Uttarakhand to toughen anti-conversion law; life imprisonment, ₹10 lakh fine proposed — check details
The amendment legislation, approved by the state cabinet on Wednesday, proposes a maximum punishment of life imprisonment and a fine of up to ₹ 10 lakh for forced conversion.
Currently, the maximum prison term for the offence in the state is 10 years and the highest fine is ₹ 50,000.
This is the second legislation to amend the Act, which has been in force in the state since 2018.
The first amendment was made in 2022.
The Pushkar Singh Dhami-led government is preparing to introduce the legislation during the monsoon session of the state assembly, which is scheduled to begin on August 19, reported news agency PTI, citing sources.
According to the Uttarakhand Freedom of Religion (amendment) legislation, 2025, fraudulent or forced conversion would be a cognizable and non-bailable offence. In such cases, police will be allowed to arrest an offender without a warrant and bail will be granted only if the trial court (sessions court) is convinced that the accused is not guilty and would not repeat the offence.
"Yet another amendment legislation to make the law even more strict has been occasioned by recent cases of conversions in the state aimed at demographic change," PTIquoted Ajendra Ajay, BJP leader and former chairman of Badrinath-Kedarnath Temple committee, as saying.
Terming the cabinet's decision as historic, Ajay said: "An amended act with stricter provisions will work as a strong deterrent for potential offenders and help preserve the original identity of a border state like Uttarakhand, which is also known as Devbhoomi."
The Bill also expands the definition of inducement to include any gift, gratification, easy money, or material benefit in cash or kind, employment, free education, promise of marriage, hurting religious faith, or glorifying another religion, categorising all of them as crimes.

High drama marks Panchayat polls in Nainital
Dehradun: Uttarakhand high court on Thursday took cognizance of allegations that five elected representatives in Nainital district panchayat were missing ahead of voting. However, police said that affidavits submitted by the five elected members claimed they were staying away voluntarily. Counting of votes underway for Uttarakhand Panchayat Elections, in Nainital, on July 31 (PTI) Congress leaders alleged that they were abducted to influence the outcome of election of district panchayat president for which voting was underway on Thursday . A division bench of chief justice G Narendar and Justice Alok Mahra, hearing a public interest litigation, questioned the Senior Superintendent of Police (SSP) Nainital PN Meena on whether the missing representatives had been traced. The SSP said security personnel had visited their homes as per earlier court directions to provide protection 10 days before voting, but were told by relatives that the representatives were visiting family and did not require security. Polling was held on Thursday for the posts of district panchayat presidents as well as vice presidents and Block Pramukhs. The SSP added that the police had received affidavits from the five representatives stating they were travelling and had asked that no case be registered if anyone reported them missing. Two more similar affidavits were received on Thursday. Advocate General SN Babulkar told the court that all representatives had confirmed they were abstaining from voting on their own will. However, senior counsel DS Patni presented a pen drive with video footage allegedly showing one of the representatives, Dikar Singh Mewari, being dragged away by unidentified men, some of whose faces were visible, while an armed policeman looked away. Another video purportedly showed three more affidavit signatories being forcibly removed from a polling booth. The bench directed that both videos be handed over to the Nainital SSP and District Magistrate Vandana Singh for examination. Counsel DS Mehta told the court that an attempt to file a kidnapping complaint naming the alleged abductors was rejected by the Tallital SHO. The SSP assured the bench that action would be taken against any police personnel found guilty of dereliction of duty. Family members of three missing representatives — Uma Bisht, sister of Deep Singh Bisht; Vinod Kotalia, brother of Pramod Singh; and Sanjeev Jantwal, son of Vipin Singh Jantwal-appeared before the court — each detailing how their relatives were taken away. Kotalia alleged that his brother was abducted by a group . Jantwal said he had seen a video of his father's abduction on a Facebook account. The court ordered that its directions be sent immediately to the district magistrate and SSP, with affidavits kept in the safe custody of the Registrar (Judicial). The matter will be heard next on August 18. Earlier, high drama was witnessed during the election for district panchayat president and block Pramukh in Nainital, turned tense on Thursday with clashes, allegations of kidnapping and even firing between supporters of the BJP and Congress. Congress leaders Yashpal Arya, Khatima MLA Bhuvan Kapri, Haldwani MLA Sumit Hridayesh, former MLA Sanjeev Arya, district panchayat president candidate Pushpa Negi, and 10 members arrived at the High Court while a hearing was underway before Chief Justice G Narender and Justice Alok Mahra. They alleged before the bench that 'people of the ruling party' assaulted them and 'tried to kidnap some members.' Showing election result certificates for 15 members, they claimed that 'five of their local leaders were missing.' The court directed District Magistrate Vandana Singh and SSP Nainital PN Meena to appear virtually within minutes. It ordered both officers to 'maintain law and order' and ensure 'peaceful and fair elections,' instructing that members be brought to the polling station in police security. High Court security officer Rakesh Bisht was tasked with escorting the 10 district panchayat members who were in court to the polling station under police protection. In the block pramukh election at Betalghat in Nainital districts, three rounds of firing were reported amid clashes between supporters of both parties. Police dispersed the crowd and began an investigation. Both sides accused each other of instigating violence. BJP state president Mahendra Bhatt alleged that Yashpal Arya was 'trying to influence the voting,' while Congress state president Karan Mahara accused the BJP of 'assaulting Congress leaders.' District Magistrate Vandana Singh, who appeared in the court in the evening again, told the court that she will recommend repolling for zila panchayat elections to the state election commission (SEC)

UP ministers, legislators get hefty hike in salaries, perks
LUCKNOW UP ministers and legislators were given a handsome hike in their salaries and perks with the legislative assembly unanimously adopting the Uttar Pradesh State Legislature Members and Ministers Amenities Laws (Amendment) Bill 2025 before being adjourned sine die on Thursday. Minister for parliamentary affairs, Suresh Khanna, moved the bill to amend the UP State Legislature (Members' Emoluments and Pension) Act, 1980, and the Uttar Pradesh Ministers (Salaries, Allowances and Miscellaneous Provisions) Act, 1981, saying salaries and perks had been hiked after nearly nine years with the last hike in 2016 due to rising inflation. With the increase in salaries, allowances and other heads, the average takeaway for the legislators will be up by ₹65,000 per month - from ₹2.01 lakh per month to ₹2.66 lakh per month. For ministers, the amount will be up from ₹2.11 lakh to ₹2.76 lakh, said Khanna. He said the average hike in salaries and perks was only 30% while the Central and state governments have increased the DA by about 55%. Other items of increase in the monthly takeaway for the legislators include the constituency allowance which has been increased from ₹50,000 per month to ₹75,000 per month, secretarial allowance goes up from ₹20,000 per month to ₹30,000 per month and the medical allowance has been increased from ₹30,000 per month to ₹45,000 per month. The daily allowance was increased from ₹2000 per day to ₹2500 per day on days of meetings of both houses of legislature and committees while daily allowance for public service on other days will go up from ₹1500 per day to ₹2000. The telephone allowance will go up from ₹6000 per month to ₹9000 per month. The entitlement of railway coupons for legislators has been increased from ₹4.25 lakh per annum to ₹5 lakh per annum. There will be an increase in the pension for former legislators. Monthly pension will go up from ₹25,000 per month to ₹35,000 on completion of first term (irrespective of completion of five years). On completion of every year, after the first term, an amount of ₹2000 per year will be added for every year completed after the first term. The family pension (for spouse or minor child or unmarried girl child) was increased from ₹25,000 per month to ₹30,000 per month. The entitlement of railway coupons for former legislators was increased from ₹1 lakh per annum to ₹1.50 lakh per annum. The state government will now incur a burden of ₹105.23 crore on revised salaries and allowances. 'The salary, allowances, pension and other amenities admissible to the members of the state legislature and salary of ministers have not been revised for a long time. In view of the price rise and escalation in the cost of living, it has been decided to revise the same so that they may serve the cause of their parliamentary constituency in a meaningful manner,' said Khanna in a statement. The state government had constituted a committee headed by Khanna and representatives of all political parties to consider the issue of hike. Earlier, the state government had effected a 30% cut in salaries of legislators for one year w.e.f April 1, 2020, following the Covid-19 pandemic and the amount was transferred to the Covid Care Fund. New portal to help secure BPL ration cards within 24 hours
Bengaluru: The govt will soon launch a web portal which will enable those eligible to secure below poverty line (BPL) ration cards within 24 hours, food and civil supplies minister KH Muniyappa told the legislative assembly Thursday. The initiative is aimed at streamlining the application process and making it more transparent, while also ensuring the economically poor secure benefits under the public distribution system (PDS). "We will launch the dedicated portal next month and eligible applicants can get BPL cards in 24 hours. I request people to make use of it," Muniyappa said in response to a question from BJP's Bharath Shetty Y. I also appeal to those who are ineligible to voluntarily convert their cards from BPL to APL." A BPL family in Karnataka is defined as one with an annual income below Rs 1.25 lakh. The minister said this distorted distribution of benefits meant for the poor and put unnecessary pressure on the PDS network. In Nov 2023, Muniyappa had launched a drive to weed out fake and ineligible BPL cards, but it sparked controversy after several genuine beneficiaries complained that their cards were wrongly deleted. The backlash forced the govt to halt the exercise. Muniyappa acknowledged the issue, stating that political consensus was needed to resume the clean-up. "Eligible cardholders can reapply even if their cards are removed by mistake," he said. Highlighting the scale of the problem, the minister also said that Karnataka's BPL coverage stands at 75% of the population — a figure he described as "astronomically abnormal" compared with neighbouring Andhra Pradesh and Telangana, where BPL coverage is around 50%. He was confident the new portal, coupled with a transparent verification process, would help ensure benefits reach only those who genuinely qualify. He reiterated that cooperation from all political parties and the public was essential to make the system fairer and more efficient.
