Manipur Marks 2nd Anniversary Of Ethnic Clashes With Mass Gatherings
A statewide shutdown and mass gatherings marked the second anniversary of the ethnic clashes between the Meitei and Kuki and Zomi tribes of Manipur on Saturday, amid demands for free and safe movement of all residents, and a separate administrative arrangement.
Shutdowns, observed in both the Meitei-dominant Imphal valley and the Kuki-Zo-dominated hill districts, brought life to a grinding halt across the state.
While the Coordinating Committee on Manipur Integrity (COCOMI) enforced the shutdown in the valley, the Zomi Students' Federation (ZSF) and the Kuki Students' Organisation (KSO) led similar actions in the hill areas.
In the state capital Imphal, COCOMI organised a public convention at Khuman Lampak Stadium, where speakers urged the central government to ensure the "free and safe movement" of all residents in the state.
Christened the 'Manipur People's Convention', it adopted a resolution accusing the Centre of failing in its responsibilities and called for an immediate and time-bound roadmap to restore peace and normalcy.
"The People's Convention demands that the Government of India formally accept responsibility for its role in perpetuating the crisis and immediately initiate a comprehensive, time-bound roadmap for the restoration of peace, law and order, and a secure environment for all communities in Manipur," it stated.
The convention also condemned the Suspension of Operations (SoO) agreements with militant groups like the Kuki National Organisation (KNO) and United People's Front (UPF), claiming these units received "safe havens, financial backing, and logistical support" under the guise of the pact since 2008.
The resolution emphasised that Manipur's territorial integrity must not be compromised.
"Under no circumstance shall the territorial integrity, historical identity, and political unity of Manipur be compromised. Any attempt, external or internal, to divide or disintegrate the state will be firmly and collectively opposed by the people of Manipur," it added.
It also urged the Centre to address illegal immigration, alleging that many individuals have settled in the state using forged documents.
In Churachandpur, thousands of Kuki-Zo residents gathered at the 'Wall of Remembrance' in Tuibuong to observe 'Separation Day', marking their community's continuing demand for a separate administrative arrangement.
The day was marked by memorial events, musical tributes, and the distribution of compensation to 127 victims by the Kuki Women Organisation for Human Rights.
Ginza Vualzong, spokesperson for the Indigenous Tribal Leaders' Forum (ITLF), said: "Until and unless our demands for a separate administration in the form of Union Territory is granted, we will continue to fight for justice." Lenminlal Gangte, vice-president of KSO Churachandpur, added that peace cannot be set as a precondition for resolving the conflict with the Meiteis.
Another memorial event took place at the Sehken Village burial site, where MLA LM Khaute advocated for political autonomy, again in the form of a Union Territory.

Supreme Court directs states to survey orphaned children denied education
The Supreme Court on Wednesday directed all states to survey orphaned children who were denied education under the Right of Children to Free and Compulsory Education Act, 2009. A bench of Justices B V Nagarathna and K V Viswanathan further asked the Centre to consider including data of such children in the upcoming census, scheduled to be carried out in 2027. The Supreme Court was hearing a plea raising concerns for orphans in need of care and protection. The bench further directed the states to survey orphaned children who had been granted admission in schools under the provisions of the 2009 Act. The petitioner said schemes of the Centre and the state governments for protection and care of orphans were inadequate, requiring consideration. 'States to make a survey of the orphan children who have already been granted admission under the provisions of the Act as well as a survey of the children who have been denied such right to free and compulsory education under the Act and if so, for what reasons,' the top court said. The states would have to return with their respective affidavits. With the survey and data collection going on, the bench asked for simultaneous efforts to ensure deserving children got admissions in neighbourhood schools. The bench granted four weeks to the authorities to comply with the directions. It came on record that several states, including Gujarat, Delhi, Meghalaya and Sikkim, had already issued notifications to include orphaned children within the 25 per cent quota for those belonging to weaker sections and disadvantaged groups as prescribed in Section 12 (1) (c) of the law. Section 12 deals with extent of school's responsibility for free and compulsory education. The bench said other states might also consider issuing similar notification and file a related affidavit on record. It posted the matter for September 9. During the hearing, the petitioner sought directions to the Centre to consider having a data of orphans in the upcoming census. 'There must be a box with regard to orphans also,' the bench told Solicitor General Tushar Mehta, who was appearing in some other matter. The bench said then the government would automatically get the data of orphan children. 'It should be. I would take it up because orphans are our responsibility,' Mehta said. When the petitioner said the Centre should be asked to file a detailed affidavit on the aspects raised in the plea, the bench said it would consider all the issues. The bench observed there were Juvenile Justice Committee in all high courts and national consultations were also being held on these issues. 'So it is not as bad as it was,' the bench said, 'positive things are also happening'. The petitioner contended that India gives a lot of support and lot of opportunities to children of weaker sections such as scholarships, reservations, jobs, loans, etc., but there was nothing for orphans. She said UNICEF estimates 25 million orphans in India. 'We as a country don't even have an official number of orphans. We are right now doing a historic caste census and in that we are not counting orphans,' the petitioner said. India's 16th Census with caste enumeration will be carried out in 2027 with the reference date of October 1, 2026 in snow-bound areas like Ladakh and of March 1, 2027 in the rest of the country. The apex court had on July 2018 agreed to examine the plea seeking reservation in educational institutions and government jobs for orphans, who have no linkage in society, on par with those belonging to the SC/ST and OBC category.s

The Opposition also extended its support to the Centre, with Congress MP Rahul Gandhi describing Mr Trump's announcement as "economic blackmail". In his notice, Congress MP Hibi Eden said the US President's action citing India's continuous purchase and resale of Russian oil was "politically motivated". "The imposition of an additional 25 per cent tariff by US President Donald Trump on Indian goods, raising the total to 50 per cent. This action, citing India's continued purchase and resale of Russian oil, has been rightly termed unfair and politically motivated," he said. The Congress MP also expressed concern over the impact of the decision on Indian marine exports, particularly the shrimp industry, which contributed significantly to India's seafood exports. "This 'Trump tax' threatens to break the spine of India's marine exports, particularly the shrimp industry, which earned USD 4.88 billion in 2024-25-66 per cent of total seafood exports. The new US tariffs on Indian shrimp exports, coupled with Ecuador's and Guatemala's lower tariffs and geographical proximity to the US, are significantly impacting India's competitiveness in this vital sector," he said. "Immediate intervention is essential: the government must launch an Export Promotion Mission, offer special financial packages to affected exporters, and ensure strong support from Indian banks to help firms withstand this economic shock. Additionally, timely resolution is needed for shipments already in transit, now caught in uncertainty," he added. The Congress has already sought a comprehensive reset of India's foreign policy and administration. On Wednesday, the Lok Sabha was adjourned amid continuous noisy protests by the Congress and other opposition parties demanding discussion on the Bihar electoral revision.
