Fresher hiring intent slips to 70% in H2

Agencies India Inc's appetite for fresh talent is showing signs of cooling. Overall, fresher hiring intent has dipped to 70% for the July-December period, marking a 4 percentage point decline from 74% seen in the first half of the year, according to the latest TeamLease EdTech Career Outlook Report (HY2 2025) released on Tuesday.The report, which surveyed 1,065 employers between May and July, attributes the moderation in demand to a mix of AI-led workforce restructuring, global trade uncertainties, and a sharper focus on retaining experienced employees in core industries.
Hiring intent represents the percentage of employers likely to recruit staff during the six months under consideration. Despite the overall slowdown, industry-level momentum remains strong, with ecommerce and technology startups leading the charge. The sector posted the highest intent to hire freshers at 88%, followed by retail (87%) and manufacturing (82%). "The strong hiring intent in ecommerce and technology startups reflects the dynamic growth in this sector, creating exciting opportunities for freshers," said Shantanu Rooj, founder, TeamLease EdTech.City-wise, Bangalore tops the charts with 81% hiring intent, followed by Mumbai (67%) and Chennai (59%). Smaller organisations continue to display a stronger inclination to hire freshers compared to larger enterprises, though their overall capacity remains limited.Rooj also highlighted the growth of apprenticeship models: "The rise in degree apprenticeship programs further underscores the demand for practical, skill-based learning pathways."The survey found that demand for degree apprenticeships is steadily rising, with manufacturing (37%), engineering & infrastructure (29%), and information technology (18%) showing the highest intent. Bengaluru, Chennai, and Pune lead apprenticeship hiring among cities. Among job roles, positions such as IoT engineer, cloud engineer, process automation analyst, junior NLP developer, content marketing executive, and junior actuarial analyst are in high demand. Dharwad: Karnataka Innovation and Technology Society (KITS) managing director Rahul Sankanur said the LEAP (Local Economy Accelerator Programme) launched by the department of IT and BT will be a blockbuster initiative to strengthen India's artificial intelligence (AI) talent pool. The IAS officer was speaking to the media after taking part in the Jan AI Conclave organised by IIIT-Dharwad on Thursday. 1 2 Chandigarh: Punjab finance minister Harpal Singh Cheema on Thursday urged the Centre to pay the state govt a total of Rs 60,000 crore, including a pending goods and services tax (GST) compensation and other outstanding funds. Cheema criticised the "arbitrary" rationalisation of GST tax slabs as a "gamble" by the Centre, calling it BJP's "jumlebaazi" (fraud). He also questioned the move to rationalise GST by slashing "sin tax" on goods like unmanufactured tobacco and cigarettes. After attending back-to-back meetings of the Union govt's group of ministers (GoM) on GST in New Delhi, Cheema told TOI that the state suffered substantial financial losses under the GST regime without receiving due compensation. "Centre wants to shatter the economy of the states and it is the biggest attack on India's federal structure. When states don't have funds to carry out developmental works, they will have to approach the Centre with folded hands for constructing schools and hospitals. Since the introduction of the GST regime, 27 exemptions have been given to various sectors and items, and rates have been revised 15 times already. It shows the Centre's GST system is faulty and needs to be corrected," he said. Providing a breakdown of the Rs 60,000-crore demand, Cheema said the amount includes Rs 50,000 crore for uncompensated GST losses, Rs 8,000 crore in pending rural development fund (RDF), and an additional Rs 1,000 crore that is set to be withdrawn from the Pradhan Mantri Gram Sadak Yojna by dropping certain projects in the state. Cheema highlighted the financial impact on Punjab since GST regime was introduced. "Since the introduction of GST, Punjab has suffered a loss of Rs 1,11,045 crore," he said. He added that while the state's revenue projection was Rs 2,37,520 crore, Rs 1,26,485 crore was promised as compensation under the GST regime. The minister also voiced concerns over the Centre's handling of the compensation cess and the slashing of tax on "sin" goods. He alleged that Punjab suffered financial losses due to the Centre's "wrong policies". He added if the state had not joined the 'one-nation, one-tax' regime, its tax collection would have been much higher. Regarding the tax rate changes, Cheema accused the Centre of "gambling in the name of rationalisation" and randomly changing slabs. He cited the example of tax on unmanufactured tobacco being slashed from 90-98% to 40%, while the tax on cigarettes was reduced from 33-64% to 40%. He questioned how this could be a move to ensure people's health. He noted that the tax on processed food like pasta was proposed to be reduced from 12% to 5%. "At the meeting, we demanded that the state should be compensated on account of any losses due to rationalisation of GST rates," he said. Slamming the BJP, he said, "It is jumlebazi of the BJP-led Centre. They say people will celebrate Diwali, but they have played a gamble by trying to make some goods cheap and others costly... We have supported some of the changes, but the Centre should compensate the states for the losses." During his recent Independence Day speech, PM Narendra Modi announced that "next-generation GST reforms" would be unveiled by Diwali, referring to them as a "Diwali gift" and a "double Diwali" for the people.
