
If unsalvageable, PCMC draft DP could be cancelled, Madhuri Misal tells MLCs

Pune: Urban development minister of state Madhuri Misal on Wednesday said state govt could cancel the Pimpri Chinchwad Municipal Corporation (PCMC)'s draft development plan (DP) if it's deemed beyond rectification.
She was responding to concerns raised by MLCs from both the ruling alliance and opposition during the assembly session, who demanded the draft's scrapping.
The MLCs criticised the planning committee for incorrectly marking reservations in the draft DP, potentially affecting many residents. BJP's Amit Gorkhe highlighted issues like reservations for public amenities being placed over existing residential buildings, roads being planned through densely populated areas and the draft's failure to consider flood lines and restricted zones.
"Over 30,000 people have already filed their objections against the draft DP and many have also organised protests against it.
Hence, it must be scrapped," Gorkhe said.
BJP MLC Shrikant Bharaitya said CM Devendra Fadnavis had to personally intervene and cancel the reservation for a proposed slaughterhouse near the Alandi temple, which indicated that the entire draft DP was flawed and should be scrapped. Shiv Sena (UBT)'s Sachin Ahir and BJP's Uma Khapre also called on state govt to cancel the draft.
Ahir said the scientific methods used in preparing the draft appeared to be faulty, resulting in numerous incorrect reservations.

Congress MLC Satej Patil, however, argued that govt should focus on making the necessary corrections to the current draft, as preparing a new DP would delay development work in the area further.
Responding to the concerns raised by the MLCs, Misal clarified that the draft DP was still in the objection and suggestion stage.
She said the planning committee would hold hearings before sending it for final approval.
She emphasised that both the CM and state govt have the authority to make necessary changes before the draft's final approval. "We will ensure that no injustice is done to any citizen while finalising the draft. If significant errors are found, such as those originating from the initial survey, the CM has the power to cancel the draft," she said.
"If we are unable to correct it despite making necessary changes, the draft can be scrapped, just as the PMRDA draft DP was cancelled earlier. It would not be appropriate to cancel it before the hearing process is over," she added.
PCMC published the draft in May, allowing citizens to file their objections till July 14.

Property tax penalty exemption dates extended under 90% and 75% bracket
Navi Mumbai: Panvel City Municipal Corporation (PCMC) has extended the time period for property tax fine exemption under the 90% bracket of amnesty scheme by a month that is Sept 15. The 90% rebate effective from July 18 expired on Aug 15. Accordingly, the 75% rebate period has been rescheduled from Sept 16 to Sept 30. The property tax outstanding amount stands over 47% of the 2025-26 budget figures. Civic body is offering basic tax discount of 5% to those paying the 2025-26 tax by Aug 31, 2% towards digital payments through accepting e-bills and 2% towards property holders' participation in saving energy, water recharge, solid waste management and environment friendly activities among others.
