Sabah wants rural docs waiver: Federal freeze on allowances

He said he would present the proposal to Health Minister Datuk Seri Dr Dzulkefly Ahmad during a meeting scheduled here today (Thursday), citing concerns that the frozen allowances could worsen the State's existing doctor shortage in rural areas.
Advertisement 'We are already facing a shortage of doctors serving in rural areas. If their allowances remain frozen, many doctors may not renew their government contracts, which would severely impact Sabah,' he told reporters after officiating the 17th Public Health Colloquium, here, Wednesday. He pointed out the disparity between urban and rural postings, noting that while both face the same allowance freeze, rural doctors work in areas lacking basic infrastructure, including wifi access, clean water supply and electricity. For the record, according to State Health Director Dr Maria Suleiman, Sabah currently has 2,981 permanent doctors and specialists, with an additional 1,072 on contract. On healthcare infrastructure improvements, James revealed that around 30 remaining wooden health clinics Statewide will be replaced with concrete structures, expected to be completed next year. He said during his two-and-a-half-year tenure, about 100 dilapidated wooden clinics have been upgraded. He also disclosed ongoing efforts to acquire Sabah's first Positron Emission Tomography scanner for cancer detection and monitoring. The machine, currently under tender process and expected to arrive this year, will be installed at the Sabah Women and Children's Hospital, eliminating the need for patients to travel to Sarawak for scans that cost up to RM3,000. Additionally, he called for improved regulation of electronic cigarettes, citing concerns about illegal substance contamination. He said he could only make recommendations to the Health Ministry to improve regulations on vape-related matters. 'I will recommend improvements in advisory measures to prevent indiscriminate vaping, a study to control (the manufacturing of vape products) and to determine whether they are laced with drugs. 'If the vape liquid contains drugs, the responsible individuals should be arrested,' he said. On banning the sale of vapes, James said the jurisdiction lied with the Local Government and Housing Ministry. Health Ministry to prioritise obesity, diabetes in Budget 2026
KUALA LUMPUR: The Health Ministry will place special emphasis on tackling obesity and diabetes in Budget 2026, scheduled to be tabled in October. Health Minister Datuk Seri Dr Dzulkefly Ahmad said the ministry had submitted several proposals on the matter and is awaiting Prime Minister and Finance Minister Datuk Seri Anwar Ibrahim's tabling of the budget. He added that both conditions are key contributors to the rising prevalence of non-communicable diseases (NCDs) in the country. "The National Health and Morbidity Survey (NHMS) 2023 found that 3.55 million Malaysians, or 15.6% of adults aged 18 and above suffer from diabetes, while 4.58 million, or 21.8% are obese,' he said. He told reporters this after launching 'Roczen Universal', a programme developed by Reset Health and recognised by the United Kingdom's National Health Service (NHS) as part of an integrated treatment for diabetes patients. Dzulkefly said that obesity, diabetes, heart disease, stroke and cancer together account for more than 70 per cent of premature deaths in Malaysia, costing the nation over RM64bil annually in treatment, care, lost productivity and early death. He added that his ministry had signed a Memorandum of Cooperation (MoC) with Reset Health in September last year and had selected Gombak as the pilot location for the programme. It involves nine Perkasa Negara Healthy Community (KOSPEN) groups, including Rukun Tetangga, the Community Development Department (KEMAS), and the Orang Asli Development Department (Jakoa). "Starting this month, we are targeting 1,000 to 2,000 overweight or obese individuals to join the programme evaluation group," he said. Earlier, Dzulkefly also witnessed the exchange of MoCs between Reset Academy of Metabolic Sciences, represented by Reset Health Executive Chairman Dr David Wong, and Prof Dr Rosmawati Mohammed of the Academy of Medicine of Malaysia. The collaboration aims to train more professionals in weight and obesity management nationwide. Health Ministry issued 78,000 anti-smoking notices in 9 months
GOMBAK: The Health Ministry issued 78,424 compoundable notices under the Control of Smoking Products for Public Health Act 2024 (Act 852) between Oct 1 last year and June 30 this year. Health Minister Datuk Seri Dr Dzulkefly Ahmad said 281,391 premises were inspected in the nine-month period, involving 15,775 enforcement operations. "More than 290,000 educational enforcement operations were conducted to raise public awareness on the dangers of smoking and the importance of complying with the law. "Enforcement officers seized 20,888 units of smoking products worth RM373,971.50 from 192 premises," he said, citing the ministry's recent enforcement report. A majority of the offences involved smoking in prohibited areas, accounting for 73,438 notices under Section 16(2) of the act. These notices have a total compound value of RM18.35 million, with 25,225 compounds formally offered and 20,729 settled, amounting to RM3.22 million in payments. Cases involving minors smoking were also significant, with 2,619 notices issued. Building owners and occupants who failed to enforce smoking bans within their premises received 2,340 notices. Another 27 notices were issued to minors who attempted to purchase tobacco products. The report said 958 cases were registered in court in the period. For non-compoundable offences, 524 investigation papers were opened, including 340 cases under Section 7(1) and 68 cases under Section 14(4). Sarawak had the most inspections, with 15,160 food premises, convenience stores and specialty shops checked, followed by Sabah with 9,993 premises and Johor with 8,096. Between April and June this year, 1,342 warning notices were issued to premises that failed to comply with sales control regulations under Section 10, Regulation 6. More than 7,800 premises nationwide were found to be compliant.
