Homeowner affected by landslide says buyout program is "not a good deal"

Sheri Hastings' property sits on a slow-moving disaster; a complex of landslides in the Portuguese Bend area of Rancho Palos Verdes, California.
For nearly 70 years, this area has shifted roughly a few inches a year, but recently that pace has surged to as fast as four inches a week.
The culprit for the spike in movement is heavy rains – and runoff from nearby canyons -- brought on by a series of recent atmospheric rivers that have soaked deep into the soil, destabilizing the area.
The landslide complex on the Palos Verdes Peninsula is more than a square mile in size and reaches hundreds of feet deep in some places. It's slipping towards the Pacific Ocean.
Mike Phipps, a geologist who has been studying the shifting landscape for nearly four decades, was contracted by the city to monitor the movement. A major part of the city's approach to slow the landslide is around a dozen deep water wells that pull water from the ground and channel it into the ocean.
"It's a catastrophe, and yet some people are still able to live in their homes up here. They're kind of riding a big raft down the hill," Phipps said.
In October, the Federal Emergency Management Agency and California Governor's Office of Emergency Services announced a $42 million voluntary buyout program for residents most impacted by the slide. The properties approved for buyouts will be acquired by the city and converted to open space. Of the 85 residents who applied, only an estimated 20 homes are expected to be covered by the initial funding round, according to the city.
But Hastings isn't interested.
"It's not a good deal. You get what the value of your home was two years ago. You get 75% of that. And then on top of that, you have to pay to demolish everything and have it hauled away," Hastings said.
The FEMA-funded buyout program only provides 75% of the funding for the city to buy affected properties at fair market value, while the remaining 25% is effectively absorbed by sellers, according to the program's guidelines.
Hastings said that insurance doesn't cover any of the damage to her property, either. Her life savings are now slipping away.
"Everybody thinks we're all millionaires up here. We're actually not. Our homes were our money, right? We can't just go out and buy another home," Hastings said.

MADISON – After historic flooding in the Milwaukee area, Gov. Tony Evers' administration is assessing the extent of damage − a process that could qualify area residents for federal disaster aid. Milwaukee and other parts of Wisconsin were hit with massive volumes of rain Saturday and Sunday, leading to flash flooding, power outages and a slew of closures and cancelations. Parts of Milwaukee saw more than 10 inches of rain in less than 24 hours in what is classified as a 1,000-year flood event. Some residents affected by the flooding may look to the Federal Emergency Management Agency, also known as FEMA. Here's what you need to know about FEMA and when a disaster qualifies for federal aid. What is FEMA? FEMA is a U.S. government agency focused on coordinating disaster response and recovery efforts. FEMA's assistance is initiated by an official request made by a state, tribal or territorial government. FEMA does not automatically respond to every disaster, according to the agency website. State and local officials can issue emergency declarations to immediately mobilize local resources and implement emergency plans. If a disaster overwhelms state and local capacity, officials may request a presidential declaration, the agency said. A presidential declaration triggers a federal response, providing additional resources and support. Federal agencies work with state and local governments affected by the disaster to assess damage, determine needs and allocate aid. Unlike an emergency declaration, which can be issued before or immediately after a disaster, a presidential declaration can take a few days or even weeks to be issued. What is the eligiblity requirements to receive FEMA assistance from the Individuals and Households Program? If a disaster is declared, the following criteria must be met to be eligible for individual assistance from FEMA: No other assistance: You may receive FEMA assistance only for needs not met by an insurance company or other similar reimbursement program. Occupancy: You must have been living in the damaged property as your primary residence at the time of the disaster. Ownership: You must own the damaged property or rent it. Disaster damage: Your home must have sustained disaster-caused damage that is not covered by insurance. U.S. Citizenship or legal residency: You must be a U.S. citizen, non-citizen national, or qualified alien, according to FEMA. Specific eligiblity requirements may vary depending on the type of disaster and federal regulations. You can check your elibiblity for assistance and apply by doing one of the following: Online at Calling the FEMA Helpline at 1-800-621-3362, 7 a.m. to 10 p.m. (your time zone), seven days a week. Due to high call volume during a disaster, please expect longer wait times. The agency recommends calling in the morning or evening. During a disaster, the quickest way to get answers about assistance eligibility is usually by visiting a Disaster Recovery Center (DRC). The wait time at these centers is usually shorter, and they also have in-person, one-on-one FEMA representatives. To find the closest center, use the online locator: Download the FEMA app for mobile devices. FEMA cannot provide assistance for disaster needs that have been met by another source such as insurance or other programs. But, if your insurance or another program does not cover all your disaster-caused needs, individuals may be eligiable for assistance from FEMA, according to the agency. When you apply for FEMA assistance, you must tell FEMA about any insurance coverage you have that can help with your needs. If you have insurance coverage, you will need to give FEMA proof of the insurance settlement or a letter explaining you were denied coverage before FEMA can determine what kind of assistance you are eligible for. Has an emergency declaration been made for Milwaukee County floods? Emergency declarations are made based on damage assessments and the request of local partners, according to the governor's office. While Milwaukee County Executive David Crowley declared a state of emergency throughout the county on Aug. 10, no formal request for a state emergency declaration had been made to the governor's office as of Monday morning. Evers' spokeswoman Britt Cudaback told the Milwaukee Journal Sentinel that at this time Wisconsin Emergency Management, the state's agency responsible for administering disaster relief funds, is in the early stages of the damage assessment process and the governor's office will continue to monitor the situation for any declaration needs. But even if Wisconsin makes a state emergency declaration, that doesn't necessarily mean FEMA will provide federal support. To receive federal aid once a state declaration is made, damage must exceed a certain threshold to qualify. Jeff Fleming, a spokesman for the Milwaukee mayor's office, told the Journal Sentinel city officials talked to the governor's staff Aug. 10 about advancing an emergency declaration and that a formal declaration for a state emergency delcaration from Milwaukee County is likely to come soon. A spokesman for Crowley did not immediately respond to the Journal Sentinel. Much of that has unraveled since as exports declined after President Trump's tariff announcements in early April. The outlook for the future has grown more pessimistic. The Trump administration at the end of July said it would impose a 39% tariff rate on most Swiss imports, making Switzerland a rare country to be threatened with higher levies than originally announced. That tariff rate, one of the highest in the world, would cut the Alpine nation's GDP by about 0.5% over the next year, according to Goldman Sachs analysis. Industry association Swissmem called the outcome a 'horror scenario' and that it could cost Switzerland tens of thousands of jobs. However, there remain questions about the level of pharmaceutical tariffs yet to be decided by the U.S. In addition to pharmaceutical majors Roche and Novartis, Switzerland is also home to famed luxury watchmakers and the consumer-goods giant Nestle. 'The economy is likely to expand only slowly the next couple of quarters as high U.S. tariffs and elevated business uncertainty weigh on exports and investment,' Adrian Prettejohn, Europe economist at Capital Economics said in a note to clients. Alongside near-zero inflation, that will likely persuade the Swiss National Bank to cut its key rate below zero later this year, he added. The interest rate was last below zero for around eight years until 2022. The central bank has reduced its main interest rate to zero as it attempts to curtail the appreciating franc, which makes Swiss exports even less attractive. The franc has risen this year as investors flocked to the safe-haven currency amid choppy geopolitical waters. As natural disasters grow stronger and more frequent, data from the Federal Emergency Management Agency shows that the average property damage from fires and severe storms is trending upward in many parts of the country, potentially costing homeowners more to recover. When the president declares an emergency, FEMA inspectors may assess the total amount of damage to individual homes, then give the homeowners a limited amount of aid to supplement insurance coverage and out-of-pocket spending. Data from 20 years of such assessments suggests that damage from fires, hurricanes and severe storms is increasing in the West and the South. From 2006 through 2015, three fire-related emergency disasters led to property damage inspections in the Western states — all in California. Adjusted for inflation, the average amount of property damage assessed during that period was $124,000. In the decade since, 16 fire disasters in the West led to inspections, with damages averaging $143,000 per eligible claim, a 15 percent increase. In the South, severe storms have been causing more expensive damage to homes. The average assessment between 2006 and 2015 was nearly $8,500, adjusted for inflation. Since then, the average assessment has been $9,200. The past six years have had some of the highest averages of the past two decades, data shows. Extreme weather events are becoming more frequent and severe as the planet heats up, although not all disasters are linked to climate change. Human activities and pollution are driving factors, experts warn. Homeowners in areas with frequent natural disasters also have to shell out more for insurance protection. A study by the National Bureau of Economic Research found that from 2020 to 2023 an increase in an area's disaster risk correlated with a $500 increase in insurance premiums. 'By 2053, we estimate that climate-exposed homeowners will be paying $700 higher annual premiums due to increasing wildfire and hurricane risk,' the researchers concluded. While higher rates are unwelcome, they're preferable to no coverage at all. Unfortunately, in vulnerable areas insurers are often not renewing policies, which are needed not just to rebuild, but also to obtain a mortgage in the first place.
