
Manipur Marks 2nd Anniversary Of Ethnic Clashes With Mass Gatherings

A statewide shutdown and mass gatherings marked the second anniversary of the ethnic clashes between the Meitei and Kuki and Zomi tribes of Manipur on Saturday, amid demands for free and safe movement of all residents, and a separate administrative arrangement.
Shutdowns, observed in both the Meitei-dominant Imphal valley and the Kuki-Zo-dominated hill districts, brought life to a grinding halt across the state.
While the Coordinating Committee on Manipur Integrity (COCOMI) enforced the shutdown in the valley, the Zomi Students' Federation (ZSF) and the Kuki Students' Organisation (KSO) led similar actions in the hill areas.
In the state capital Imphal, COCOMI organised a public convention at Khuman Lampak Stadium, where speakers urged the central government to ensure the "free and safe movement" of all residents in the state.
Christened the 'Manipur People's Convention', it adopted a resolution accusing the Centre of failing in its responsibilities and called for an immediate and time-bound roadmap to restore peace and normalcy.
"The People's Convention demands that the Government of India formally accept responsibility for its role in perpetuating the crisis and immediately initiate a comprehensive, time-bound roadmap for the restoration of peace, law and order, and a secure environment for all communities in Manipur," it stated.
The convention also condemned the Suspension of Operations (SoO) agreements with militant groups like the Kuki National Organisation (KNO) and United People's Front (UPF), claiming these units received "safe havens, financial backing, and logistical support" under the guise of the pact since 2008.
The resolution emphasised that Manipur's territorial integrity must not be compromised.
"Under no circumstance shall the territorial integrity, historical identity, and political unity of Manipur be compromised. Any attempt, external or internal, to divide or disintegrate the state will be firmly and collectively opposed by the people of Manipur," it added.
It also urged the Centre to address illegal immigration, alleging that many individuals have settled in the state using forged documents.
In Churachandpur, thousands of Kuki-Zo residents gathered at the 'Wall of Remembrance' in Tuibuong to observe 'Separation Day', marking their community's continuing demand for a separate administrative arrangement.
The day was marked by memorial events, musical tributes, and the distribution of compensation to 127 victims by the Kuki Women Organisation for Human Rights.
Ginza Vualzong, spokesperson for the Indigenous Tribal Leaders' Forum (ITLF), said: "Until and unless our demands for a separate administration in the form of Union Territory is granted, we will continue to fight for justice." Lenminlal Gangte, vice-president of KSO Churachandpur, added that peace cannot be set as a precondition for resolving the conflict with the Meiteis.
Another memorial event took place at the Sehken Village burial site, where MLA LM Khaute advocated for political autonomy, again in the form of a Union Territory.

Why Manipur needs a lot more attention
Manipur, which had been relatively calm for the last few weeks after large-scale violence spanning two years, is now on edge again following the arrest of an important functionary of the Arambai Tenggol (AT), while some other members of the Meitei outfit have been detained for questioning. After being arrested at Imphal's airport by the CBI, Kanan Singh was moved to Guwahati, where conflict-related trials are being held as per the directions of the Supreme Court. He is said to be a suspended head constable attached to a commando unit of the state police and is accused of being involved in crimes against tribal minorities. The valley districts, dominated by the Meiteis, have witnessed violence after news of the arrest spread. The threat of self-immolation and a total shutdown cannot be taken lightly. In order to prevent protesters from spilling out onto the streets, the government (President's Rule has been in place in Manipur since February this year) has issued prohibitory orders and imposed a five-day shutdown of all internet services. Founded as a 'socio-religious' group by BJP MP Leishemba Sanajaoba (who is also the titular king of Manipur) sometime in 2020, the AT has transformed into an armed militia, openly flaunting its weapons and resorting to documented violence and extortion. It should be remembered that Congress leader Jairam Ramesh alleged that the Manipur Pradesh Congress Committee president, K Meghachandra, was brutally assaulted in Imphal's Kangla Fort by the AT at a 'meeting' in which the latter had 'summoned' dozens of MLAs. Similar treatment has also allegedly been meted out to policemen who refused to comply with AT's demands. The AT's boots on the ground have garnered a lot of support among the Meitei majority community due to their 'promise' to supposedly 'protect' the territorial integrity of Manipur. Their cadres, however, are said to have been involved in the looting of weapons from the armouries of the Manipur Rifles and the India Reserve Battalions. Large quantities of these weapons and ammunition have still not been returned, despite Manipur Governor Ajay Kumar Bhalla's appeal to people of all communities to surrender them. Indeed, they remain available to criminals and rioters for the further perpetuation of violence, keeping the cycle of instability alive. The substantial influence that AT wields can be gauged from the fact that it is reported to have met the Governor a day before the deadline for depositing the weapons, submitting its own memorandum of demands. It is surprising that, while several militant and separatist outfits of different ethnic communities in Manipur have been banned in the past, given the state's constant engagement with insurgency, the AT continues to escape a ban, despite its documented involvement in illegal activities. The situation in Manipur is extremely serious. A lot of time has been lost due to the inexplicable lack of attention to the structural problems by both central and state authorities. Only after the imposition of President's Rule and the resignation of N Biren Singh were some concrete steps towards peace taken. But these will not be enough if openly hostile and violent groups like the AT are not made to cease their activities. Security forces must be tasked proactively. The looted weapons and ammunition must be returned to the armouries at the earliest, failing which violence can recur at any time. The Government must act swiftly to restore its authority and regain the confidence of all communities. If necessary, the constitutional provision of President's Rule should be extended. Those responsible for violence must be brought to justice without fear or favour. The state must not bend to the mob. Kanan Singh's case will be a test. The government must also carry out a massive outreach to convince the masses of the necessity of giving up parochial ethnic considerations in favour of progress, development, and prosperity. That is the only way to bring closure to the victims of violence. It is a matter of national shame that in two years of conflict, at least 250 people have died and thousands continue to languish in relief camps across the state. SC refuses urgent hearing to TN's plea against Centre over education funds
The Supreme Court on Monday refused to accord urgent hearing to a plea filed by the Tamil Nadu government against the Centre for allegedly withholding over Rs 2,151 crore in central education funds under the Samagra Shiksha Scheme for 2024-2025. A bench comprising Justices Prashant Kumar Mishra and Manmohan took note of the fact that the state government filed the petition in May alleging withholding of central funds for 2024 and this year also. "There is no urgency and it can be taken up after the 'partial working days' (the new name of summer vacation)," the bench said. In May, the Tamil Nadu government moved the top court against the Centre for allegedly withholding the funds. The DMK government's plea, filed against the Union Ministry of Education, invokes Article 131 of the Constitution which provides exclusive jurisdiction to the top court to hear pleas between the Centre and one or more states, or between one or more states. The state government alleged the Centre attempted to force the implementation of the National Education Policy (NEP) 2020 and the associated PM SHRI Schools Scheme which it strongly objected to, particularly the contentious three-language formula. The top court, therefore, was urged to declare that the NEP and the PM SHRI Schools Scheme are not binding on the plaintiff state unless and until a formal agreement is entered into between the plaintiff and the defendant for their implementation within Tamil Nadu. The lawsuit has also sought a declaration that the action of the Centre to link Tamil Nadu's entitlement to receive funds under the Samagra Shiksha Scheme to the implementation of the NEP, 2020, and the PM SHRI Schools Scheme within the state are unconstitutional, illegal, arbitrary, unreasonable. It has also urged the top court to declare the Centre's letters of February 23, 2024 and March 07, 2024 as illegal, null, void ab initio and not binding on the state government. The plea sought a direction to the Centre to pay "Rs 2,291,30,24,769 (two thousand two hundred and ninety-one crore thirty lakhs twenty-four thousand seven hundred and sixty-nine) within a time frame to be fixed by this court" along with a future interest of 6 per cent per annum on the "principal sum of Rs 2,151,59,61,000 (two thousand one hundred and fifty-one crore fifty nine lakh and sixty one thousand) from May 1, 2025 until realisation of the decree". The dispute stems from the non-release of central funds under the Scheme, a flagship centrally sponsored programme for school education aimed at universalising quality education. The Project Approval Board (PAB) of the Ministry of Education had approved a total outlay of Rs 3,585.99 crore for Tamil Nadu for FY 2024 25, of which the Union Government's committed 60 per cent share amounted to Rs 2,151.59 crore. The plea said despite this approval, no instalments have been disbursed by the Centre as yet. The Centre, it said, unilaterally linked the release of these funds to Tamil Nadu's full implementation of NEP 2020 and the signing of an MoU for the PM SHRI Schools Scheme, conditions which were neither part of the original Samagra Shiksha Scheme nor agreed upon by the state. The reason for such non-disbursement is that the defendant has linked the release of Samagra Shiksha Scheme funds with the implementation of national education policy and NEP exemplary PM SHRI Schools' Scheme despite the fact that these policy/scheme are separate schemes, it said. Referring to the impact of non-release of Samagra Shiksha funds, the plea said paying salaries was crucial in maintaining competent and motivated teachers and supporting staff. It directly impacts the quality of education provided to students and contributes to overall societal development by nurturing the next generation with the skills and knowledge needed for success, it added.
