
Smaller, Smarter, Stronger: How SLMs Are Fueling India's Grassroots Tech Growth

After the buzz around Large Language Models (LLMs), the next big wave in artificial intelligence (AI) is being led by Small Language Models (SLMs). These compact, efficient, and context-aware models are fast becoming a cornerstone of India's digital ambitions—especially for bridging the digital divide and enabling inclusive innovation across Tier-2, Tier-3, and rural regions.
SLMs, unlike their heavyweight counterparts, require significantly less computational power. They typically operate with a few million to a few billion parameters—far less than LLMs like ChatGPT-4, which is estimated to have around 1.8 trillion parameters. Despite their smaller size, these models are proving powerful enough to drive real-world impact, especially in linguistically and culturally diverse markets like India.
According to MarketsandMarkets, the global SLM market stand at USD 0.93 billion in 2025 and is projected to reach USD 5.45 billion by 2032, expanding at a Compound Annual Growth Rate (CAGR) of 28.7 per cent. This surge reflects a growing belief among Indian businesses and policymakers that SLMs are more aligned with the nation's unique digital needs.
Why India needs SLMs
India's linguistic diversity, regional disparities, and mobile-first user base make SLMs particularly compelling. S Anjani Kumar, Partner at Deloitte India explains, "Developing a few specialised small language models over a single general-purpose large language model is better suited because the problem statements in India are diverse and unique. Over time, organisations will build a model garden and could deploy bespoke models for specific use—for example, an SLM for the finance function in an insurance company."
Neeti Sharma, CEO of TeamLease Digital, echoes the sentiment by emphasising infrastructure advantages, "SLMs are cheaper to build and run. They don't need big servers or fast internet—they can work on mobile phones and basic devices. This makes them perfect for villages and small towns where internet and electricity can be a problem. They also save energy and keep data safe by running on local systems."
As per the PIB, 95.15 per cent of Indian villages have 3G/4G internet access as of April 2024, making low-resource AI models like SLMs practical for rural deployment.
India's mobile-centric market further strengthens the case for SLMs. According to Statcounter (April 2025), mobile phones account for 79.49 per cent of web traffic in India, compared to just 19.9 per cent from desktops.
The real-world impact
In key sectors such as governance, healthcare, education, and banking, SLMs are beginning to demonstrate measurable impact. Priyanka Kulkarni, Manager – Telecom, Media and Technology at Aranca says, "SLMs support local data processing, aligning with India's data sovereignty and privacy goals. They lower the barrier to entry for AI innovation. Startups, research labs, and even state governments can build and iterate AI models without massive datasets or supercomputing resources."
Referring to recent independent findings, Kulkarni notes that vertical-specific SLMs might deliver tangible results. For instance, in the BFSI sector, companies could achieve up to 70 per cent cost reduction in contact centres and a 75 per cent decrease in delinquency rates through vernacular AI adoption.
Adding to this, Neeti Sharma says, "SLMs are helping banks approve loans faster, aiding AIIMS with local-language medical advice, and supporting tribal students through regionally tailored content. They're transforming access and equity across sectors."
Building trust and inclusion
Beyond performance, SLMs are advancing ethical AI principles by ensuring inclusivity and local relevance. Ankush Sabharwal, Founder and CEO of CoRover, which is building BharatGPT Lite in 14 Indian languages says,"We ensure accuracy by training our SLMs on rich, multilingual datasets. Bias mitigation is achieved through balanced datasets representing all regions and communities. Local relevance is maintained with continuous refinement based on user feedback."
This approach has enabled virtual assistants developed by CoRover to assist institutions such as IRCTC, LIC, MaxLife, and local police departments, improving citizen interaction and support in regional languages.
Economic empowerment through AI
SLMs hold the potential to unlock opportunities for Bharat's next 500 million users, many of whom remain on the fringes of the digital economy. Mahesh Kumar, CPTO and Co-founder of Gigin AI elaborates, "SLMs transform technology from daunting to user-friendly by enabling AI that understands regional contexts, speaks local languages, and operates on affordable devices. They enable students to learn in their mother tongue, workers to search for jobs through voice commands, and farmers to get agriculture advice in their dialect."
Such grassroots-level access to technology is key to democratising economic participation and reducing urban-rural disparities.

It has upgraded its existing AI agent, Myra. Conversational assistance will help users through destination discovery, shopping, in-trip, and post-sales scenarios. Currently, it's available in English and Hindi and is a beta version. The GenAI Trip Planning Assistant, Myra, is built on a network of specialised AI agents across all major travel categories, flights, accommodation, holidays, ground transport, visas, and forex. It supports multimodal input (text, voice, image, video), continuous back-and-forth dialogue, itinerary edits, and post-sales support—all within the same interface. The company has plans to expand to multiple Indian languages, after fine tuning conversation flows based on early user feedback. "We have always believed that technology is at its best when it solves complex problems behind the scenes, while making the customer interface as intuitive and as delightful as possible. With GenAI, we take that vision further by turning intent into action. It brings together the full strength of our platform, including customer preferences, data supply, user-generated content, personalization, and real-time intelligence, to power the next era of travel," said Rajesh Magow, cofounder and group CEO, MakeMyTrip. In 2023, MakeMyTrip integrated GenAI into its core booking experience. This was an early investment in AI to solve real-world traveller challenges. Over the years, the platform has introduced features such as Fare Lock, Zero Cancellation, voice-led customer support, and,recently,predictive tools for train bookings. Talking about investments in the project and topline, the CEO said, "We are hopeful of it aiding to our topline. And its a work in progress." The scale and complexity of this system make it one of the most ambitious tech builds we have undertaken at MakeMyTrip."Our in-house team has developed custom language models and layered them with planning, scheduling, and verification systems that work in sync and respond in real time. The result is a multi-agent AI framework that collaborates across categories to deliver a seamless experience. The system is currently in beta, allowing us to learn from real interactions and continue strengthening it," said Sanjay Mohan, group CTO, MakeMyTrip. The next phase of development will introduce richer semantic search capabilities and AI-driven use cases. Now, it operates on an individual level and small groups but is yet to take up bookings on business to business level.

Caught Off Guard? You May Have Found Your Next Big Idea
Surprise isn't just a fleeting emotion; it's a signal that something's been overlooked. And for entrepreneurs, those moments — if you know how to pay attention — can be the starting point of something big. Opinions expressed by Entrepreneur contributors are their own. Being an entrepreneur means experiencing a range of emotions, sometimes in quick succession: there's frustration, inspiration, exhaustion, glee, satisfaction, anger, excitement, despair — to name a few. It's a rollercoaster. Success hinges on being able to manage those feelings, and not letting them unbalance the even keel needed to keep going through the highs and lows. But there is one emotion I always make a special note of, every time I feel it: surprise. Surprise is what prompted me to start my company, Jotform. It was 2005, and I was working as a developer at a New York media company, coding custom web forms for editors who needed them quickly. One day, after building yet another nearly identical form, I did what any burned-out developer would do — I searched for a tool to make the process easier. That search turned up nothing, and there it was: surprise. Could it possibly be that such a tool didn't exist? It didn't. And that's when I knew I had a good idea on my hands. Over time, I came to understand that surprise isn't just a fleeting emotion. It's a signal. Evidence that something's been overlooked, or that an assumption that seemed widely accepted might, in fact, be wrong. And for entrepreneurs, those moments — if you know how to pay attention — can be the starting point of something big. I've learned that those unexpected moments often contain more insight than hours of brainstorming. If you stumble on an idea, the next step is to build a minimum viable product, or MVP, and get it into users' hands as soon as possible. Obviously, not every surprise will lead to a product — a lot of MVPs end up dead in the water, which is why I advise building them quickly. But the practice of noticing and reflecting on the unexpected builds a kind of mental radar, one that keeps you alert to opportunities others miss. The same is also true for less pleasant surprises. I once had a Jotform customer — a well-known brand — ask me to send a salesperson to their office to learn more about our other products. I was completely caught off guard. Salespeople? We had no salespeople. Until that point, Jotform had been entirely self-service. I was so stunned that I sent no one, and didn't go myself, either. Surprise! We lost the client to a competitor, one that had a sales team. But that moment stayed with me and became the impetus to build Jotform Enterprise, which today is growing so quickly it will surpass our self-service version within a few years. Surprises like these, pleasant or otherwise, are rarely random. They test assumptions and expose blind spots. And if you're paying attention, they can reveal what should come next. Systematizing surprise You can't plan for a surprise, obviously, but you can get better at spotting it. Over the years, I've learned to build what I think of as a "surprise radar:" a system that keeps me tuned in to the unexpected, even in the most ordinary moments. The first step for me is to always stay curious, even — or perhaps especially — when doing routine tasks. It can be easy during these times to switch off your critical thinking brain. But those are often the best moments to notice inefficiencies or strange patterns. Why does this process take so long? Why do we always do it this way? This way of thinking is what's called a beginner's mindset, and it can be tough to adopt if you are not a beginner in your field. Once we've gained enough knowledge in a given area, our brains forge shortcuts that, while timesaving, also reduce our capacity for surprise. It becomes easy to stop questioning how things are done. There are plenty of different platforms for this, like Reclaim or Toggl, but what matters is that you can clearly understand what tasks are taking up too much of your day. From there, search for automation or AI tools that can relieve the burden for you. If it's been a few months since your last search, do it again — AI technology is evolving rapidly, and options that may not have existed just last week may well exist now. If you're still coming up short, consider this a potential opportunity. Someone will probably fill this void eventually. Why not you? It's also critical to get outside of your comfort zone. Read books and articles on topics seemingly unrelated to your job. Talk to people in different industries, with different expertise or whose ideas don't align with your own. Will this be uncomfortable? Sure. But that's the point. Surprise exists at the edge of expectations, just outside of what you thought you knew. If you only stick to the familiar, you'll rarely be surprised. And without surprise, innovation is unlikely. The more you train yourself to notice the unexpected, the more you'll start seeing it not as a disruption, but as a guide.

Amazon's cloud business giving federal agencies up to $1 billion in discounts
Amazon Web Services has agreed to provide U.S. federal agencies with up to $1 billion in discounts for cloud adoption, modernization and training through 2028, an agency overseeing government procurement announced Thursday. The agreement is expected to speed up migration to the cloud, as well as adoption of artificial intelligence tools, the General Services Administration said. "AWS's partnership with GSA demonstrates a shared public-private commitment to enhancing America's AI leadership," the agency said in a release. Amazon's cloud boss Matt Garman hailed the agreement as a "significant milestone in the large-scale digital transformation of government services." The discounts aggregated across federal agencies include credits to use AWS' cloud infrastructure, modernization programs and training services, as well as incentives for "direct partnership." The GSA announced a similar deal last month with cloud rival Oracle. The agency also reached an agreement with OpenAI on Wednesday that will give federal agencies access to ChatGPT for $1 through the next year.
