Mutual understanding among political class should continue: RSS chief

RSS chief Mohan Bhagwat on Thursday said the mutual understanding shown by the political class following the Pahalgam terror attack and action taken by India later should continue and become a permanent feature.

Tribal leader Arvind Netam, who served in the cabinets of former prime ministers Indira Gandhi and P V Narasimha Rao, was the chief guest at the concluding ceremony of Rashtriya Swayamsevak Sangh's volunteer training camp. The 25-day training camp, Karyakarta Vikas Varg Dwitiya, in which 840 volunteers from across the country participated, began on May 12 at Dr Hedgewar Smriti Mandir located in Reshimbag area of Nagpur. Netam, who hails from Chhattisgarh, said no state government has so far taken the issue of religious conversions seriously. I think RSS is the only institution which can help us in this area, he said. The RSS should pressure Central government to come out with an action plan after Naxalism ends, to ensure that the menace does not revive, he said. Netam said no government implemented the Panchayats (Extension to Scheduled Areas) Act, 1996. The Central government is mum and even helping the industrialists, he added. The PESA Act aims to ensure self-governance in tribal areas through Gram Sabhas, empowering them to manage resources and make decisions related to their communities.

Hyderabad: State Irrigation Minister N Uttam Kumar Reddy has said that the Telangana Government was intensifying its fight against Andhra Pradesh's proposed Godavari-Banakacharla Link Scheme and was determined to protect Telangana's water rights. The Minister said that he had written multiple letters to the Centre, exposing serious violations by Andhra Pradesh and demanding immediate intervention. Andhra Pradesh had failed to obtain technical clearances from the Central Water Commission (CWC) and from the Godavari River Management Board (GRMB), Krishna River Management Board (KRMB) and the Apex Council, as mandated under the Andhra Pradesh Reorganisation Act (APRA) 2014. No project on inter-state rivers can proceed without these approvals. Andhra Pradesh is brazenly bypassing all statutory mechanisms, he added. Andhra Pradesh misused Sections 46(2) and 46(3) of the APRA 2014 to seek funds from the Union Finance Ministry under the backward regions development clause, Uttam said in an information interaction with the media here on Friday. These sections cannot override Part IX of the Act, which deals with inter-state river water management, requiring technical clearance, inter-state consultations, and Apex Council approval before any project proceeds. Andhra Pradesh had neither shared any proposal with the Telangana government nor provided any DPR or plans for scrutiny by the relevant boards. He noted that despite Andhra Pradesh's multiple letters to the Union Finance Ministry and the Ministry of Jal Shakti seeking funds, no DPR had been sent, and the ministries had merely forwarded Andhra Pradesh's letters to technical bodies like the GRMB, KRMB, and the Polavaram Project Authority (PPA) for comments. This is not due process. It's an attempt to mislead the Centre and push the project without scrutiny. The previous BRS government failed to safeguard Telangana's interests. During the united Andhra Pradesh era, Telangana's rightful share was 724 tmcft, but the BRS government signed agreements that reduced Telangana's share to 299 tmcft while allocating 512 tmcft to Andhra Pradesh. Govt launches portal for Waqf properties

The Union government on Friday launched the Unified Waqf Management, Empowerment, Efficiency, and Development (UMEED) portal, a centralised platform aimed at creating a digital inventory all Waqf properties, with minority affairs minister Kiren Rijiju calling it a 'historic' move that would ensure Waqf assets are utilised effectively and fairly for poor Muslims. 'The UMEED portal will add a new chapter in the history of Waqf property management and administration in India. It will not only bring transparency but will also help the common Muslims, particularly women and children,' Rijiju said after launching the portal. He was accompanied by minister of state for minority affairs George Kurian. Calling it a historic step, Rijiju emphasised that the UMEED central portal — developed by the ministry of minority affairs — is more than just a technological upgrade. 'It is a symbol of the government's firm commitment to safeguarding the rights of minority communities and ensuring that community-owned Waqf assets are utilised effectively and fairly, for the poor Muslims, for whom, it was originally meant,' the Union minister said. The central portal, named after the eponymous UMEED Act of 1995, is intended to streamline the management of Waqf properties, ensure real-time data collection, and provide open access to verified information. It also aims to improve greater transparency, accountability, and public participation, officials familiar with the matter said, adding that all Waqf properties across the country are required to be registered on the portal within six months from the date of launch. Rijiju said that all state waqf board representatives, who participated in the portal launch virtually, have been informed to keep the six-month deadline in mind, while pointing out that not adhering to the same would cause additional delays and 'trouble' for the ministry. Registrations will be carried out by the respective state Waqf boards. Properties that remain unregistered beyond the deadline, and extension, if any, will be classified as disputed and referred to the Waqf tribunal, officials said. Ministry of minority affairs secretary Chandra Shekhar Kumar said the UMEED portal will mandate submission of official documents for registering a Waqf property, aiming to prevent the inclusion of 'illegal or encroached' land. For properties lacking such documentation, he added, the mutawalli will be required to approach the waqf tribunal for verification. Notably, the portal also includes a field that asks whether the waqf property is located on government land. 'Since land is a state subject, it will ultimately be up to the state government to confirm or deny whether the land in question is indeed waqf,' Kumar told HT. The portal launch comes in the backdrop of the enactment of the Waqf (Amendment) Act, 2025, on April 5 this year. Several petitions challenging the constitutional validity of the Waqf Act are pending before the Supreme Court. The development comes a day after the All India Muslim Personal Law Board (AIMPLB) opposed the launch of the portal in view of the petitions against the Waqf law being pending before the apex court. Rijiju, however, said, 'I hope the court recognises that this is a landmark law, and it has now been enacted. The opposition must accept this fact and cooperate with the government to ensure smooth implementation. As for the Waqf rules, it is a natural process—we are actively working on it.' According to the guidelines, properties must be registered with detailed descriptions including dimensions, ownership documents, and geotagged locations. Properties recorded under the names of women will not be eligible to be declared as Waqf. Ministry secretary Kumar said that women, children, and economically weaker sections will be among the primary beneficiaries of Waqf assets. The portal generates a 17-digit unique identification number for each property. It features dropdown-based structured data input, integration with GIS mapping and e-Governance tools, and an online grievance redressal mechanism. Public users will have access to basic property information. A three-tier user verification process has been instituted. The 'Maker' is a mutawalli or an authorised person of the Waqf Board who will initiate data entry. The 'Checker' is a district-level officer or a designated official to verify the data. The 'Approver' is the CEO or another officer authorised by the State or UT Waqf Board who will grant final approval. All data on the portal will be governed by existing data protection and privacy regulations. A toll-free helpline has been made available for technical assistance and support.

According to an official release, public representatives and senior administrative officers of six districts of Kumaon division--Nainital, Almora, Pithoragarh, Bageshwar, Champawat and Udham Singh Nagar--were present in this meeting. The Chief Minister discussed the schemes being run by the Central Government and the State Government in the division. He said that there is a need for public representatives and officers to coordinate with each other and work on the ground by organizing public darbars and chaupals to solve the problems of the people. 'So that even the person standing at the last end benefits from the schemes of the government' He said that under the leadership of the Prime Minister, 'contribute to the work going on in the district. Our resolution is to end corruption and for this the number 1064 has been started.' The Chief Minister asked the district officials to 'make a schedule to sit in their office from 10 to 1:00 so that people coming from far away can meet them and put forward their point.' The Chief Minister directed to complete all the construction works in a quality manner within the stipulated time frame. He said that strict action will be taken against the concerned officials if the work is not done as per the standards or there is unnecessary delay. Reviewing the progress of the Jamrani Dam Project in the meeting, the Chief Minister said that the rehabilitation package has been approved and the master planning has been completed. 'The main dam construction work will be started before the monsoon. This project will play an important role in increasing the irrigation capacity for both the states of Uttarakhand and Uttar Pradesh' The Chief Minister directed to further speed up the revival efforts of Sukha Tal. He informed that this work is being done by the Drinking Water Department under the Namami Gange Scheme and the work of promotion and beautification of Sukha Tal Lake in Nainital district is in progress at a cost of Rs 2916.00 lakh. Discussing the overall development of Kainchi Dham area, the Chief Minister asked to give priority to the development work of all the necessary facilities there. The Chief Minister said that the work of beautification and illumination is in progress at Shri Kainchi Dham under Manaskhand Mandir Mala at a cost of Rs 2815.68 lakh. He informed about the progress on the master plan for Almora Medical College and said that the budget of Pithoragarh Medical College has been doubled. He said that ensuring the availability of all the state-of-the-art facilities in the border area is the top priority of the government. Chief Minister Pushkar Singh Dhami reiterated that the Uttarakhand government will not tolerate corruption at any level. The Chief Minister directed to suspend Superintending Engineer Shivam Dwivedi in Kashipur on a complaint by the District Magistrate of Udham Singh Nagar under Jal Jeevan Mission. He also directed the officials to conduct regular public hearings, adopt solution-based work style and immediately resolve the problems of the public at the local level through camps. He also said that the vigilance system is being made more strong and active in the state. 'Now the government will directly and decisively intervene in cases of corruption. If an officer of any level is found guilty, he will be given severe punishment. However, he will also be given a fair hearing and an opportunity to explain.' The Chief Minister said that our priority is to make the 'dreams of the people come true'. Uttarakhand has already become a leader in the country in many areas and now we have to ensure that the state reaches the top position in other areas as well. (ANI)
