Inclined to stay CAG order to audit Ajmer Dargah, says Delhi HC; seeks its reply
The Delhi high court on Monday asked the Comptroller and Auditor General (CAG) if it would stay its own order to audit the accounts of Ajmer Sharif Dargah because of procedural lapses, saying that it was inclined to stay the decision if CAG did not. A bench of justice Sachin Datta has granted CAG time till May 7 to clarify its stand.
The court was hearing a petition filed by Anjuman Moinia Fakhira Chistiya Khuddam Khwaja Sahib Syedzagdan Dargah Sharif, Ajmer, challenging the CAG's decision to audit the accounts of the Dargah for the period of five years from 2022-23 to 2026-27.
Dargah's counsel Atul Agarwal, who sought an early hearing on the petition, submitted that a three-member team has been formed for the purpose of audit without serving either the terms of the audit or the presidential assent for the same. The CAG's counsel Pavan Duggal sought time to seek instructions.
Agarwal further informed the court that the decision was in contravention of Section 20 of the Comptroller and Auditor General's (Duties, Powers and Conditions of Service) Act, 1971 which mandates service of the terms and conditions of the audit to the institution whose audit is to be conducted. Further, the same Act allows the institution to file a representation against the audit terms before the ministry concerned.
The counsel further argued that the Centre was attempting to pre-empt its pending petition challenging union ministry of Minority Affairs' March 15, 2024, decision of conducting the audit, by relying on another communication issued by Union finance ministry on January 30, entrusting Dargah's audits to CAG.
'Have you (CAG) started the audit or not yet? Your (CAG) counter says that the audit has not yet begun. Should I record that? You take instructions. I'm inclined to stay the audit. You better clarify your stand and take instructions on what you're doing. You better hold your hands,' justice Datta said to advocate Pavan Duggal, representing CAG.
The judge added, 'His (Dargah's counsel) point is very clear. He (Dargah's counsel) says that he has a right to make representation, but that occasion has not arisen because you (CAG) have not served him even with the order (terms of audit). First you have to agree to the terms.'
The court asked CAG if it was willing to stay its decision on its own and granted time for Duggal to seek instructions. Advancing the date of hearing, previously fixed for May 20, justice Datta posted the matter on May 7.
In its petition, filed by advocate Ashish Singh, the Dargah had challenged CAG's action of visiting its office without any prior notice and sought to restrain CAG from conducting the audit. The plea went on to add that the audit was arbitrary, since the Centre was already in control of the administration of Dargah's assets and funds.
On March 26, the high court sought Centre and CAG's stand on the petition.

Supreme Court stops Centre, IAF from releasing woman officer from service
The Supreme Court on Monday (June 16, 2025) directed the Centre and the Indian Air Force (IAF) not to release from service a woman officer, who was denied permanent commission. A Bench of Justices Ujjal Bhuyan and Manmohan referred to the May 22 order of the top court in which similar directions were passed to the Centre and the IAF on a plea of Wing Commander Niketa Pandey and said the same directions would apply in the case of Wing Commander Kavita Bhati. Without prejudice to the rights of the parties or equity in favour of the officer, the Bench said Wing Commander Kavita Bhati shouldn't be relieved and should be allowed to remain in service till the next hearing. Ms. Bhati, a short service commission officer, claimed she was wrongly denied permanent commission. The top court posted the hearing on August 6 before a regular bench, when matters related to IAF would be taken up for hearing. The top court on May 22 restrained the Centre and the IAF from releasing Pandey, who was part of Operation Balakot and Operation Sindoor but was denied permanent commission. Pandey claimed discrimination in granting permanent commission to her.

New Delhi [India], June 16 (ANI): Union Minister Hardeep Singh Puri on Monday hailed the 11 years of the National Democratic Alliance (NDA) government and called for action on the development and growth of Delhi. He further stated that under the leadership of Prime Minister Narendra Modi, India's Gross Domestic Product had increased from two trillion dollars to four trillion dollars. 'With PM Modi's 11 years of governance and the support of local bodies, we have no excuses left. We must now deliver on the promises of development and ensure Delhi gets what it rightfully deserves. When PM Modi took charge in 2014, India's GDP was 2 trillion dollars. Today, it has reached 4 trillion dollars,' Puri said, speaking to the media. He further stated that the results of the triple-engine government could be seen at the Centre, Delhi and the Municipal Corporation of Delhi. Puri also stated that he was a witness to Delhi's evolution after partition, further stating that after successive waves of migration, the population in the city had finally crossed two crores. 'I've seen Delhi evolve since just after partition, when the city's population was around 11-12 lakh. After successive waves of migration, the population has now crossed over 2 crore. You can see the results of the triple-engine government we now have--at the Centre, in Delhi, and in the MCD,' he added. Earlier on June 14, Union Minister of Ports, Shipping & Waterways, Sarbananda Sonowal, said that India is firmly on track to become the world's third-largest economy by 2029, crediting 11 years of Narendra Modi's 'decisive and corruption-free governance' for triggering what he described as an 'unstoppable surge' in national development. Addressing a press conference in Dibrugadh to mark the NDA government's 11th anniversary, the senior Bharatiya Janata Party (BJP) leader and Union Minister said that India has emerged from an era of 'policy paralysis and dynastic politics' and is now driven by welfare-led growth, youth-powered innovation, and massive infrastructure expansion. 'In just one decade, over 25 crore Indians have risen above poverty. That's more than the population of most European countries,' Sonowal said. "Way double-engine govt has started working in Delhi is commendable": CM Rekha Gupta
New Delhi [India], June 16 (ANI): Stressing that there will be more progress in the national capital in the coming days, Delhi Chief Minister Rekha Gupta said on Monday said that the Centre has supported the Delhi government in building world-class infrastructure in the city, further adding that the Central government is working 'shoulder to shoulder' with her administration. Delhi CM Gupta, along with Union Minister Hardeep Singh Puri, inaugurated an exhibition highlighting 11 years of the NDA government and 100 days of the current Delhi government. Speaking to the media, CM Gupta said, 'Today, I am very happy that the Central Government has completed 11 years and the Delhi Government has completed 100 days, and the way the double-engine government has started working in Delhi is commendable. The Centre has always worked a lot for Delhi, but unfortunately, the previous government neither recognised their efforts nor gave them credit.' 'However, today, when we look at the progress, we have received significant support from the Centre in building world-class infrastructure in Delhi. Through roadways alone, we received support worth Rs 1.25 lakh crore. Similarly, major schemes like Ayushman Bharat, which were previously not implemented here, have now been supported by the Centre. We have opened Arogya Mandirs (health centres). In every project, the Centre is working shoulder to shoulder with Delhi,' Rekha Gupta added. Drawing a comparison with the previous Aam Aadmi Party (AAP) government, the Delhi CM said that the difference now is that no one is blaming each other anymore, and everything seems more organised. 'In Delhi, whatever targets we have taken up, be it air pollution, cleaning the Yamuna, tackling garbage mountains, or improving water and electricity, there will be more progress and better work done on all fronts,' she emphasised. Union Minister Hardeep Singh Puri, speaking on the occasion, said that the 'triple-engine' government --at the Centre, in Delhi, and in the Municipal Corporation of Delhi (MCD) --is now well-positioned to deliver on promises of development. Speaking to mediapersons in Haryana's Karnal, CM Gupta said, '... I believe that Delhi will keep getting full cooperation from the state of Haryana... Some forces are acting like an eclipse on the state of Punjab, which is why neither Punjab is able to develop nor maintain proper coordination with other states.' Chief Minister Gupta chaired a high-level meeting on Saturday to strengthen the city's real estate system and make it more transparent, efficient, and development-focused, according to an official statement.
