Delhi plans joint action with Punjab, Haryana to curb farm fires
The Delhi government has decided to engage with the state governments of Punjab and Haryana for joint action to control paddy stubble burning.
Delhi environment minister Manjinder Singh Sirsa on Friday said he would seek to jointly meet the chief ministers of both states to formulate an action plan and dissuade farmers from burning stubble.
Both states have, in the past, objected to the Delhi government placing the blame on them for smog formation in Capital in the months of October and November when paddy fields are cleared for the next crop.
The Centre has spent over ₹3,200 crore on subsidised machinery since 2018 to check the menace, but little change was seen on ground as farmers continued to set fields on fire.
'All the states including Delhi, Haryana and Punjab are making efforts to curb pollution, but they are working in silos. A joint plan that covers the larger geographic area would bring good results,' said Sirsa.
In 2022, the Aam Aadmi Party (AAP) government in Punjab had proposed that ₹2,500 per acre should be given to farmers in the state to stop them from stubble burning. The Punjab government had sent the proposal to the commission for air quality management (CAQM), stating that Delhi and Punjab should give ₹500 each while the Centre should provide ₹1,500. The Centre had rejected the proposal, stating that cash incentives are already given to farmers under the crop residue management (CRM) plan.
From 2018 to 2024, 1.49 lakh machines, costing ₹1,650 crore, were given to farmers in Punjab for in-situ management of paddy stubble. This year, a sum of ₹500 crore will be spent to provide 4,367 machines for in-situ management of paddy stubble and ₹300 crore for ex-situ management of stubble.

Rekha Gupta participated in the '100 Din Seva Ke' programme earlier in the day. Ludhiana bypoll litmus test for AAP in Punjab, says BJP leader Tarun Chugh
BJP national General Secretary Tarun Chugh said on Sunday that Punjab is facing a debt of over Rs 4 lakh crore, while campaigning for Jeewan Gupta, the BJP candidate for the June 19 Ludhiana (West) bypoll. He also gave a call to expose the theatrical actions of the AAP government in Punjab. Speaking to the media, Chugh said the bypoll is a litmus test for Punjab, which is currently suffering under AAP's chaotic and directionless governance. 'Punjab is facing a grave law and order crisis and due to complete financial mismanagement, the state is reeling under a debt of more than Rs 4 lakh crore,' Chugh said. He added that Ludhiana, once hailed as the industrial capital of India, is now battling a lack of basic infrastructure, a surge in organised crime, and rampant drug abuse. Investors are fleeing to other states, while the youth of Punjab feel betrayed by AAP's empty promises of jobs and prosperity. Chugh hit out at Chief Minister Bhagwant Mann, calling him a puppet in the hands of Arvind Kejriwal. He said, 'Just like the people of Delhi rejected Kejriwal, the people of Punjab will do the same to Bhagwant Mann in 2027.' BJP candidate Jeewan Gupta, while thanking the party leadership for entrusting him with this opportunity, said he is hopeful and determined. He said the business community in Punjab is particularly suffering under the Mann regime due to the absence of a clear, consistent industrial policy. He assured that with public support, he will raise every voice that AAP has silenced in Punjab. The bypoll for the Ludhiana (West) Assembly was necessitated by the demise of Gurpreet Gogi Bassi, who sustained a gunshot wound to his head at his house in January. The election will be held on June 17, with the counting of ballots on June 23 along with four other Assembly seats -- two in Gujarat and one each in Kerala and West Bengal. The raid was in connection with a chunk of land that was allotted to Ritesh Properties and Industries Limited, one of the companies owned by Arora, by the state government for an industrial project, but it was used for a residential project. In the 2022 Assembly elections, AAP's legislator Gogi, who joined the party in the run-up to the polls, defeated two-time legislator Bharat Bhushan Ashu in Ludhiana (West), a traditional Congress stronghold urban seat.

Shah inaugurates new CFSL building in Kolkata, stresses on modernisation of forensic infrastructure
Kolkata, Union Home Minister Amit Shah on Sunday lauded the role of forensic science in cracking cases and said that the Centre has plans to spend ₹2,800 crore for the modernisation of forensic infrastructure in the country. Shah said the Centre would spend ₹1,300 crore to set up nine more campuses of NSFU and another ₹860 crore to establish seven more CFSLs in Uttar Pradesh, Chhattisgarh, Odisha, Tamil Nadu, Rajasthan, Kerala and Bihar. The Home minister, who inaugurated a new building of the Central Forensic Science Laboratory in Rajarhat on the outskirts of Kolkata, said that the modernisation of the forensic infrastructure would help the country to establish a foolproof, evidence-based criminal justice system. "We are planning to bring about a ₹2,080 crore project for more modernisation of forensic science facilities, and another ₹200 crore to set up a national forensic data centre where we will be able to store a huge pool of data, and that could be analysed through AI ... This will make the process of entering into a foolproof, evidence-based criminal justice system much smoother," he said. Shah, who was speaking at the inauguration programme of the CFSL said it will help in taking a holistic approach towards the investigation of complex cases in eastern and northeastern states. He said the inauguration marks a significant milestone in the Centre's long-standing efforts to build a secure, transparent and evidence-driven criminal justice system. The Home minister also noted the impact of recent criminal law reforms and said that after the introduction of the Bharatiya Nyaya Sanhita , "In 60 per cent of cases, we have witnessed chargesheets being filed within 60 days." "I would like to speak about BNS, BNSS and BSA. These are brought to protect the constitutional rights of the common people of the country, putting an end to the 160-year-old British law. This is revolutionary and I am sure that innocent people will not be framed and the victim will get quick justice," he said. Shah further stated that in special cases trial was starting within 90 days. "We have also ensured trial in absentia for those who escaped abroad and were operating crime from there. We will conduct their trial even in their absence and punish them. We will then bring them back to the country using our international understanding," Shah said. He said that the Home Ministry will be working on the training and its application in investigations. "From January 2026, we will start taking forensic science to every police station, public prosecutor, and court to make them aware of the importance of forensic science," he said. He said that the Centre is building a CFSL network in the country through the cluster approach so that complicated cases are solved and the entire criminal justice system is changed. "Those who are victims, through the phone all kinds of information and are assured that they do not need to go to the police stations we have arranged for that," he said. "I am proud to say that 17,184 police stations are connected to CCTNS, are online and their data is being generated collectively. The Home ministry monitoring them online. This shows how big a change we have brought in such a short time," he said. The Home Minister said that every state has been offered to have one forensic mobile van. He said the central government is planning to set up seven more CFSL laboratories in Uttar Pradesh, Chhattisgarh, Odisha, Tamil Nadu, Rajasthan, Kerala and Bihar. The CSFL West Bengal, would help in cracking cases from Bihar, Jharkhand, Odisha, Sikkim, Assam and all the states in the northeastern region would benefit, he said. "It gives me immense pleasure to see the Indian government with a vision for several years. It is a moment of immense satisfaction as we continue to strengthen each link in the chain of modern forensic and investigative infrastructure," Shah said.
