
TCW Names Scott Dennis Head of ETFs
Dennis' appointment comes as TCW has seen significant growth in both the number of ETFs it offers and assets. Since entering the ETF business in 2023, TCW's offerings have rapidly grown to six fixed-income and five equity ETFs, with assets above $3 billion. TCW's flagship fixed income ETF, the TCW Flexible Income ETF (FLXR), has seen its assets triple in the past year to more than $1 billion and is now the fifth-largest ETF in its category.

Dennis joins TCW after 16 years at BlackRock in its iShares business, where he was a core member of the team that built its over $1 trillion fixed income ETF platform, focusing on ETF capital markets, distribution, and trading strategy. Most recently, he led the iShares Insurance Solutions Business, where he was responsible for growing ETF usage on insurance general account balance sheets as well as overseeing the accounting and regulatory initiatives for ETF usage across the insurance industry. During his tenure at BlackRock, he held several leadership positions in the iShares business as the Head of Wealth Capital Markets, iShares Markets Coverage and iShares Fixed Income Capital Markets.
Prior to BlackRock, Dennis worked at Morgan Stanley in fixed income institutional sales and trading and Bloomberg's trading systems group. He earned his Bachelor of Arts degree from Lafayette College.

This Is the 'Best Investment Environment Ever', Says BlackRock's CIO of Global Fixed Income
Rick Rieder, BlackRock's chief investment officer of global fixed income, said earlier this week the current backdrop represents the 'best investment environment ever,' citing unusually favorable dynamics in both equity and bond markets. Speaking on CNBC, Rieder described 'extraordinary' technical conditions in equities, with trillions of dollars still parked in money market funds and robust corporate buybacks shrinking available supply. While valuations for the market's largest technology names remain elevated, he noted that earnings growth outside Tesla helped justify the multiples. 'MAG-7 year-on-year growth is like 54%,' he said, adding that the pace makes the sector difficult to ignore. On the bond side, Rieder highlighted the appeal of income. Investors can still build portfolios yielding between 6.5% and 7%, a level he described as highly attractive in a world where inflation has drifted below 3% on a core basis. He argued that while the Federal Reserve has room to cut rates — potentially starting as soon as September — current yields already offer investors solid returns. 'Crazy low' volatility Rieder also emphasized today's unusually subdued volatility. He described trading equity volatility, or 'vol,' at levels near 9.5 to 10, which he called 'crazy low.' Low volatility, he said, makes hedging against downside risk relatively cheap, giving investors what he called an 'escape hatch' if conditions sour. 'You don't actually have to take the downside risk,' Rieder said. Still, Rieder cautioned that complacency is his biggest concern. With insurance in markets so inexpensive, he sees signs investors may be underestimating risks, particularly in credit spreads and other corners of fixed income. Fed's interest rate On monetary policy, Rieder argued the Fed's rate hikes have done little to suppress inflation, given that large corporations rely less on borrowing to finance investment. The real drag, he said, has been on housing activity and lower-income households that depend more heavily on credit. Keeping rates too high, he warned, risks imposing excessive costs on the government and households without meaningful disinflation gains. He believes the central bank could lower the funds rate by as much as 100 basis points over the coming year, a move he sees as unlikely to rekindle inflation given low structural volatility and rising productivity from advances in data, hyperscale computing and even space-related technologies. 'There's something spectacular happening around productivity,' he said, calling it a once-in-a-generation dynamic. For crypto investors, Rieder's comments reinforce a broader narrative: an environment with falling rates, ample liquidity, and low volatility could support renewed appetite for risk assets beyond equities. Shares in U.S. asset manager BlackRock (BLK) were higher today despite its $22.8 billion Panama Ports deal with CK Hutchison (CKHUF) being delayed until 2026. 'The deal is taking much longer than we had expected when we announced in March, but frankly that's not particularly troublesome,' CK group managing director and finance director Frank Sixt said. 'There is a reasonable chance that discussions will lead to a deal that is good for all of the parties and that will be capable of being approved by all the relevant authorities.' Complex Deal He added: 'With a deal of this size and complexity, closing… would not in any case occur this year, even if binding arrangements are agreed this year.' According to recent reports China's state-owned shipping giant Cosco is aiming to secure at least a 20%-30% stake in the proposed deal alongside BlackRock and Mediterranean Shipping Company (MSC). The proposed deal includes two ports at either end of the Panama Canal and more than 40 others around the world. BlackRock and MSC, which reached a preliminary agreement to buy the ports from Hong Kong conglomerate CK back in March, are reportedly open to Cosco taking a stake. Last month, CKH had announced that the exclusive negotiation period with the consortium led by BlackRock and Mediterranean Shipping Company (MSC) had expired, and it intended to invite major strategic investors from mainland China to join as key members of the consortium. Chinese officials have told BlackRock, MSC and Hutchison that if Cosco is left out of the deal, Beijing would take steps to block Hutchison's proposed sale. This won't be too much of a surprise for BlackRock given that legal and regulatory hurdles are a key risk for the group – see above. Trump Concern A delay to the deal could be bad news for President Trump who has put a lot of political capital into ensuring that U.S. dominance over the Panama Canal is reasserted. There is also the current trade and tariff spat between the U.S. and China, as well as wider geopolitical concerns. The Chinese government has also repeatedly expressed concerns about the deal since March. This has included slamming CK for betraying the Chinese people and being 'spineless.' It was concerned, and presumably still is, that the deal could hit China's shipping and trade interests. Is BLK a Good Stock to Buy Now? On TipRanks, BLK has a Strong Buy consensus based on 14 Buy and 1 Hold ratings. Its highest price target is $1,255. BLK stock's consensus price target is $1,174.53, implying a 1.24% upside.
