years old, Shalaza Mbatha is no stranger to the corridors of Denver Hostel. He's not just one of its oldest and longest-serving indunas, he is also a living archive of the hostel's history. 'It's not just disappointing, it's a betrayal of a conversation that's been going on for years,' Mbatha said of the move to refurbish the hostels rather than upgrade them to family units. He did, however, note the challenges in building family units, saying that new structures should be built as converting the hostel in its current form could pose dangers to women and children. 'Some people are happy that the hostels are being renovated, but they are looking to continue staying with their families, which is why the family units are a necessity. 'The people must be built these family units after all these years of complete neglect of the hostels by the government,' he said. 'This way, everybody's dignity would be fully restored.' Jeppestown Hostel resident Khulekani Sibiya asked Daily Maverick: 'Have you ever seen a hostel as rotten as the Jeppestown Hostel? 'When I am sleeping at night, I can see the sky because there is no roof above. We are living like pigs; even pigs live a better life. Hostel dwellers are on their own in this country.'' Municipal facilities The bulk of hostels in Gauteng are managed by municipalities, with at least 13 falling under the City of Johannesburg. In March 2025, Johannesburg housing MMC Mabaso said the City had earmarked R10-billion to fix its hostels. When asked what would happen to the 59 hostels currently under the control of municipalities, Motara said the province was helping municipalities conduct assessments on the conditions at each facility. 'This provides the municipalities with an accurate state of the property. We are encouraging the municipalities to now budget for the work that needs to be done, or use the information to go to the next steps of addressing the current state of the properties,' Motara said. 'It is now the responsibility of the individual municipalities to action and implement the same. We will support the municipalities in so far as we are able to.' The City of Johannesburg is conducting a detailed social survey of its hostels, which Huchzermeyer said was necessary to tailor redevelopment to the needs of residents. 'A tailored approach must be welcomed as more appropriate than the one-size-fits-all hostel-to-homes plans of the past, which also envisaged home ownership. These assumed every hostel dweller has a family and qualifies for a capital subsidy. 'A far more nuanced approach is needed that considers needs and affordability, and actively avoids displacing residents. From what I can gather, the City of Johannesburg is adopting this approach, whereas Gauteng's six hostels will be renovated until such time as budgets are available for redevelopment,' said Huchzermeyer. The DA, meanwhile, has questioned whether Gauteng municipalities are able to implement hostel upgrades, given that plans have been derailed in the past. It is calling for the control of all of the province's hostels to be centralised under the provincial government. 'We are of the view that all hostels in Gauteng must fall under the [provincial] Hostel Redevelopment Plan,' Cirota told Daily Maverick. 'The municipalities are unable, unwilling and just do not have the capacity to fix the hostels. It's been many years.' DM

Millions spent, no progress on Tshwane housing builds
Tshwane's housing crisis is worsening, with no progress made in any of the metro's 53 housing projects during the past quarter. This is according to Lenor Janse van Rensburg, Freedom Front Plus city councillor. She said that despite millions of rands being allocated to housing and infrastructure development, no new homes have been built, no land has been acquired, and no roads or supporting infrastructure have been completed. Janse van Rensburg pointed out that many developments remain bogged down by legal disputes, absent contractors, and interference by local forums. 'Even in areas where infrastructure has been completed, such as in Mamelodi, not a single house has been built in the last three months,' said Janse van Rensburg. She said projects in Rama City and Pretorius Park in Pretoria east are effectively frozen due to contractors lacking proof of compliance with national building regulations. Rama City is a housing development located in the north-western part of Pretoria, near Ga-Rankuwa and the Rosslyn Industrial Area. The project aims to address housing challenges and provide housing, economic upliftment, as well as fulfilling other social needs in the community. Janse van Rensburg emphasised that this delay is not only a source of deep frustration for hopeful homeowners but could also constitute a violation of the Municipal Finance Management Act (MFMA), which deems the inefficient use of funds as irregular, wasteful expenditure. 'The FF Plus stands for accountability and lawful project management. Service delivery is not a privilege; it is a right,' she said. 'We will continue to fulfil our oversight role and demand that housing projects resume immediately to address this growing crisis.' She proposed several urgent measures to address the crisis, such as the dismissal of underperforming officials, public and independent quarterly audits of performance indicators and the appointment of competent contractors with a proven ability to deliver. Her other proposals include abolishing the public procurement process that favours weak contractors, and replacing it with an approved panel of merit-based contractors, as well as verification of national building regulation certificates before appointment. 'We will continue to press for only competent, certified contractors to be appointed, not political cadres or opportunists,' she stressed. However, the metro has disputed claims that no houses have been built. According to metro spokesperson Lindela Mashigo: – 630 low-cost houses were constructed within the jurisdiction of Tshwane, including 327 houses in Olievenhoutbosch Ext 60, and – R11.7-million was spent completing these homes in terms of the subsidy agreement with the provincial Department of Human Settlements. Responding to concerns about stalled projects, Mashigo denied the existence of any legal obstacles currently halting developments. 'There is no legal challenge halting housing projects for the City of Tshwane.' Janse van Rensburg confirmed to Rekord that a recently tabled report to council showed that R44-million was allocated for the payment of a court case in connection with construction at the Townlands project, where the processes were never followed to build more than 600 units. Mashigo clarified the issue of contractor qualifications, saying, 'In Rama City, the appointed contractor is responsible for the sewer bulk connection and remedial work and has met all necessary requirements. 'In Pretorius Park, an engineering consultant is developing designs, after which contractors will be appointed by the Provincial Department of Human Settlements.' Addressing contractor absenteeism, Mashigo said the metro would 'enforce the conditions of the contract', and local forum disruptions would be managed through 'effective Project Management Steering Committees'. As for possible violations of the MFMA, Mashigo pointed to existing oversight mechanisms, saying, 'Internal controls have been established in terms of policies, standard operating procedures, signed contracts, and existing structures for checks and balances.' Despite infrastructure being completed in Mamelodi, no homes have followed. Mashigo explained that for this project, the construction of houses is the competency of the provincial government. He concluded by assuring residents that efforts are underway to solve the housing crisis. 'Issues have been raised with the provincial Department of Human Settlements, and they have a programme to address all blocked projects in the metro.' As political oversight intensifies and public pressure mounts, the FF Plus insists that only through accountability, transparency, and skilled project management will the people of Tshwane see the houses they have been promised for far too long. MEC Duma commits to improving road infrastructure amid budget constraints

The department of Transport and Human Settlement has since assured communities that it will attend to their service challenge. The Department's spokesperson Ndabezinhle Sibiya told the publication that MEC Siboniso Duma has committed, on the record, to accelerate the rollout of road infrastructure across the province. Sibiya said the road in question was in fact the focus of the department as it moved forward. He said Duma's stance was that no community must be left behind. He said Duma had been in consultation with traditional leaders, mayors, and communities in Ugu and Umzumbe municipalities on all matters that related to the construction of road networks. Perryman's decision to petition the department was informed by the department's decision to exclude the R102 (P3-1) Road as part of the rehabilitation. 'This road, which runs through Ray Nkonyeni Municipality, was initially proposed for a full 27km of rehabilitation. "However, the Department has only approved upgrades for 21km, stopping at the Umzumbe Bridge and leaving out the final 6km that traverses Ward 13. The DA views that decision as both short-sighted and unjust. "Ward 13 is the gateway to the South Coast, home to two Blue Flag beaches and a growing tourism economy. Yet it continues to be overlooked when it comes to infrastructure investment.' Perryman said both residents and motorists alike had to contend with deteriorating road conditions, which posed serious safety risks and was damaging for local livelihoods. She said the DA would not stand by while communities were being neglected. Sibiya responded to Perryman's "neglect" assertion that Duma had raised the matter of budget cuts with all leaders of political parties, and the DA formed part of in the Portfolio Committee on Transport. 'The MEC explained during the sitting of the Portfolio Committee and during the re-tabling of the budget speech that despite the limited budget, the department will do all in its power to maintain, repair, and rehabilitate over 54 000 km of road network across the province."
