BJP-ruled Municipal Corporation of Delhi (MCD) has granted anticipatory approval to appoint a new expert agency for the transportation and collection of solid waste, horticultural waste, desilted waste, and the storage of hazardous waste in the Central Zone-potentially for a period of seven years.Sources indicate that the decision was prompted by criticism over delays in presenting urgent proposals-particularly those related to sanitation-in earlier standing committee meetings.A proposal for door-to-door garbage collection in the Central Zone had been pending for over two and a half years. The outgoing standing committee of the erstwhile South Corporation had flagged the issue as a priority in March 2022, just before the MCD reunification. However, no significant progress was made. The existing concessionaire was granted at least three extensions. In the West Zone, the current contract is set to expire on June 30.Residents of both zones have consistently raised concerns over poor sanitation services, citing irregular road sweeping and garbage collection in residential areas. Councillors complained during a House meeting that the existing concessionaires were mainly focused on tasks defined in outdated contracts."Now that anticipatory approval has been granted, the proposal will be formally presented in the next standing committee meeting. Meanwhile, the new agency can begin preparing its equipment and logistics," said an MCD official.Last month, opposition parties in the MCD urged the ruling BJP to expedite the tabling of key proposals in the standing committee, especially those concerning waste management and essential civic services. The Indraprastha Vikas Party also appealed to Delhi mayor Raja Iqbal Singh and Standing Committee chairperson Satya Sharma to prioritise pending sanitation projects.Leader of the Opposition and AAP councillor Ankush Narang questioned the delay in moving critical sanitation proposals forward. "In the Central, West, and South Zones, the situation is deteriorating. There are not enough vehicles or tippers available to manage waste collection," he said.In its first standing committee meeting held last Friday-following the election of the chairperson on June 12-only 25 out of 102 proposals were approved. Most of those cleared pertained to layout plans for government infrastructure projects.

Cutting across political divide, there is some concern about the impact of Non Resident Bihari voters getting weeded out. ' Naukri, Rozgar, Kushal Bihar – Fir ek baar NDA sarkar" – Posters with these slogans came up outside the JDU office in Patna on Tuesday. Ordinarily, it would seem like an NDA poll pitch with the top two faces of the two alliance partners adorning the walls. But political history watchers were smiling. Exactly 15 years ago, similar pictures of then Gujarat chief minister Narendra Modi and Bihar Chief Minister Nitish Kumar had sprung up across Patna. It was on the eve of BJP National executive and soon after Gujarat had donated Rs 5 crore to Bihar for flood relief. The giant hoardings and the newspaper ads showing Modi and Nitish hand in hand, smiling, reportedly riled the Bihar CM so much that the alliance was ruptured. Nitish Kumar, as per his aides, saw the ads as an attempt to show Bihar and his governance in poor light. Much water has flown down the Ganga since then. Nitish has come back to the NDA fold and promised PM Modi from electoral rally stage never to sever ties again. The latest posters at JDU office is further acknowledgement that if BJP needs Nitish as the face of susashan (good governance) to keep away 'jungle raj", Nitish needs Modi more to keep an aggressive RJD away. Opposition is taking pot-shots at JDU, making references to Nitish Kumar's health. Their charge – BJP will finish JDU as the latter flounders to find a successor for Nitish. The poster is one more weapon in their 'JDU will be over' arsenal. Jungle Raj Banenge, kyun nahi banenge, (I will become CM, why not)" is his reply when media interviewers ask the mandatory 'Are we speaking to the next CM" question. He is on a yatra, press conference, interview giving spree. Taking the jungle raj charge head on, the youngest son of Lalu Prasad asks, 'I was Deputy Chief Minister for 18 months — did people stop stepping out of their homes?" Electoral roll SIR The X Factor The Election Commission's Special Intensive Revision, however, could prove to be the X-factor in the run up to the polls. RJD feels that the exercise is only targeting localities which are known to be their stronghold. But cutting across political divide, there is some concern about the impact of Non Resident Bihari voters getting weeded out. The EC estimates 10 per cent of those in Bihar voter list, do not live in the state. CEC Gyanesh Kumar says law does not make any special provision for such cases. He says only ordinary residents can vote. If indeed SIR disallows the migrant Bihari from voting, the impact may not be on the vote bank of any one party.

Centre has allocated ₹79,000 crore for tribal welfare: Minister Jual Oram
Union Minister for Tribal Affairs Jual Oram said on Thursday that the Centre has set aside ₹79,000 crore to provide houses, roads, health facilities and water to tribal areas across the country. Participating in an awareness programme under the Dharti Aaba Janabhagidari Abhiyan at Sanguem in South Goa, he said that the earlier Congress government never recognised that the problems faced by the tribal communities could be different from the other sections of society. Goa Chief Minister Pramod Sawant, Assembly Speaker Ramesh Tawadkar and State Social Welfare Minister Subhash Phal Desai also attended the event. It was only after the BJP came to power (in 2014) that a separate ministry was created for tribal welfare with a sizable budget, said the 64-year-old tribal leader from Odisha. He said that the initial budget for the ministry was ₹8,000 crore. Sometimes, I have sleepless nights. We have a huge budget of ₹79,000 crore. This budget has to be utilised by the state governments for the welfare of tribal communities in their respective states, he said. The Dharti Aaba Janjatiya Gram Utkarsh Abhiyan (also referred to as Pradhan Mantri Dharati Aaba Abhiyan) was launched on October 2, 2024, marking the 150th birth anniveary of tribal freedom fighter Bi₹a Munda. It aims to comprehensively uplift tribal villages across India. The minister said that the scheme has been allocated the funds, covering 17 ministries that will work together to develop tribal villages. PM Awas Yojana (for homes) would be fully saturated, while a rural road network of 25,000 km will be constructed. Every tribal village will be connected with tap water under the Nal Se Jal' programme, he said. Oram said that network connectivity and mobile medical units will be launched in tribal villages. These units will also have the equipment to detect cancer and other diseases. These mobile medical units will be parked at weekly markets where they will screen people, he said. Under the central scheme, he said, funds can be allotted to state tribal corporations and tribal finance corporations that can provide scholarships to tribal students and expedite cases concerning the Forest Rights Act. He congratulated CM Sawant for retaining the tribal welfare ministry with him. Usually, a CM does not keep the tribal welfare ministry, said the Union minister. This shows how much he is concerned for the tribals, he said. CM Sawant said it is in the BJP's DNA to work for the welfare of tribals. He said that though he has no blood relations with the tribals, he has an emotional and social bond with the community. Sawant said that the state government has worked towards the welfare of tribals over the past three yea₹. He said a Tribal Research Centre has been established to understand the problems of this community. They will study health-related issues and also understand the tribal culture, he said. Sawant said that the state is working towards establishing a tribal museum. The tribal Kunbi saree is being promoted by my government, and I'm proud of it, he said. A Kunbi village will be set up at Sanguem at a cost of ₹10 crore in the next three months, he added.

CM Fadnavis Should Apologise: MVA After SIT Clears Aaditya Thackeray In Disha Salian Case
New Delhi: Leaders of the Maha Vikas Aghadi (MVA) on Wednesday strongly criticised the ruling Mahayuti alliance and called for an apology from Maharashtra Chief Minister Devendra Fadnavis following a Special Investigation Team's (SIT) submission to the Bombay High Court stating there was no foul play in the death of Disha Salian, the former manager of late actor Sushant Singh Rajput. Shiv Sena (UBT) MP Sanjay Raut accused the Bharatiya Janata Party (BJP) of maligning Aaditya Thackeray with baseless allegations linking him to Salian's death. Speaking to ANI, Raut said, 'Devendra Fadnavis must apologise. 'They levelled baseless allegations against Aaditya Thackeray and played dirty politics over the death of a woman,' Khadse told ANI. Earlier, Mumbai Police told ANI, "So far, the findings of the SIT pertaining to the circumstances that caused deceased Disha Salian's death are coherent with the findings of the earlier investigation officer of the said case. However, further investigation is still being carried out by the SIT." Disha Salian died on June 8, 2020, after falling from the 14th floor of a residential building in Mumbai's Malad area. Her death had sparked widespread conspiracy theories and political disputes within Maharashtra. Salian's father, Satish Salian, has repeatedly claimed that his daughter was gangraped and murdered. However, the Mumbai Police's affidavit submitted to the Bombay High Court rejected these claims, stating there was no evidence of sexual or physical assault. The police affidavit, filed by Senior Inspector Shailendra Nagarkar of Malvani Police Station, indicated that Salian died by suicide, jumping from her apartment window of her own volition. It cited that she was under 'tremendous mental stress' due to family disputes and failed business ventures, and was inebriated at the time of her death. Her fiancé, who was present on the night of the incident, also ruled out any foul play. In March, Satish Salian approached the Bombay High Court seeking a Central Bureau of Investigation (CBI) probe and a First Information Report (FIR) against Aaditya Thackeray. Subsequently, BJP MLA Nitesh Rane demanded Thackeray's resignation and criminal action against him. Aaditya Thackeray has challenged the petition, terming it 'false, frivolous, and motivated' and has sought a hearing before any orders are passed. The Bombay High Court is yet to decide on Satish Salian's plea for a CBI investigation.
