In a major setback to Bollywood producer Boney Kapoor's ambitious Noida Film City project, several Uttar Pradesh government officials have objected to the project's proposed layout plan which was submitted by Kapoor last week. According to media reports, the developers' plan includes building movie theatres, lodgings, and other amenities on green spaces that had been initially designated for parks, playgrounds, and multipurpose open areas. According to a report by the Times of India (TOI), officials said the layout plan was unclear about these green spaces, while noting that the green areas are not clearly defined zones, but mainly occur alongside roads, making them difficult to demarcate. Additionally, the draft layout has placed several commercial structures like hotels and warehouses in the industrial zone, which is in contravention of authorised land use guidelines, the report said.
The Bhutani Group, a consortium headed by Boney Kapoor, which acquired the Noida Film City contract after international tenders for the project failed to draw any bidders, has also not submitted a structural stability certificate or the required no-objection certificate (NOC) from the fire department, TOI reported. Under the approved land use plan, 155 acres have been designated for industrial purposes in the first phase, including a film institute on 21 acres and related infrastructure, such as studios and production units, across 134 acres, while the remaining 75 acres are reserved for commercial development, to be undertaken only in later phases of the project.
'Right now, the layout is not in accordance with the sanctioned land use. Green areas have not been shown properly and are fragmented,' the report quoted Yamuna Expressway Industrial Development Authority (YEIDA) CEO Arun Vir Singh as saying. Singh explained that as per the UP government-approved land use plan, 15% of the total project area, specifically the first phase spanning 230 acres in Sector 2, must remain as green space.
According to another senior YEIDA official, the authority will not grant permission for commercial structures like malls, hotels, or resorts, unless at least 15% of the core film-related infrastructure is completed by the developer. Groundbreaking ceremony before June 30, says Boney Kapoor
On Monday, Boney Kapoor and Bhutani Group CEO Ashish Bhutani met YEIDA official to sort out the objections, who have asked the developers to submit a revised, phase-wise development plan. 'Only Phase 1, covering the industrial area, will be considered for approval right now. The remaining Phases 2 and 3 must also be shown clearly in the updated map,' Singh said.
After the meeting, Boney Kapoor announced that the groundbreaking ceremony of the Noida Film City project would take place before June 30, 2025, stating that development will start with building of core infrastructure, including a film institute and film studios, 'which must be completed within three years'.
'Once we achieve a certain level of construction of the film studios and institute, commercial development may start with YEIDA's permission,' Kapoor said.
'There has been no change in the green area, and it is intact as per the approved plan. As far as the NOC and structural stability certificate are concerned, they will be submitted to YEIDA when we seek approval for the building plans.' He added that the developers had already addressed the Authority's concerns and resubmitted the plan. 'We are hopeful of getting the layout sanctioned by the end of this week,' Bhutani said.
'There has been no change in the green area, and it is intact as per the approved plan. As far as the NOC and structural stability certificate are concerned, they will be submitted to YEIDA when we seek approval for the building plans,' Ashish Bhutani said while responding to YEIDA's objections.
Bhutani asserted they have already addressed YEIDA's concerns and resubmitted the plan, and expressed hope that the new layout will be sanctioned by the end of this week.

Actor-director Man Singh Ahead of the pre-production for his next project Pradhan, in which he plays the protagonist, Singh visited the state capital. 'Starring Annu Kapoor, Zarina Wahab, and Virendra Saxena, we will start shooting in November. We are finalizing the female lead opposite me. The story is by Delhi-based playwright Shailesh Tripathi, who may also direct the project, which we are producing. We've scouted locations in Prayagraj, Pratapgarh, Sultanpur, and Varanasi,' he says. The film is about a UP native who returns from the US to his roots and the events that unfold afterward. 'My personal connection and the life I've seen here while growing up and schooling (in Pratagarh) surely draw me back. But beyond that, it's the realism, colours, language, culture, and flavours that attract me as a filmmaker. Ultimately, along with art, it's about business too. That's why so many projects, big or small, are being shot in UP,' says Singh. As a director, he has helmed the feature film Delivery Boy: Webbi, starring Mugdha Godse, Pradeep Nagar, Edin Rose, and himself, among others. Based on the concept of digital arrest, it may release later this year. It was too partially shot in UP. 'For my next directorial venture, Shwet, which revolves around drug trade, we've locked Annu Kapoor, Sanjay Kapoor, and Anupriya Goenka. It will be shot in Ladakh, the North-East, and my partially lucky Prayagraj-Pratapgarh belt.' Singh emphasizes that he is an actor first and then a director. 'My guru and mentor, theatre personality Satya Dev Dubeyji, said one should know everything and keep the passion for acting alive by exploring other roles. My acting journey began with Acid: Astounding Courage in Distress (2020), which tackled acid-attack issues and was shot in Pratapgarh, where I played the antagonist.' On a concluding note he adds, 'I turned director with the OTT horror series Intezaar: Koi Aane Ko Hai (2022) and made my feature film debut with So Long Valley, starring Vikram Kochhar, Tridha Choudhury, and Akanksha Puri.'

1 2 Prayagraj: A team of six artisans from Mirzapur are working tirelessly to set up a series of special tableaux on the occasion of Krishna Janmashtami at Kunj Bihari Temple, Rambagh on Aug 16 (Saturday). It would be the 40th year of six-day tableaux organisation at the temple. The special tableaux attract the devotees even from neighbouring districts every year. "Six artisans have been working round-the-clock for the past fortnight to set up majestic tableaux at the Rambagh temple. Special statues and toys are being brought from different parts of the country," said Sudhir Singhania, leading the artisan team. Sudhir has been decorating tableaux for past 40 years at the temple. Krishna Leela, Burf ka Shringar, and Baba Amarnath ki Jhaki on the last day are main attractions of the event, he added. "Artisans set up special tableaux for six consecutive days with traditional themes of Janmashtami," said Sudhir. Apart from Sangam city, Sudhir and his fellow artisans also decorate tableaux in different parts of the state, including Mirzapur and other towns. "It's our devotion and dedication towards Lord Krishna that we arrive in Sangam city every year for tableaux. We stitch dresses for Lord Krishna and Goddess Radhika while the idols are brought from Haryana and other states," he added. Sudhir said that he has been in this business since his childhood. The work of decorating tableaux requires a lot of effort. "It's a full-time job for all artisans work on ideas to make attractive tableaux," he said.
