Parliament passes new Income Tax Bill to replace six-decade-old law
Piloting the Income Tax Bill, 2025 in the Rajya Sabha, Finance Minister Nirmala Sitharaman said it did not impose any new tax rate and only simplified the language, which was required for understanding the complex Income Tax laws.
The new Bill removes redundant provisions and archaic language and reduces the number of Sections from 819 in the Income Tax Act of 1961 to 536 and the number of chapters from 47 to 23.
The number of words had been reduced from 5.12 lakh to 2.6 lakh in the new Income Tax Bill, and for the first time, it introduces 39 new tables and 40 new formulas, replacing the dense text of the 1961 law to enhance clarity.
"These changes are not merely superficial; they reflect a new, simplified approach to tax administration. This leaner and more focused law is designed to make it easy to read, understand and implement," Ms. Sitharaman said while replying to a short debate in the absence of the Opposition in the Rajya Sabha.
Along with the Income Tax Bill, 2025, the House also returned the Taxation Laws (Amendment) Bill, 2025, to the Lok Sabha that had passed these money Bills on Monday.
"To remove confusion, I want to say that the aim of bringing in this new law is to simplify the language and lucidity, which is required for understanding," the Minister said.
Ms. Sitharaman further emphasised that Prime Minister Narendra Modi had given clear instructions — COVID or no COVID — tax burden on people should not be increased.
"We have not increased any new tax," she said.
She said the taxpayer-friendly Income Tax Act 2025, replacing the 1961 Act, was a milestone for the country's financial system.
"I am shocked that the Opposition doesn't want to participate. The Opposition had agreed in the Business Advisory Committee to debate the Bill in both the Lok Sabha and the Rajya Sabha," she said.
Most often, the Opposition says, she noted, "you don't want to discuss anything, we want to have charcha. We agreed for 16 hours of charcha in the Lok Sabha and 16 hours of charcha here (Rajya Sabha)...where are they today".
The Opposition had earlier staged a walkout from the Rajya Sabha, demanding a discussion on special intensive revision of the voter list in Bihar.
The new Income Tax Bill was drafted within a record time of six months and introduced in the Budget session in February 2025.
The drafting of the new Bill involved nearly 75,000 person-hours, with a team of dedicated officers of the Income Tax department working tirelessly.
The Minister informed the House that soon the Finance Ministry would be issuing FAQs and an information memorandum for more information on the new legislation.
She further said Ministry officials were busy formulating rules, which would be simpler like the Bill.
As the new law will come into force from April 1, 2026, the computer systems of the Income Tax department are required to be rebooted to operationalise the new legislation.
The Taxation Laws (Amendment) Bill, 2025, also passed by voice vote in the Rajya Sabha, incorporated changes in the scheme of block assessment with regard to Income Tax search cases, and would provide for certain direct tax benefits to public investment funds of Saudi Arabia.
It seeks to amend the Income Tax Act, 1961 and also the Finance Act, 2025.
The government in July announced that all tax benefits available under the New Pension Scheme (NPS) shall apply to the Unified Pension Scheme (UPS), which was implemented from April 1, 2025.

Long-term vision need of the hour: Mahana State assembly speaker Satish Mahana said that there was a need to think and plan keeping in view the future. 'There are short-term schemes that give immediate relief but not in the long term. So it is important to plan long term. The prime minister gave a vision for India after 100 years of independence and expected all states to plan. The UP CM and the state government also decided to conduct a debate in the House on it.' 'After debate in the House, it will be taken to the people and then a final vision document will be tabled in the legislative assembly. What we can achieve for the development of the state, youth, farmers shall be discussed,' Mahana said. Khanna said in consonance with the Central government's vision for 2047, it is necessary for the state government to prepare a vision for the same year. In 1960-61, Uttar Pradesh's contribution to the country's economy was 14.4%, which was the highest in the country. In 2024-25, this contribution decreased to 9%. To make UP the most developed economy of the country again, the contribution of the state to the country's economy will have to be increased to more than 14%. The per capita income of the state in the financial year 2023-24 was 50.8% of the national average, which is targeted to be increased to 13% above the national average by 2047, the minister said. 'Zero poverty campaign has been started in the state to make the entire state completely poverty free by 2047. A network of expressways and airports has been laid in the state and simultaneously defence corridor and industrial corridor are being developed,' Khanna said. 'At present, the state's own tax revenue is about 40% of the revenue receipts, which will have to be increased to more than 60%,' he said. The state government has mapped all the SDG (sustainable development) goals related to Uttar Pradesh in the state budget. The economy is estimated to grow from Rs. 12.71 lakh crore in 2017 to ₹35 lakh crore in 2025, showing a growth of 175% in eight years. The state's own tax revenue was ₹85,966 crore in the financial year 2016-17, while, as per the provisional data for the financial year 2024-25, it has increased to Rs. 2,12,615 crore. Thus, the tax revenue of the state has increased by 147%. The budget size of the state was ₹3,46,935 crore in the financial year 2016-17, which increased to ₹8,08,736 crore in 2025-26, a growth of 133% . Capital outlay was ₹69,789 crore in 2016-17. According to the provisional data for 2024-25, it has increased by 63% to ₹1,14,000 crore, according to the state government. The revenue receipts of the state were ₹2,56,875 crore in 2016-17. As per the provisional figures for the financial year 2024-25, it has grown by 96% to ₹5,03,562 crore. From disarray to development: Pathak Deputy chief minister Brajesh Pathak said that before 2017, UP's infrastructure and law and order were in disarray, with serious crimes enjoying political protection. Today, the state boasts of the most expressways in the country, four-lane road links to all 75 districts, and improved power supply across all regions compared to earlier. Rahul to lead 16-day ‘Vote Adhikar Yatra' in Bihar as Congress intensifies fight against SIR
Leader of the Opposition in the Lok Sabha, Rahul Gandhi, is all set to start a 16-day-long 'Vote Adhikar Yatra' from Sasaram in Bihar on Sunday (August 17, 2025), as the principal Opposition party steps up its campaign against alleged irregularities in the special intensive revision of electoral rolls in the State. On Wednesday (August 13, 2025), Mr. Gandhi put out a video on his X handle in which he is seen interacting with a group of voters, who have been declared dead in the SIR exercise, concluded recently. 'There have been many interesting experiences in life, but I never got the chance to have tea with 'dead people'. For this unique experience, thank you, Election Commission!' Mr. Gandhi said. Taking the fight to ground zero, Congress general secretary (organisation) K.C. Venugopal met the INDIA bloc leaders in Sasaram to assess the preparation for the yatra to be led by Mr. Gandhi. 'The fight to protect our democracy will take place on the streets! Starting August 17th, LOP Sh Rahul Gandhi ji and the INDIA parties will embark on a massive Vote Adhikar Yatra across Bihar — against the dangerous SIR exercise, and to make the battle against Vote Chori a mass movement!' Mr. Venugopal said in a X post on Wednesday (August 13, 2025). Though the Congress is yet to officially announce the exact route, it is tentatively scheduled to pass through 24 districts (of the total 38) and cover nearly 60 of the 243 Assembly seats. 'LS polls be considered null': Congress hits back at BJP's 'vote theft' allegations
Hitting back at the BJP for claiming irregularities in seats contested by some top opposition leaders, the Congress on Wednesday said the data shared by the ruling party points to its collusion with the Election Commission (EC) and demanded that the 2024 Lok Sabha polls be considered "null and void" for being held on "fake voter lists". The entire 2024 general election was conducted on "such fake voter lists", Pawan Khera alleged.(File/AICC) The opposition party also demanded the electronic voter list of Varanasi, from where Prime Minister Narendra Modi had won the electoral contest, "so that people get to know whether he had truly won or not". The Congress's attack came after the ruing Bharatiya Janata Party (BJP) claimed irregularities in voter registration in the Rae Bareli, Wayanad, Diamond Harbour and Kannauj parliamentary seats, and asked Rahul Gandhi, Priyanka Gandhi Vadra, Abhishek Banerjee and Akhilesh Yadav to resign as Lok Sabha MPs, alleging that they secured their electoral triumphs with "vote chori". Giving a slide-show presentation on the issue at the BJP headquarters here on an "analysis" of the electoral rolls of these constituencies represented by opposition leaders, former Union minister Anurag Thakur also flagged "irregularities" in the voter registration in the Kolathur Assembly seat in Tamil Nadu and the Mainpuri Lok Sabha seat in Uttar Pradesh, and asked Tamil Nadu Chief Minister and DMK supremo M K Stalin and Samajwadi Party (SP) leader Dimple Yadav to resign for "rigging" their election. The entire 2024 general election was conducted on "such fake voter lists", the Congress leader alleged. "Today, he (Thakur) has released the data for five-six Lok Sabha constituencies, whereas we had only released a list of 50 booths from one Vidhan Sabha. This proves, by his own action, that the election was held on a fake voter list. We demand that the Lok Sabha election be considered null and void," Khera said. Thakur slammed Congress, Trinamool Congress (TMC), SP and DMK leaders for raising questions on the EC and accused them of running a vicious propaganda against the Special Intensive Revision (SIR) of the electoral rolls, which is currently underway in Bihar and would be launched in other states, to protect their "vote bank of illegal Bangladeshi infiltrators" and other "intruders". "Seeing this 'shor' (hue and cry) being made by the opposition, it now seems that 'chor machaye shor'", the BJP leader said, suggesting that those who were in the wrong are now crying foul. "Rae Bareli, Wayanad, Kannuaj to Diamond Harbour -- everywhere one question is coming up, why did they make fake voters? Will they resign for indulging in 'vote chori' and protecting intruders?" Thakur asked.
