Closure of route 30 mins before stampede prevented bigger tragedy: Officer
Devotees who were already on the staircase route to the popular hilltop temple in Haridwar before the route could be shut, however, encountered a stampede that killed six people and left 28 injured, after a rumour of an electric current leak triggered panic.
'In view of the heavy crowd, people were stopped from going on the staircase route half an hour before the incident in the morning. If the staircase route had not been closed, the tragedy could have been bigger," Haridwar Kotwali in-charge Ritesh Shah said.
Search operation continued to find any victims hidden among the bushes and a ditch along the route where the stampede occurred. The roads and bushes on the surrounding hills were being scoured by the SDRF personnel as a precautionary measure, he said.
The administration fears that some people might have fallen into the ditch and could be hidden by the bushes after the stampede.
The road leading to the temple has been closed for the time being. The temple, which was closed following the stampede reopened at 4 pm, Shah said.
The road where the stampede occurred is the oldest route to the temple meant for pedestrians. One has to climb about 700 steps to reach the temple that sits at a height of more than 500 feet.
After the stampede, a rescue operation was carried out and after all the injured and the dead were taken to the hospital, and the road towards the hill was covered with tarpaulins, the official said.
Only one-way traffic is allowed on the road, which comes under Raja Ji National Park, when the crowd increases, said the park's warden, Ajay Kumar. He said the rush of devotees suddenly increased on Sunday causing the stampede.
Survivors and locals blamed excess crowd and the narrow passage for the stampede.
Locals also said huge crowd should have been expected in the month of Sawan on a Sunday and if the administration had been more cautious, the tragedy could have been avoided.
A magisterial probe has been ordered into the incident. The Haridwar ADM will conduct the probe and submit his report within 15 days with recommendations on how to prevent recurrence of such incidents in future, Haridwar District Magistrate Mayur Dikshit said.

"By providing a confidential space for children to report their problems, we hope to identify those who are suffering in silence and provide them with the necessary protection and support," Sivankutty added. According to a PTI report, the Delhi consumer forum said Indigo Airlines provided a woman with an "unhygienic" and stained seat, and hence, was directed to pay ₹ 1.5 lakh compensation for the discomfort, pain, and mental agony she suffered. The direction was issued when the New Delhi District Consumer Disputes Redressal Commission was hearing one Pinki's complaint. In her complaint, she alleged that she was provided with an "unhygienic, dirty, and stained" seat while travelling from Baku to New Delhi on January 2 this year. Pinki alleged that her complaint regarding the issue was treated in a "dismissive and insensitive manner". IndiGo countered the claim and reportedly said that they took cognisance of Pinki's issue and assigned her a different seat, on which she willingly travelled and completed her journey to New Delhi. Noting the evidence before it, the forum, in an order dated July 9, said, "We hold that the opposite party [Indigo] was guilty of deficiency in service." "As regards the discomfort and pain, mental agony suffered by her, we are of the view that she must be compensated. We accordingly direct the opposite party to pay ₹ 1.5 lakh as compensation for mental agony, physical pain and harassment to her," the forum was quoted by PTI as saying. It also directed payment of ₹ 25,000 as litigation expenses. In its order, the forum said that the airlines had failed to produce the Situation Data Display (SDD) report, which formed a part of its internal operational records as per standard aviation protocols. It said, "There is no reference to this report in the written statement or in the evidence filed by the opposite party. The SDD is a crucial document used for flight operation monitoring and to record passenger-related incidents. The absence of this document significantly weakens the opposite party's defence."

After murdering his family, Kumar fled and police began the search. Upon checking the CCTV footage and surveillance, he was located in Mukund Vihar and arrested.
