He said Sunrise Industries have been exempted from labour laws but there are conditions attached. 'We have kept the sunrise companies outside the ambit of labour laws and for the past five years we have been giving them exemption year after year but yet there are conditions attached,' Lad said.
A sunrise sector refers to a new or relatively new industry that is experiencing rapid growth and is expected to become a significant driver of the economy in the future.
'If they want to layoff somebody, they have to give us information. Accordingly, we are talking to them,' he added. Why is TCS Laying off 12,000 Employees?
TCS had indicated that it is set to lay off about 2 per cent, or 12,261 employees, of its global workforce this year, with the majority of those impacted belonging to middle and senior grades.
As of June 30, 2025, TCS's workforce stood at 6,13,069. It increased its workforce by 5,000 employees in the recently concluded April-June quarter. The move is part of the company's broader strategy to become a 'future-ready organisation', focusing on investments in technology, AI deployment, market expansion, and workforce realignment, TCS said in a statement.
In a statement, the union said it has demanded legal action against the management for violations of the provisions of the Industrial Disputes Act, 1947, as well as the conditions imposed by the Government of Karnataka concerning the reporting of service particulars. Minister Lad said another reason behind calling TCS and other industries was to convey to them that the government is not accepting their request for increasing working hours by nine to 10 hours a day, Lad said.
He said if the employees are ready to work then we will consider their request as per the guidelines and give our permission. 'This is subject to the employees' wishes. Those employees who reject the permission will not be forced to do it,' he explained.
The Minister also said in his opinion, it is difficult to implement increasing working hours because at least four hours are needed to travel to the workplace. While one has to work for eight hours and given the strenuous traffic scenario in Bengaluru one ends up spending at least three to four hours on travelling everyday.
'As Minister also when I see this proposal of increasing the working hours, I feel that it is not scientific. Increasing working hours can happen for a week or 10 days but not throughout the year in view of Bengaluru traffic,' Lad explained.
He also said that there was nothing wrong with the claim by those representing industry that increasing working hours will benefit employees and industry.
However, those employees who agree to increase their working hours have to give in writing but we cannot implement it across the board, the Minister noted.

TCS to roll out hikes for majority of staff from Sept 1
Bengaluru: TCS, which is planning to cut 2% of its workforce—over 12,000 mid and senior employees—this year, surprised its staff by announcing salary hikes for eligible associates up to grade C3A and equivalent (freshers to mid-level), covering nearly 80% of its workforce. This comes at a time when many of its peers have either deferred salary hikes or placed them on hold. The salary hike will be effective from Sept 1, according to an internal communication sent out by CHRO Milind Lakkad and CHRO-designate K Sudeep on Wednesday. When TOI reached out to TCS, the company said, "We can confirm that we will be issuing wage hikes to around 80% of our employees effective Sept 1, 2025." During the April earnings presser, TCS indicated that it might have to defer its annual increments, a rare deviation from its April cycle, coinciding with clients' downbeat sentiment emerging from a slowdown and tariff-related uncertainty. Even in the June quarter earnings, Lakkad said the company has not made any decision yet regarding wage hikes. TCS's June quarter results reflected lacklustre performance attributed to weak macroeconomic conditions, cautious client sentiment, delayed decision-making, and the winding down of the BSNL deal. Its revenue for the June quarter fell 3.1% year-on-year in constant currency and 3.3% sequentially, as geopolitical uncertainties dampened demand. Nevertheless, the company remains optimistic about a turnaround, anticipating stronger demand in the second half of the year. Indian IT CEOs have adopted a cautious tone in their commentary on wage hikes. When TOI asked Infosys CEO Salil Parekh about the timelines for wage hikes, he said, "We concluded our compensation increases for Q4 and Q1 of the last fiscal year….Now that this cycle is complete, we are beginning to evaluate the timing for the next round—as we do after every cycle. During Covid, the standard cycle was disrupted, leading to two increases over 18 months. There are no changes planned. We will stick with our existing process and announce the next cycle at the right time."

Rahul to lead Cong protest in Bengaluru against vote theft: Lad
Mysuru: Labour minister Santosh Lad stated that Congress leader Rahul Gandhi will lead a protest in Bengaluru against alleged vote theft in the Lok Sabha elections, aiming to draw nationwide attention. Following a meeting with chief minister Siddaramaiah and KPCC president DK Shivakumar, the Congress plans a big demonstration to expose electoral malpractices to the entire country, he stated. Speaking to reporters in the city, Santhosh highlighted discrepancies in voter lists, citing 41 lakh additional votes in Mumbai and 61 lakh fewer votes in Bihar post-elections.
