From voting queues to job quotas, are Bihar's women really empowered?

India Today09-07-2025
As elections approach in Bihar, the state government is turning its focus towards women, a vote bank that has increasingly become very important in the last few years. Yesterday, Chief Minister Nitish Kumar announced a 35 per cent reservation for women in government jobs.Women's importance in electionsOver the past decade, female voter turnout has consistently exceeded male turnout in Bihar. In the 2020 Assembly elections, turnout among women stood at 59.7 per cent, compared with 54.6 per cent among men, marking the third consecutive poll where women led the numbers.advertisementSimilarly, in the 2019 Lok Sabha election, around 59.9 per cent of the female electorate participated, compared to about 55.3 per cent for men. More recently, in the 2024 Lok Sabha elections, women again outvoted men, 59.45 per cent against 53 per cent.Bihar's Sex Ratio
At the demographic level, Bihar has shown gradual improvement. According to a March NITI Aayog report titled Macro and Fiscal Landscape of the State of Bihar, the sex ratio at birth in Bihar was 933 females per 1,000 males as per the 2011 Census, notably higher than the national average of 914.Women's workforceWhile reservations for women is a good move, the question is: how are women actually performing in Bihar's workforce? The female labour force participation rate in Bihar has increased significantly in recent years. According to the Periodic Labour Force Survey, the rate among women aged 15 and above was just 4.1 per cent in 2017–18, one of the lowest in India. By 2022–23, it had jumped to 22.4 per cent, and in the latest 2023–24 round, it stood at 30.5 per cent, a seven-fold rise in six years. But the story doesn't end here. The type of work women do has also changed. In 2017–18, Bihar's female workers were split fairly evenly between self-employment, salaried jobs, and casual labour. But by 2023–24, over 83 per cent of women were self-employed, while only 4.8 per cent had regular wage jobs, and 11.7 per cent were casual workers. However, women in Bihar continue to face a big pay gap compared to men.Wage gapDespite increasing participation in the workforce, women in Bihar continue to earn significantly less than men. According to the Bihar Economic Survey 2023–24, self-employed rural women earn just Rs 4,434 per month on average, while men in the same category earn over Rs 10,000. The gap is even wider in urban self-employment, where women earn Rs 8,342, compared to Rs 18,583 earned by men, a difference of more than Rs 10,000.While the disparity is smaller in regular salaried jobs in urban areas, with women earning Rs 22,394 compared to men's Rs 23,869. But this gap remains more pronounced in rural salaried employment. There, men earn Rs 18,504 per month, while women earn Rs 14,848, resulting in a monthly gap of Rs 3,656.- EndsTune InTrending Reel

Export of mobile phones jumps 127 times in a decade: Govt

New Delhi: India has witnessed a phenomenal surge in mobile phone exports, which have risen 127 times in the last decade from just Rs 0.01 lakh crore in 2014-15 to Rs 2 lakh crore in 2024-25, the Parliament was informed on Wednesday. Officials credited this remarkable growth to the reforms and policy measures introduced under Prime Minister Narendra Modi's 'Make in India' and 'Atmanirbhar Bharat' vision, which transformed India into a global hub for electronics manufacturing. The production of mobile phones has jumped from Rs 0.18 lakh crore in 2014-15 to Rs 5.5 lakh crore in 2024-25 -- marking a 28-fold increase, Minister of State for Electronics and Information Technology Jitin Prasada said in a written reply to a question in the Lok Sabha. During the same period, the number of mobile manufacturing units expanded from just two in 2014 to over 300 in 2025, a rise of 150 times. As a result, India, once dependent on imports to meet nearly three-fourths of its mobile phone demand, now imports a negligible 0.02 per cent of the total units sold. Overall electronics production has also grown six times in the last decade, from Rs 1.9 lakh crore to Rs 11.3 lakh crore, while exports of electronic goods have surged eight times to Rs 3.3 lakh crore in 2024-25. The government attributed this turnaround to flagship schemes like the Production Linked Incentive (PLI) for large-scale electronics and IT hardware, the Electronics Manufacturing Clusters (EMC and EMC 2.0), the Scheme for Promotion of Manufacturing of Electronic Components and Semiconductors (SPECS), and the Public Procurement (Preference to Make in India) Order 2017. These initiatives have generated an estimated 25 lakh direct and indirect jobs in the electronics sector across India. Maharashtra alone hosts 85 supported manufacturing units, two common facility centres and one electronics manufacturing cluster under the Ministry's schemes. The government also highlighted the role of Digital India and Skill India programmes in equipping youth with digital skills. In Maharashtra, over 53 lakh people have been trained under Pradhan Mantri Gramin Digital Saksharta Abhiyan (PMGDISHA), including nearly 6 lakh from Scheduled Tribes, while initiatives like FutureSkills PRIME and drone technology training programmes have further expanded employability opportunities.

Centre introduces bills for removal of PM, CMs and ministers held on serious criminal charges

Union Home Minister Amit Shah on Wednesday introduced three bills in the Lok Sabha that propose the automatic removal of the prime minister, chief ministers and ministers who are 'arrested and detained in custody on account of serious criminal charges'. The three bills are the Constitution 130th Amendment Bill, the Jammu and Kashmir Reorganization Amendment Bill and the Government of Union Territories Amendment Bill. The bills allow for the removal of the prime minister, and chief ministers and ministers of Union Territories or states arrested for 30 consecutive days on the charges of committing an offence punishable with imprisonment for five years or more, The Hindu reported. The removal would come into effect from the 31st day of their arrest and detention, as per the bills. The arrested minister could be reinstated once they are released from custody. Shah said that he will request the bills to be sent to a joint parliamentary committee for scrutiny. The committee has MPs from all parties. On Tuesday, Shah had indicated to the Lok Sabha Secretariat that the bills would be passed in the ongoing Monsoon Session of Parliament, The Hindu reported. The statement of objects and reasons of the Constitution 130th Amendment Bill submitted by Shah was circulated among Lok Sabha MPs on Tuesday, the newspaper reported. It said that elected representatives represent hopes and aspirations of the residents, adding that it is expected that they rise above political interests and act only in public interest. 'It is expected that the character and conduct of ministers holding the office should be beyond any ray of suspicion,' The Hindu quoted the statement of objects and reasons as saying. A minister facing allegations of serious criminal offences, who has been arrested, 'may thwart or hinder the canons of constitutional morality and principles of good governance and eventually diminish the constitutional trust reposed' by the public in him or her, it added. The statement of objects and reasons said that currently there is no constitutional provision to remove a minister who has been arrested on account of serious criminal charges. Therefore, there is a need to amend Article 75, Article 164 and Article 239AA of the Constitution to provide a legal framework for the removal in such cases. Article 75 of the Constitution outlines the provisions related to the prime minister and the Council of Ministers. Article 164 lists provisions related to the appointment and functioning of the Council of Ministers in a state. Article 239AA relates to the special provisions for the National Capital Territory of Delhi. The Jammu and Kashmir Reorganization Amendment Bill and the Government of Union Territories Amendment Bill lay out the process of removal of the chief minister and ministers in Jammu and Kashmir, and Puducherry.

‘Super emergency, Hitlerian assault on Indian democracy': Mamata slams 130th Constitutional Amendment Bill

West Bengal Chief Minister and Trinamool Congress supremo Mamata Banerjee on Wednesday condemned the 130th Constitutional Amendment Bill, labelling it 'as something more than a super-Emergency' and a 'Hitlerian assault on the very soul of Indian democracy'. Union Home Minister Amit Shah introduced in the Lok Sabha on Wednesday the Constitution (130th Amendment) Bill, 2025, which seeks to remove any central or state minister who faces allegations of corruption or serious offences and has been detained for at least 30 days. The Bill will amend Article 75 of the Constitution, which primarily deals with the appointment and responsibilities of the Council of Ministers, including the Prime Minister. 'I condemn the 130th Constitutional Amendment Bill, proposed to be tabled by the Government of India today. I condemn it as a step towards something that is more than a super-Emergency, a step to end the democratic era of India forever. This draconian step comes as a death knell for democracy and federalism in India,' Mamata Banerjee posted on X. 'To suppress the voting rights of the Indian citizens in the name of Special Intensive Revision (SIR), this is another super-draconian step by the Centre now,' she said. 'This Bill now wants to finish the Independence of our Judiciary. What we are witnessing is unprecedented – the Bill is nothing short of a Hitlerian assault on the very soul of Indian democracy. The Bill seeks to strip the judiciary of its Constitutional role – to take away the power of Courts to adjudicate on matters that lie at the very heart of justice and federal balance,' she stated. 'This is not reform. This is regression… This is how authoritarian regimes, even fascist ones in history, consolidated power. It reeks of the very mindset that the world once condemned in the darkest chapters of the 20th century,' Banerjee added. The Chief Minister further wrote, 'To weaken the Courts is to weaken the people. To deny them the right to seek justice is to deny them democracy itself. The Bill strikes at the basic structure of the Constitution – federalism, separation of powers, and judicial review – principles that even Parliament cannot override. If allowed to pass, it will be a death warrant for Constitutional governance in India,' she wrote, 'We must resist this dangerous overreach.' 'The Bill seeks to empower the Union to intrude upon the mandate of the people, handing sweeping powers to unelected authorities (ED, CBI – whom the Supreme Court has described as 'caged parrots') to interfere in the functioning of elected State governments. It is a step to empower the Prime Minister and the Union Home Minister in a sinister manner at the expense of the basic principles of our Constitution,' wrote Banerjee. 'The Bill must be resisted at any cost! Democracy must be saved at this moment! The people will not forgive any attempt to take away their Courts, their rights, and their democracy,' she added. Notably, a number of West Bengal cabinet ministers, including former education and industries minister Partha Chatterjee (in the school jobs scam) and Jyotipriyo Mullick, former food minister (in the ration scam), were arrested by central agencies and jailed for a prolonged period of time.
