Filing of PILs inappropriate when statutory remedies are available: HC
"Allowing unfettered recourse to PIL in such instances would amount to a judicial usurpation of legislative foresight and undermine the primary responsibility of the legislature to craft laws. Bypassing these meticulously designed mechanisms through PIL circumvents the intended architecture of grievance redressal and potentially dilutes the role of expert authorities," the high court has said.
A division bench comprising Chief Justice Sheel Nagu and Justice Sumeet Goel has passed the orders on a petition filed by one Anuj Malik and others.
The petitioner sought directions to restrain all online opinion trading platforms, mobile applications, websites, and digital mediums from advertising, promoting, or marketing betting and wagering activities through platforms, including YouTube, X (Twitter), Instagram, Facebook, radio, print media, television, in blatant violation of statutory laws.
They argued that despite a robust legal framework in place, the law was being flouted through misleading advertisements and unregulated financial systems.

The petitioners further submitted that if appropriate action was not undertaken, such platforms would continue to dupe gullible users.
Responding to the plea, the govt informed that there already exists a legal and statutory framework within which any aggrieved person can approach the authorities concerned for redressal of any grievances, as raised by the petitioner. The govt counsel specifically drew the attention of the court to The Haryana Prevention of Public Gambling Act, 2025, which has been notified from April 9, 2025, and submitted that without adverting to the existing statutory framework, approaching this court by way of PIL amounts to bypassing the legislative mandate.
After hearing the matter, the bench disposed of the petition, asking the petitioner to raise his grievance before the authorities concerned in terms of extant laws.

'Unwarranted proliferation of litigation'
Encouraging indiscriminate PILs, despite available statutory remedies, leads to an unwarranted proliferation of litigation, a burden on constitutional courts, as well as a judicial docket explosion. These risks transform constitutional courts into primary redressal fora rather than their intended role as ultimate arbiters of constitutional questions. Judicial resources, being scant and precious, must be conserved for matters of genuine public importance

Family & I safe, says YouTuber Elvish Yadav day after shooting outside Gurgaon home
A day after more than two dozen gunshots were fired outside Siddharth Elvish Yadav's home in Gurgaon's Sector 56, the 27-year-old YouTuber on Monday said that he and his family are safe. The accused are yet to be traced, said police, adding that a breakthrough is expected soon. Reaching out to his followers, Yadav posted a story on Instagram, which read, 'I would like to extend my sincere gratitude for your good wishes. My family and I are safe and well. Your kind thoughts and concern are truly appreciated. Thank you.' Three masked men — riding a motorcycle — allegedly fired more than two dozen shots outside the YouTuber's home on Sunday morning. The 27-year-old was not at home when the incident happened. No one was injured, said police, even as the bullets hit the first floor and stilt area of the three-storey residential building in Sector 56. Yadav lives on the second incident was captured on a CCTV camera. Hours after the incident, the Himanshu Bhau Gang, via a post on Instagram, claimed responsibility for the attack. The YouTuber was targeted, according to the post, as he promoted betting platforms. The Sector 56 Police Station lodged an FIR on charges of attempt to murder, criminal acts by multiple accused with common intention, and offences under the Arms Act. Station House Office Vinod Kumar on Monday told The Indian Express that the accused are likely to be nabbed in a day or two. 'The Crime Investigation Agency is on it, so are teams from our station and others. We should have news within another two days.' In his police complaint after the incident, Elvish Yadav's father on Sunday said: 'If we were outside (on the balcony) at that time, we could have lost our lives. We do not have any kind of enmity with anyone and neither have we received any call or message before this.' The attack marked the second such incident in recent weeks targeting celebrities popular among the city's youth. Last month, singer and rapper Rahul Fazilpuria allegedly came under fire near the Southern Peripheral Road in Sector 71. He escaped unhurt after assailants, arriving in another car, opened fire as he stood beside his SUV. Police later arrested a Sonipat resident accused of conducting reconnaissance for that shooting. When asked if any link has been found between the incident and other similar incidents, including the one related to rapper Fazilpuria, the SHO said, 'Nothing so far. Even for the post by the Bhau Gang, our cyber team is on it (checking its authenticity). They tend to post and claim responsibility just like that, without reason sometimes. If they are found responsible, we will definitely nab them.'

Dharmasthala case: Home Minister warns of action against those posting provocative and defamatory content on social media
Taking note of the alleged provocative and defamatory posts on social media on the ongoing investigation in Dharmasthala, Home Minister G. Parameshwara on Monday warned of stringent action if the trend continues. 'If you do not regulate yourself, the government will have to regulate you,' the Home Minister warned those using social media to post their views on the Dharmasthala row. Replying to a debate in the Legislative Assembly on the 'alleged efforts to defame Dharmasthala pilgrimage centre by an anonymous person on the charges of mass burials', the Home Minister told social media users: 'Please stop it. If you continue, the government will have to take action against you.' His warning came in response to a demand by the Opposition to act against those posting content on social media, particularly those putting out 'objectionable' content on YouTube. He noted that already the government had decided to bring in a legislation to act against those spreading fake news. 'Our intention was to bring it in the ongoing legislature session. But now we may bring it in the next session,' he said. Earlier, the Opposition members, including Leader of the Opposition R. Ashok, expressed concern over 'objectionable' content on social media at a time when the Special Investigation Team was probing the allegations. BJP member S. Suresh Kumar called it a 'social media trial.' Another BJP member V. Sunil Kumar accused social media users of being 'part of the conspiracy' to mislead the probe and defame the pilgrimage centre.

Is Yunus now targeting Hasina-era president? Bangladesh missions removing his portraits
Most of the country's 82 missions had already taken down the portraits in the wake of the July uprising. The remaining missions, which had not yet acted, were reportedly instructed last Friday to remove them as well, according to a report Confusion surrounds the removal of President Mohammed Shahabuddin's portraits from Bangladesh missions abroad, as officials from the foreign ministry claim the directive was issued verbally, without any formal written order. According to The Daily Star report, citing ministry sources, most of the country's 82 missions had already taken down the portraits in the wake of the July uprising. The remaining missions, which had not yet acted, were reportedly instructed last Friday to remove them as well, added the report. STORY CONTINUES BELOW THIS AD The quiet and inconsistent implementation has raised eyebrows, particularly as Shahabuddin was appointed during Sheikh Hasina's tenure. 'No, there was no written order,' The Daily Star quoted a foreign ministry official as saying. More from World How long does Netanyahu intend to keep Gaza under Israeli occupation? He keeps everyone guessing Despite this, officials were unable to clarify why the directive to remove President Mohammed Shahabuddin's portraits was issued verbally rather than through formal channels. Questions on the matter were avoided by both Foreign Secretary Asad Alam Siam and Shah Asif Rahman, Director General of the Public Diplomacy Wing, when approached by journalists on Monday, added the report. Meanwhile, Azad Majumder, Deputy Press Secretary to the Chief Adviser, said in a Facebook post the same day that the interim government had discouraged the use of official portraits from the outset, maintaining what he described as an unwritten 'zero-portrait' policy. 'Even so, some individuals have, on their own initiative, displayed pictures of the government or head of state. However, no written directive has been issued to any office or mission instructing them to remove such portraits,' he wrote, adding that the matter was being unnecessarily stirred in public discourse. 'Since the announcement of the election schedule has reduced opportunities to create confusion over politics, many small matters are being exaggerated and turned into mountain-sized controversies to keep up political momentum,' Azad added. Environment Adviser Syeda Rizwana Hasan said she only learnt of the removals from media reports. 'If it were a government decision, it would have been in writing. I don't know whether the government has taken such a decision. It was not discussed in the Advisory Council. If it was a government decision, it would come up in the meeting,' she was quoted as saying. STORY CONTINUES BELOW THIS AD On whether it could impact the upcoming polls, she said: 'If photos were removed, that has nothing to do with the election. A photo has no relation to an election.'
