Delivering the keynote speech, Dr Mishra highlighted that rising temperatures now pose serious risks to public health, economic stability, and the environment. He welcomed the UNDRR's Common Framework for Extreme Heat Risk Governance, calling it a much-needed platform for global learning, guidance, and collaboration.
He stressed that India has moved beyond just responding to disasters and is now focused on preparedness and long-term mitigation. 'Since 2016, the National Disaster Management Authority (NDMA) has issued national guidelines on heatwave management, revised in 2019. These laid the groundwork for decentralised Heat Action Plans (HAPs),' he said.
Dr Mishra also echoed the UN Secretary-General's call to treat extreme heat as a global crisis. He pointed to the pioneering Ahmedabad Heat Action Plan as an example of how early warnings, coordination among agencies, and community outreach can save lives.
'Over 250 cities and districts across 23 heat-prone states in India now have operational Heat Action Plans,' he added. These are supported by NDMA through advice, technical tools, and institutional support. Efforts like heat surveillance, hospital readiness, and awareness campaigns have led to a significant drop in heat-related deaths.

NOIDA: With Raksha Bandhan approaching, food safety authorities in Gautam Budh Nagar have intensified inspections across sweet shops and food manufacturing units to ensure that festival food is safe and hygienic for public consumption, officials said. Food department officials confirmed that the department will continue surprise checks to ensure compliance with food safety standards. (HT Photos) On the directives of district magistrate Medha Roopam, the Food Safety and Drug Administration Department (FSDA) has launched a district-wide crackdown on adulterated and unhygienic food items. Assistant commissioner (food-II) Sarvesh Mishra said, 'Ahead of Raksha Bandhan, we have intensified food safety inspections across the district to ensure that only safe and hygienic food reaches the consumers. Samples have been sent for laboratory testing. Wherever gross violations were found, such as fungus contamination or unhygienic manufacturing conditions, we took immediate action and destroyed the unsafe products on-site.' Officials confirmed that inspection teams collected 13 food samples for laboratory testing. Also, over 450 kilograms of contaminated sweets were destroyed due to poor hygiene and visible spoilage. In a major operation, team led by food safety officers inspected sweet shops located in Sector 63, collecting samples of barfi and laddoo. At another unit in Chhajarsi, Noida, a rasgulla sample was taken and approximately 365 kg of sweet was destroyed as it was made in filthy and unsanitary conditions, officials added. Mishra said at some locations, particularly smaller production units, sweets were found being prepared in highly unsanitary environments. In one instance, over 360 kg of rasgullas had to be discarded due to visible contamination. 'Such conditions pose serious health risks, especially during festive seasons when consumption spikes', added Mishra. Meanwhile, another team conducted raids at multiple sweet shops in Jewar and Jahangirpur, collecting samples of ghewar, a festive delicacy. A third team visited a prominent sweet store in Salarpur Bhangel and in Sector 82, collecting samples of peda and rasgulla, respectively. In Sorkha, Sector 115, samples of boondi laddoo, mohan barfi, and besan roll were taken. Fungus was found in the boondi laddoo, and another sweet item was discovered in unhygienic condition, destroying 65 kgs of laddoo and 25 kgs of barfi. Food department officials confirmed that the department will continue surprise checks to ensure compliance with food safety standards. In a related crackdown earlier this week across Noida, Greater Noida, and Dadri, district food safety teams seized over 340 kgs of suspect items, including refined oils and dry fruits—key ingredients in sweet preparation—for lacking proper labelling or appearing adulterated.

From schools to factories: Mock disaster drill unfolds across Greater Noida
In an elaborate city-wide exercise to test disaster preparedness, Greater Noida witnessed a series of multi-agency mock drills on Friday under the National Disaster Management Authority's (NDMA's) 'Exercise Suraksha Chakra' initiative, officials informed. Simulated earthquake and industrial mishap scenarios were enacted at LG India Pvt Ltd, the Government Institute of Medical Sciences (GIMS), Savitribai Phule Girls Inter College, AWHO Township in Gurjinder Vihar, and the Vikas Bhawan complex in Surajpur. Each site had a designated incident commander overseeing the execution of disaster protocols involving evacuation, fire control, first aid, triage, and rescue operations. District magistrate (DM) Medha Roopam visited the LG India Pvt Ltd site, where she reviewed the sequence of emergency responses, assessed safety protocols, and spoke with administrative officers and security personnel. 'Our primary objective with this mock drill was to ensure that all departments are equipped to act swiftly and in coordination during any real emergency. Preparedness is key, and exercises like this help us identify gaps and strengthen our disaster response mechanisms,' said DM Roopam. She also interacted with school students participating in the drill and reviewed basic school infrastructure including toilets, drinking water, sanitation, and furniture, all of which were found satisfactory. 'Public awareness is just as important as administrative readiness. Through these drills, we aim to train and sensitize people, especially schoolchildren, so they know how to protect themselves during disasters,' Roopam added. One of the most comprehensive simulations unfolded at GIMS where the drill began at 9am with an emergency siren mimicking a high-intensity earthquake. Within seconds, the hospital activated its internal disaster protocol — a live test of its capacity to manage rescue operations, clinical triage, fire response, and critical care coordination under simulated crisis conditions. The situation escalated with the simulation of a chemical fire, requiring full deployment of all emergency systems without disrupting essential patient services. 'Today's drill is not just an exercise, it is a declaration of our preparedness. In an actual disaster, time saves lives. I am proud of the quick, precise, and coordinated response by every member of our institution,' said director GIMS Dr (Brig.) Rakesh Gupta. The National Disaster Response Force (NDRF), led by inspector Rajendra Kumar with five junior commissioned officers and 32 trained personnel, carried out rescue operations drills in GIMS with military precision. The district administration, including additional district magistrate (ADM) Atul Kumar, sub-divisional magistrate (SDM) Anuj Nehra, and chief fire officer Pradeep Kumar with a 16-member fire team, ensured smooth civic alignment. Emergency services across all five sites were tested on a range of response actions, from swift evacuations and crowd management to mock rescues, first aid delivery, fire containment, and referral logistics. Officials said each department executed its designated role effectively, demonstrating the importance of joint disaster preparedness in a rapidly growing urban area like Greater Noida. The drill brought together key agencies including the NDRF, SDRF, fire services, police, transport, health department, and the local administration. District officials said the drill has laid the foundation for stronger disaster resilience across the region, while also instilling a culture of preparedness among residents, students, and institutional stakeholders alike.

Govt intensifies control measures, as state reports over 650 dengue cases
1 2 Bhubaneswar: The state has reported over 650 dengue cases, including more than 200 cases in Bhubaneswar, since Jan 1, prompting the govt to intensify both active and passive surveillance efforts to curb the spread of the vector-borne disease, officials said. Dr Nilakantha Mishra, director of public health, said Malkangiri and Cuttack followed Bhubaneswar with 60 and 50 cases, respectively. Mishra said that out of 50,000 dengue tests conducted this year, over 650 returned positive. "This year, we observed a decrease in dengue cases compared to last year's 1,080 recorded till July last week," he said. The Integrated Disease Surveillance Programme (IDSP) is actively analysing the situation across various areas to implement necessary control measures. With the capital city recording the highest number of dengue cases, Bhubaneswar Municipal Corporation (BMC) and health teams have ramped up efforts to control the situation. Official sources said Patia, Sikharchandi and Prasanti Vihar are the primary areas reporting new cases. In response, BMC is working to eliminate breeding grounds for Aedes mosquitoes, the carrier of dengue virus.
