What does it provide?
The Dam Safety Act, 2021, aims to provide for the surveillance, inspection, operation, and maintenance of specified dams across the country to prevent dam failure-related disasters and establish an institutional mechanism to ensure their safe functioning. It received the President's assent on Dec 13, 2021.
What are specified dams?
Specified dams in the country are defined as dams with a height of more than 15 metres, or between 10 and 15 metres with certain design and structural conditions, such as reservoir capacity or flood discharge capacity. This includes dams on both inter-state and intra-state rivers.
What is Punjab's stance?
Punjab chief minister Bhagwant Mann indicated on Monday that the state govt was already working on a draft to replace it with its own legislation. The resolution moved by the AAP govt in the Punjab assembly on Monday sought the repeal of the Dam Safety Act.
Punjab minister for water resources Barinder Kumar Goyal alleged that the Centre was trying to use the law to exercise control over dams in states. 'That is their planning. Dams belong to the state, and they have no business to interfere,' he said.
Congress objecting to parts of trifurcation law too
The Congress has also objected to sections 78, 79, and 80 of the Punjab Reorganisation Act, 1966, which laid out the grounds for the trifurcation of Punjab, on similar grounds. After the session, Congress MLA Pargat Singh said the AAP govt is silent on the law.
'These were overlooked even during the Punjab Termination Agreement Act, 2004. Both the laws should be annulled. There should be an expert committee to follow up on the issue,' he said.
What do the parts state?
Sections 78, 79, and 80 specifically deal with the rights and liabilities related to the Bhakra-Nangal and Beas projects, which are crucial water and power resources in the region.

Delhi LG nod to act against former PWD official on classroom fund ‘misuse' case
Delhi lieutenant governor VK Saxena has approved disciplinary proceedings against a former Public Works Department (PWD) executive engineer in connection with alleged irregularities in the construction of classrooms under the Aam Aadmi Party (AAP) government. Officials said the LG gave his nod to a proposal moved by the Directorate of Vigilance (DoV) to initiate action under Rule 14 of the Central Civil Services (Classification, Control and Appeal) Rules against SR Meena, who was then an executive engineer in the PWD. Meena is currently posted with the Central Public Works Department (CPWD) in Amritsar. The case dates back to 2018-19 and involves infrastructure projects undertaken under the Centre's Samagra Shiksha Abhiyan, aimed at augmenting school facilities across Delhi. According to officials, a total of ₹38.37 crore was sanctioned for the construction of 226 classrooms in Delhi government schools. 'Instead of constructing 20 classrooms at a school in Tri Nagar, part of the sanctioned amount was used to build a multi-purpose hall at Rani Bagh without the required administrative and financial approvals,' said a senior official at the LG Secretariat, requesting anonymity. 'This constitutes diversion of funds and procedural violation.' The matter surfaced following a public interest litigation (PIL) filed in the Delhi high court by a civil rights group on June 11, 2019. The PIL sought court intervention to ensure that six newly constructed school buildings were handed over for use. This prompted the then chief secretary to initiate an inquiry in March 2024, after the case resurfaced during a review of delayed infrastructure utilisation. A fact-finding report submitted in May 2024 flagged serious lapses not only by the PWD, but also the education department, which failed to conduct proper feasibility studies. 'The department did not verify the availability of unencumbered land before approving the construction, which in some cases led to double allocation of funds for the same space,' the official added. Officials said while proceedings have now been initiated against Meena, the case against another accused officer was dropped as time-barred due to his retirement. This is the latest in a string of actions approved by the LG against officials involved in alleged mismanagement of public funds during previous AAP-led initiatives. Earlier this year, Saxena had cleared action against multiple PWD engineers for irregularities in classroom construction and the renovation of school infrastructure — a project which has been under the scanner since a 2019 CAG audit flagged cost escalations and poor oversight.

Channi slams Bhagwant Mann, Kejriwal as ‘anti-Dalit'
Ludhiana: Former Punjab chief minister Charanjit Singh Channi claimed that both the Aam Aadmi Party (AAP) and Arvind Kejriwal were anti-Dalit and poor people. Referring to the party not appointing a Dalit deputy chief minister, as promised before the 2022 assembly elections, Channi claimed that CM Bhagwant Singh Mann and AAP national convener Arvind Kejriwal did not participate in the programmes organised in the memory of Dalit gurus. Channi said that Kejriwal projected himself as a common man by wearing slippers and travelling in auto-rickshaws, but soon after coming to power, he started travelling in helicopters and staying in luxury hotels. On Wednesday, Channi said, a government programme was organised in Jalandhar on the occasion of Kabir Jayanti and both Mann and Kejriwal were supposed to attend it. However, he claimed that despite being in Jalandhar, both returned without attending the event. He added that Kejriwal and Mann spent time in a friend's factory after inaugurating a park located about three kilometres from the Kabir Jayanti programme venue. He also said that the Kabir Bhawan was constructed during the Congress government at a cost of Rs 12 crore. Channi claimed that the AAP government did not pay attention to cleaning of the sarovar at the Bhagwan Valmiki Teerth in Amritsar, which, had been made using the machinery procured by the Congress government at expense of crores. The former CM said that the AAP government did not implement the project of building a research centre on the life of Dr Bhimrao Ambedkar for Rs 100 crore at the Technical University in Kapurthala. He claimed that during his tenure as CM, he presented a cheque of Rs 25 crore to the Dera Sachkhand Ballan management to build a study centre devoted to Guru Ravidas's teachings at Dera Ballan, the holy place of Guru Ravidas. Channi alleged that the cheque was taken back by Kejriwal. On the eve of Lok Sabha elections, Kejriwal and Bhagwant Mann reached the dera to present the same cheque but the amount of Rs 25 crore has not been released to the dera so far, he claimed. "I genuinely want to ask CM Mann and Kejriwal what their issues are with poor and Dalit people," Channi asked. He said that before the assembly elections, votes were collected by filling forms promising to give Rs 1,000 per month to women but after 40 months, women had not received anything. US Lawmakers Approve $9 Billion Of Elon Musk's Federal Cuts
Washington: US lawmakers on Thursday approved a White House request to claw back $9.4 billion from funding already allocated by Congress in a victory for President Donald Trump as he pushes to lock in spending cuts spearheaded by tech billionaire Elon Musk. The vote in the Republican-led US House of Representatives was seen as the first test of how easily Congress could usher into law savings sought by Musk's Department of Government Efficiency (DOGE) -- just days after his acrimonious exit from the government. But the saved funds -- targeting public broadcasting and foreign aid -- were unpopular in some sections of both parties, and Republicans in the House of Representatives shoehorned the bill through a razor-thin 214-212 vote. "Under President Trump's leadership, your taxpayer dollars are no longer being wasted," House Speaker Mike Johnson said in a statement. "Instead, they are being directed toward priorities that truly benefit the American people." Legislation to grab back money already approved by Congress -- known as a "rescissions package" -- is extremely rare and no such measure had passed in decades. The vote was the first in what Johnson has touted as a potential series of packages codifying the cuts made by DOGE. Musk was tasked by Trump with leading the task force after spending $290 million helping the Republican get elected. The SpaceX boss boasted that he would be able to save $2 trillion in federal spending -- but left the White House under a cloud earlier this month as he feuded with Trump over deficits and spending. DOGE acknowledges that it has saved taxpayers just $180 billion -- and fact checkers even see that claim as dubious, given previous inaccuracies in its accounting. The recissions package slashes $8.3 billion in foreign aid, with much of that approved for humanitarian organization USAID, one of DOGE's first targets. The text also eliminates $400 million in funding allocated to health programs including the lifesaving PEPFAR global AIDS program, created by then-president George W. Bush. The package also targets $1.1 billion to be taken back from the Corporation for Public Broadcasting, which helps fund National Public Radio (NPR) and the Public Broadcasting Service (PBS), as well as more than 1,500 local radio and television stations. Conservatives often accuse PBS and NPR of bias, and Trump signed an executive order in May to cease federal funding for both networks. "For decades, Republicans have promised to cut NPR, but have never done it, until now," Trump said on Truth Social as the vote got underway. "NPR and PBS are a Radical Left Disaster, and 1000% against the Republican Party!" Democrat Dan Goldman and Republican Mark Amodei, co-chairs of the congressional public broadcasting caucus, said cutting the funding will not meaningfully reduce the deficit, but instead dismantle "a trusted source of information for millions of Americans." The package now moves to the Republican-led Senate, where it needs the support of only a simple majority -- 51 members -- rather than the 60 votes usually required.
