Maharashtra responds to MLA's concerns, grants fee waiver to orphan students

Mumbai, July 20 (UNI) In a landmark decision to bolster educational opportunities for vulnerable children, the Maharashtra State Government has issued a Government Resolution (GR) granting a full waiver of tuition and examination fees for orphaned students enrolling in approved higher and technical education courses starting from the academic year 2024-25.
Issued by the Women and Child Development Department, this progressive move aims to eliminate financial hurdles for orphaned youth pursuing professional education, promoting inclusive growth and social justice.
The development followed concerns raised by Samajwadi Party MLA Rais Shaikh in the Maharashtra Legislative Assembly regarding hardships faced by orphan students, who were previously compelled to depend on NGOs and charitable sources for educational expenses. In response, the state government committed to immediate implementation of the full fee waiver.
Speaking to UNI on Sunday, Shaikh thanked the government for addressing his concern "immediately" and issuing the GR promptly. However, he noted: "There are some minor shortcomings in this GR which should be addressed. The income limit set at 8 lakh is inappropriate."
The fee waiver applies to orphan children certified as either "institutional" or "non-institutional" by the competent Women and Child Development authority. Beneficiaries include students admitted to government colleges, government-aided colleges, partially aided (step grant) colleges, permanently non-aided colleges, technical institutions, state public universities (excluding private or self-financed universities), and recognized sub-centers of public universities offering professional courses.
Eligibility requires an annual family income of 8 lakh or less, with submission of an income certificate mandatory. The scheme covers both newly admitted students and those continuing courses, including renewals through the Centralized Admission Process (CAP) and government-sanctioned protocols.
To avail benefits, students must present a valid orphan certificate and Maharashtra domicile certificate. The scheme excludes distance education, open learning, virtual, or part-time courses. The exemption continues uninterrupted until course completion for persistent students but is revoked if studies are discontinued.
Strict operational guidelines mandate transparency: Institutions must provide fee facilities immediately and cannot bar eligible students from education/exams due to delayed government disbursals. Institutions submitting false claims will face recovery of disbursed amounts with interest, overseen by the Commissioner of Women and Child Development (WCD).
The Commissioner (WCD) in Pune will coordinate the scheme. Where orphans cannot produce income certificates due to absent parents, competent authorities will facilitate verification/replacement. Students may claim other eligible social category benefits, but dual claims are prohibited. The government reserves the right to modify provisions without notice.
This policy builds on Maharashtra's existing 1 per cent reservation quota for orphans in government/aided professional courses. Previously, only EWS, SEBC, and OBC girl students received 50 pc fee relief – orphans now get 100 pc exemption acknowledging their unique vulnerabilities.
The measure is expected to provide critical financial relief to thousands of orphaned students, enabling pursuit of higher education without economic strain and setting a precedent for equitable education access.

A significant initiative under the policy is the creation of a dedicated land bank for residential use by 2026, aimed at streamlining housing development across the state. In a notable move to promote senior living housing, the government has introduced a game-changing incentive, a dramatic reduction in stamp duty to a flat rate of just ₹1,000. This is expected to make retirement housing more accessible and attract greater private sector participation in the segment. The Maharashtra government's cabinet approved the new Maharashtra Housing Policy 2025 in May 2025; however, on July 23, the Maharashtra Housing Department issued a Government Resolution (GR) on the policy, which is considered to be one step further towards its implementation in the state. Here are five things to know about the Maharashtra Housing Policy 2025. 1) Investment of ₹ 70,000 crore expected under the Maharashtra Housing Policy 2025 The government expects an investment of ₹70,000 crore during the policy's implementation. Its target is to generate an affordable housing stock of 35 lakh units by 2030. Under the new policy, the government aims to create a land bank for residential use by 2026. This initiative will be implemented in coordination with the Revenue Department, Forest Department, Maharashtra State Road Development Corporation, Water Resources Department, and the Industries Department, among others. 2) Revival of stalled projects The Maharashtra government's 2025 housing policy includes targeted measures to revive stalled real estate and slum redevelopment projects, particularly using a cluster redevelopment model for greater efficiency and scale. The move aims to make retirement homes more affordable and accelerate development in this underserved segment. To support the initiative, the state has allocated ₹2,000 crore and proposed the formation of a dedicated cell to assist cooperative housing societies. This cell will provide end-to-end support, including guidance on planning, funding, developer selection, and project execution, empowering societies to undertake redevelopment independently. According to data from CREDAI-MCHI, the apex body of real estate developers, over 25,000 buildings across the Mumbai Metropolitan Region (MMR) are eligible for redevelopment, with an estimated project value of more than ₹30,000 crore. 5) Affordable housing survey As part of its Maharashtra Housing Policy 2025, the Maharashtra government has proposed a housing demand survey across all districts to assess the current requirements. The government noted that post-COVID-19, housing needs and consumption patterns have changed drastically, making it essential to update the policy framework. Srinagar, Jul 26 (UNI) The Supreme Court of India today marked a historic step in expanding legal aid to the nation's armed forces and tribal communities with the formal launch of Veer Parivaar Sahayata Yojana 2025 at the North Zone Regional Conference on 'Reaffirming the Constitutional Vision of Justice for Defence Personnel and Tribals'. The event was organised by the National Legal Services Authority (NALSA) in collaboration with the High Court of Jammu & Kashmir and Ladakh and the J&K Legal Services Authority at the Sher-i-Kashmir International Conference Centre (SKICC), Srinagar. Presiding over the landmark event, Justice Surya Kant, Judge, Supreme Court of India & Executive Chairman, NALSA, set an inspirational tone with a quote from Kashmiri Sufi poet Peerzada Ghulam Ahmad Mahjoor, calling upon the nation to cultivate a 'spring of unity, compassion, and justice.' He said, 'This gathering in Kashmir is not just about technical discussions; it is about national integration and honouring the selfless service of our armed forces.' Justice Surya Kant described Veer Parivaar Sahayata Yojana 2025 as a 'historic milestone' in NALSA's three-decade-long mission to extend justice to marginalized citizens. 'Our jawans face land disputes, service entitlements, and matrimonial issues, just like any other citizen. But their service conditions make legal access harder. This scheme is our solemn pledge to stand by them,' he said. He detailed the three key pillars of the scheme: Dedicated Legal Services Clinics at Zilla, Rajya, and Kendriya Sainik Boards. Trained Nodal Officers and Legal Counsels, including ex-servicemen, to offer timely and empathetic assistance. Digital mechanisms like online mediation, e-Lok Adalats, and legal portals to ensure quick redressal. Quoting Article 39A of the Constitution, Justice Kant reminded the gathering, 'If we fail to extend this support to our jawans and their families, we fail in our constitutional duty. Just as they safeguard our freedom, we must safeguard their dignity and rights.' Union Law Minister Arjun Ram Meghwal, the Guest of Honour, praised the initiative, saying it echoes the government's focus on inclusive justice and digital empowerment. 'This is a true representation of 'Sabka Nyay',' he said. Chief Justice of the High Court of J&K and Ladakh, Justice Arun Palli, welcomed the judiciary's efforts to leverage technology to prioritise and fast-track cases involving defence personnel. The conference was graced by a strong contingent of Supreme Court judges including, Justice B.R. Gavai, Chief Justice of India, who arrived in Srinagar earlier today; Justice P.S. Narasimha, Justice Rajesh Bindal and Justice N. Kotiswar Singh. CJI Gavai, while in Srinagar, also attended two key public engagements: At 10:30 AM: In Conversation with the Bar, a NALSA dialogue at SKICC. At 2:00 PM: Mega Alumni Meet at the University of Kashmir's Convocation Complex in Hazratbal. Other notable attendees and speakers at the event included: Justice Sanjeev Kumar, Executive Chairman, J&K Legal Services Authority, who discussed tribal outreach under the SAMVAD initiative.
