Delhi CM says, no jhuggis will be removed, will ensure housing for all
If needed, the CM said, her government will amend policies to ensure dignity and housing for all.
Rekha Gupta laid out an expansive vision for transforming the face of Delhi during a seminar on sustainable development in the NCT titled "Growth Bhi, Green Bhi".
The city must now accelerate development with better schools, hospitals, roads, water and sewer lines, solar and rainwater harvesting systems, and a rejuvenated Yamuna, she said.
Referring to the Prime Minister's call to fast-track Delhi's progress, Gupta said, "PM ne bola hai – Delhi aage badhegi toh desh aage badhega (PM has said, if Delhi progresses, the whole nation will progress).'
The chief minister added that all her ministers are working 16 to 18 hours a day to help Delhi catch up with the pace of other states and cities that have outpaced the national capital over the years.
"People of Delhi lost a lot in those 27 years. Now, we have to give Delhi a fresh start from zero," she said, referring to decades of developmental neglect.
During the event, CM Gupta assured that not a single slum will be demolished until its occupants are provided with permanent housing.
She said, "Har ek ko makaan denge, aur ek bhi jhuggi tootne nahi denge (We will not let any jhuggis get demolished and everyone will get a permanent home).'
Gupta also criticised outdated labour regulations, particularly the 1954 rule that restricted women from working night shifts.
"It should be a woman's choice whether to work at night or not. The government cannot impose decisions on them," she said, announcing that the Delhi government has removed that restriction to ensure greater opportunities for women, while also promising safe working environments.
'Delhi is the capital of India and it deserves faster development, better infrastructure, technology, and better lives for its residents. But now, we have a chance to rebuild and make it right," Gupta said.

New Delhi: Delhi Chief Minister Rekha Gupta on Saturday said her government has prepared a plan to relocate slum dwellers to 50,000 flats constructed years ago but never allotted to anyone. She inspected government flats built for economically weaker sections in Sultanpuri, North West Delhi, around 2011. 'We have planned to relocate slum dwellers within a two-kilometre periphery of thousands of such old flats after properly repairing them and providing all the facilities,' she told reporters. Gupta criticised previous Delhi governments for failing to allot the 50,000 flats constructed over the years, leading to their current dilapidated condition. 'Neither Congress nor AAP gave these flats to poor people. But now our government will ensure these flats are allotted to slum dwellers after repair. If needed, we will demolish old flats if they cannot be repaired and provide new houses to them,' she said. Gupta said that no slums will be demolished in Delhi and asserted that her government would not hesitate to change policy or approach the courts to protect the rights of slum dwellers. She has also instructed various government departments not to demolish slums unless residents are first provided with alternative housing. 'This is the first government which is working in a direction to provide homes to every slum dweller,' she said while addressing students and faculty at the 39th Foundation and Orientation Day of Delhi University's Shaheed Sukhdev College of Business Studies. Gupta also announced the addition of 500 new seats at the college, aimed at expanding access to quality higher education. Congratulating the incoming batch, Gupta said, 'I couldn't come to Sukhdev College earlier because only students with 98 per cent, 100 per cent marks could come here. I had to become chief minister to come to this college.'

ANI NAREDCO President urges govt to cap GST on building materials at 18% New Delhi: G Hari Babu, President of National Real Estate Development Council (NAREDCO) has urged the government to bring the Goods and Services Tax rates of building materials to the bracket of 18 per cent. Speaking at the sidelines of NAREDCO's 17th edition of National Convention in the national capital, NAREDCO President reiterated industry's demand of Input Tax Credit (ITC) under the Central Goods and Services Act (CGST) on commercial assets constructed for leasing purposes. "One thing we are asking is the input credit facility for the builders because now it is five percent fixed rate and for affordable housing already one percent is there up to forty five lakh. We are requesting them to increase to sixty lakh. And as far as the material concern there are certain areas where twenty eight per cent GST is applicable for example cement and other materials so it is not a luxury and we want to bring that also to eighteen per cent level. So no GST should be there on building materials more than eighteen per cent that is demand," he added. GST has significantly impacted construction industry and real estate industry. GST on construction services and materials is complex, with various rates applied based on the type of service, material, and project. Construction of affordable housing projects attracts a reduced GST rate of 1 per cent while different construction materials have varying GST rates from 5 per cent to 28 per cent. During the curtain raiser, Delhi Chief Minister Rekha Gupta assured the industry members that "Government just needs 2 years to revamp Delhi and fill the bottleneck of past 10 years of developmental backlog. "We urge the industry members and developers to come up with the PPP models for developing state of the art hospitals, schools, shopping malls, accommodations and infrastructure and the government will give the full policy and funding support," she added. Speaking at the event, Hari Babu affirmed the vision of the body and said, "From retrofitting existing structures to building climate-smart homes, the sector must adopt a forward-thinking approach that doesn't wait for regulation to act responsibly. Today's discussions are not just about vision, they are about setting actionable goals."Harsh Vardhan Bansal, President, NAREDCO Delhi, shared how the capital's real estate sector is evolving, "Delhi presents a unique case where infrastructure demand is high, yet land and environmental constraints are very real. The question is not whether we can grow, but how we can grow smarter. Delhi govt to table bill to regulate private school fee hikes in monsoon session
The Delhi government will introduce a bill to regulate fee hikes by private schools in the upcoming Monsoon Session, Chief Minister Rekha Gupta said on Saturday. According to the Cabinet-approved ordinance, passed on April 29, the bill imposes strict penalties on schools that hike fees arbitrarily. For a first offence, schools will face fines ranging from Rs 1 lakh to Rs 5 lakh, with repeat violations attracting penalties between Rs 2 lakh and Rs 10 lakh. If the school fails to refund within the specified time, the fine doubles after 20 days, triples after 40 days, and continues to increase with every 20-day delay. Repeated violations may lead to a ban on holding official positions in the school management and loss of the right to propose future fee revisions. Addressing the media, Gupta said, 'Delhi govt will table the education bill to regulate fee hike by private schools, in the Monsoon session of Assembly beginning from August 4.' Highlighting other policy steps, she announced that the Delhi Legislative Assembly will now operate as a paperless e-Vidhan Sabha. 'It is a matter of happiness that the Delhi Legislative Assembly will now be paperless. We have also developed the assembly as a model Legislative Assembly, as it is completely dependent on solar power now,' she said. The chief minister added that efforts are also underway to make the Delhi Secretariat paperless, as part of the government's broader digital and sustainable governance agenda. 'We are taking policy decisions to make Delhi developed,' she said. The Monsoon Session will be the third session of the Delhi Assembly under the Rekha Gupta-led government.
