SC says no coercive action against 10-year-old diesel and 15-year-old petrol vehicles in Delhi-NCR, seeks Centre's response on ban review
Synopsis The Supreme Court provided relief to owners of older vehicles in Delhi-NCR. It paused coercive action against 10-year-old diesel and 15-year-old petrol vehicles. The court is reviewing a petition by the Delhi government to lift the ban on these vehicles. The government argues the ban lacks scientific basis. It highlights the effectiveness of BS VI emission norms. No coercive action should be taken against owners of 10-year-old diesel vehicles and 15-year-old petrol vehicles in Delhi-National Capital Region, the Supreme Court said, giving a breather to such owners.
ADVERTISEMENT A three-judge bench comprising Chief Justice BR Gavai and Justices Vinod K Chandran and NV Anjaria also sought response from the Centre and others on the Delhi government's application seeking lifting of ban on 10-year-old diesel vehicles and 15-year-old petrol vehicles in Delhi National Capital Region.
While challenging the blanket ban on such vehicles, the Delhi government said that the restrictions lacked scientific backing and a blanket age-based ban is outdated, pointing to Bharat Stage VI (BS VI) emission norms introduced in April 2020, which cut particulate matter emissions by up to 80% and nitrogen oxides by 70% compared to BS IV vehicles.
It separately also sought review of the SC's 2018 order that banned 10-year-old diesel and 15-year-old petrol vehicles in Delhi-NCR. 'If the 2018 order continues, roadworthy, non-polluting BS-VI vehicles may be forced off the roads in a few years without scientific justification," the application stated.Terming the ban as arbitrary, Solicitor General Tushar Mehta, appearing for Delhi government, said that the ban on these vehicles need to be stayed as the police authorities will be under the obligation to start seizure of the vehicles.He said that those who owned vehicles for personal use were required to sell them after their required time, but the same vehicle used for commercial activity could continue even after 10 and 15 years for diesel and petrol vehicles, respectively.

The Delhi government in its review petition also stated that a comprehensive policy was required to tackle pollution in Delhi NCR, which gives vehicle fitness based on actual emission levels of individual vehicles as per scientific method, rather than a blanket ban on overage vehicles. It sought a comprehensive study by the central government and the Commission for Air Quality Management in the National Capital Region and adjoining areas to assess the actual environmental benefits of age-based restrictions versus emission-based criteria.It also highlighted that other major pollution sources, like stubble burning, construction dust, and industrial emissions, also need to be considered.
ADVERTISEMENT In 2015, the National Green Tribunal had directed that older vehicles should no longer be allowed to ply in Delhi National Capital Region. In 2018, the apex court upheld the tribunal's order. Thereafter, in July, the Delhi government came with a directive that end-of-life vehicles will not be supplied fuel at petroleum outlets. However, the direction was put on hold after a public backlash.

PM Modi to inaugurate Rs 11,000 crore highway projects in Delhi tomorrow
New Delhi: Prime Minister Narendra Modi is set to inaugurate two major National Highway projects in the national capital on Sunday, that will help in easing congestion on the roads and also add to smooth and better connectivity in Delhi-NCR region. The two projects, having an estimated cost of nearly Rs 11,000 crore, will be launched by the Prime Minister at around 12.30 p.m. in Rohini, following which he will also address the public gathering. The projects, Delhi section of the Dwarka Expressway and Urban Extension Road-II (UER-II), are part of the government's comprehensive plan to decongest the capital, improve connectivity, cut travel time, and reduce traffic in Delhi and its surrounding areas. The 10.1 km long Delhi section of Dwarka Expressway has been developed at a cost of around Rs 5,360 crore. The section will also provide multi-modal connectivity to Yashobhoomi, DMRC Blue line and Orange line, the upcoming Bijwasan railway station and the Dwarka cluster Bus Depot. Out of the 10 km long stretch, 5.9 km will be from Shiv Murti intersection to Dwarka Sector-21, while 4.2 km will connect Dwarka Sector-21 to the Delhi-Haryana Border. PM Modi had inaugurated the 19 km-long Haryana section of the Dwarka Expressway in March 2024. The second project to be opened for public is the Alipur to Dichaon Kalan stretch of Urban Extension Road-II (UER-II) along with new links to Bahadurgarh and Sonipat, built at a cost of around Rs 5,580 crore. It is expected to ease traffic on Delhi's Inner and Outer Ring Roads and busy points like Mukarba Chowk, Dhaula Kuan, and NH-09. It will provide direct access to Bahadurgarh and Sonipat, reducing traffic snarls, speeding up goods movement in the NCR, and eventually contributing to seamless industrial connectivity. These initiatives reinforce the Centre's vision of creating world-class infrastructure in the capital that enhances ease of living and ensures seamless mobility.

The PDP leader said that the people of J&K gave Abdullah a historic mandate to fight for Article 370 and statehood, not to stage political theatre. Remove Ads Prime Minister Modi's announcement of sweeping GST reforms has received significant praise from the industry and business Modi, in his address to the nation, announced that the government will revisit the provisions of GST and reform the PM's speech, government sources said that the Centre has proposed to scrap the current slab of 12 per cent and 28 per cent of GST rates and keep only 5 per cent and 18 per cent GST further added that as part of the initiative, 99 per cent of the 12 per cent slab is proposed to move to the 5 per cent slab, and 90 per cent of the items in the 28 per cent slab are proposed to move to the 18 per cent of India Cellular & Electronics Association (ICEA) Pankaj Mohindroo said, "GST was an extraordinary reform and it was committed that GST would not increase tax on he general public but it has gone up in some pockets like mobile phones and electronics. The overall rationalisation into fewer slabs is very much on the cards because we have to prepare for Viksit Bharat @ 2047... GST reforms will put more money in the pocket of consumers and it will stimulate demand and it will be good for the industry and the consumers."Economist Ved Jain said, "The Prime Minister's announcement was basically that it has been eight years since GST was introduced and we have experience, collections have improved, AI is being used to carry out data analysis... Since we transitioned from VAT to GST, the government was unsure how it would turn out and the collections that would be made, so the government decided to go with four tax slabs- 6%, 12%, 18%, and 28%. After eight years, the number of tax rates must be reduced and there are likely to be two tax rates now- a standard rate between 12-18%, a merit rate, and a demerit rate... There is a structural reform that is required, given our experience."Ranjeet Mehta, CEO & Secretary General, PHDCCI, said that the GST reforms by October are going to benefit the country in the coming move to cut GST on daily-use items and simplify tax slabs will greatly benefit small traders, MSMEs, and the retail sector, while giving a big push to the economy ahead of the festive season, said BJP MP and Secretary General of the Confederation of All India Traders ( CAIT), Praveen Khandelwal, reacting to the announcement.
