UP ministers, legislators get hefty hike in salaries, perks
There was also a hike in the pension and family pension of members of both houses of the state legislature.
Minister for parliamentary affairs, Suresh Khanna, moved the bill to amend the UP State Legislature (Members' Emoluments and Pension) Act, 1980, and the Uttar Pradesh Ministers (Salaries, Allowances and Miscellaneous Provisions) Act, 1981, saying salaries and perks had been hiked after nearly nine years with the last hike in 2016 due to rising inflation.
With the increase in salaries, allowances and other heads, the average takeaway for the legislators will be up by ₹65,000 per month - from ₹2.01 lakh per month to ₹2.66 lakh per month. For ministers, the amount will be up from ₹2.11 lakh to ₹2.76 lakh, said Khanna. He said the average hike in salaries and perks was only 30% while the Central and state governments have increased the DA by about 55%.
Other items of increase in the monthly takeaway for the legislators include the constituency allowance which has been increased from ₹50,000 per month to ₹75,000 per month, secretarial allowance goes up from ₹20,000 per month to ₹30,000 per month and the medical allowance has been increased from ₹30,000 per month to ₹45,000 per month.
The daily allowance was increased from ₹2000 per day to ₹2500 per day on days of meetings of both houses of legislature and committees while daily allowance for public service on other days will go up from ₹1500 per day to ₹2000. The telephone allowance will go up from ₹6000 per month to ₹9000 per month. The entitlement of railway coupons for legislators has been increased from ₹4.25 lakh per annum to ₹5 lakh per annum.
There will be an increase in the pension for former legislators. Monthly pension will go up from ₹25,000 per month to ₹35,000 on completion of first term (irrespective of completion of five years). On completion of every year, after the first term, an amount of ₹2000 per year will be added for every year completed after the first term. The family pension (for spouse or minor child or unmarried girl child) was increased from ₹25,000 per month to ₹30,000 per month. The entitlement of railway coupons for former legislators was increased from ₹1 lakh per annum to ₹1.50 lakh per annum.
The state government will now incur a burden of ₹105.23 crore on revised salaries and allowances. 'The salary, allowances, pension and other amenities admissible to the members of the state legislature and salary of ministers have not been revised for a long time. In view of the price rise and escalation in the cost of living, it has been decided to revise the same so that they may serve the cause of their parliamentary constituency in a meaningful manner,' said Khanna in a statement.
The state government had constituted a committee headed by Khanna and representatives of all political parties to consider the issue of hike.
Earlier, the state government had effected a 30% cut in salaries of legislators for one year w.e.f April 1, 2020, following the Covid-19 pandemic and the amount was transferred to the Covid Care Fund.

Legislators' takeaway goes up from ₹2.01 lakh per month to ₹2.66 lakh per month. For ministers, it has been revised from ₹2.11 lakh per month to ₹2.76 lakh.
Salary goes up - from ₹25,000 per month to ₹35,000 per month for legislators. For ministers, it goes up from ₹40,000 per month to ₹50,000.

City targets 5L SRA homes in 5 yrs, double its 29-yr output
Mumbai: With a slum-free Mumbai remaining a distant dream for decades, the Slum Rehabilitation Authority (SRA) has set up a project implementation unit (PIU) aiming to deliver over five lakh new homes to slum dwellers in the next five years — more than double the total built in the 29 years since the SRA was formed. Since its inception in 1996, the SRA has delivered only 2.75 lakh homes. Officials said that after reforming several rules and introducing drone and biometric surveys, the agency has delivered 16,017 units in just 100 days. In 2024-25 alone, 16,673 units were completed. The current target is 5,09,783 homes by 2030, with 3.34 lakh units already under construction. Last month, in a major step to recover pending rent from builders who fail to pay slum dwellers after demolishing their homes, the state govt amended the Maharashtra Slum Areas (Improvement, Clearance and Redevelopment) Act, 1971. Under the new provision, SRA can recover unpaid rent from a builder's assets — or the personal property of its directors/partners if the company lacks sufficient assets. As outstanding rent will be treated as arrears of land revenue, SRA can attach and sell a builder's property to pay slum dwellers. "SRA has introduced several reforms to fast-track projects. All stuck projects were reviewed and given a boost through the amnesty scheme and the joint venture (JV) scheme with other state govt agencies. A total of 2,74,076 units were constructed in the last 29 years and the target is to construct 5,09,783 units in the next five years," Kalyankar said. "We have started to use an e-office system. A list of eligible developers has been prepared for the tender process to get the stalled projects on track. The process of preparing a list of qualified architects has begun under the architect appointment scheme to get stalled projects on track. The period for submission of proposals has been reduced too," Kalyankar said. "Due to this, the implementation of the schemes is being done faster. A policy to empower architects and consultants to issue no-objection certificates has been adopted. Approvals of building works got a boost. We also adopted a policy of not suspending the work on rehabilitation buildings unless there are court orders," he said. Kerala high court to examine ART practices
Kochi: The high court (HC) will examine the practice of bringing women from other states to Kerala for assisted reproductive technology (ART) procedures. The court noted that such activities are classic cases of 'daunting and inter-state human trafficking', involving transactions worth several lakh rupees. The bench of Justices Devan Ramachandran and M B Snehalatha had recently interacted with the additional secretary of health services, who is the designated authority under the Assisted Reproductive Technology (Regulation) Act, regarding malpractices in the field. The court was hearing a petition from a private ART bank in Ernakulam seeking release of seven women brought from other states to Kerala for surrogacy. Police had detained the women after a raid conducted with authorities under the ART Act. During the hearing, the petitioners said the women came to Kerala in response to a newspaper advertisement. HC called it a 'startling submission' and asked for a copy of the ad. Petitioners produced one that appeared on social media. The petitioners claimed seven women were detained. But state govt told the court there were only six women—five from WB and one from TN—and a child. One woman had already donated an oocyte (a cell in an ovary) in Hyderabad, though the Act allows such donation only once in a lifetime. While the petitioners named a seventh woman, the state denied this and said she was not present at the clinic during the raid. Govt also opposed the claim that the women responded to the petitioners' ad. It said the claim was implausible as the women spoke only their native languages and the ad was found on social media. The govt pleader said a probe is needed to find out how the women reached the clinic after seeing the ad. Police protection for 'detained women' Counsel for the shelter home where the women are housed told the court that many people were trying to gain access by claiming the women were detained illegally or needed to sign vakalaths or other contracts. She said this was causing a law-and-order issue. HC directed the SHO of Kalamassery station to maintain a beat around the shelter and respond quickly to any request for help. Hurdles faced by authorities Kerala has 110 ART clinics, 25 ART banks and 23 surrogacy clinics. Ernakulam alone has eight such clinics. ART clinics are classified into Level 1 (which perform intrauterine insemination) and Level 2 (which offer advanced treatments like IVF, intracytoplasmic sperm injection, surgical retrieval of gametes, embryo transfer and storage). The state has only one designated authority, headed by an additional secretary of the health and family welfare department. This authority issues licences, inspects clinics and acts against violations under ART and surrogacy laws. But limited staff and resources make it hard to ensure compliance.
