‘PDA' politics at play—Why Akhilesh expelled only three of eight ‘rebel' SP MLAs

In February 2024, the trio along with MLAs Rakesh Pandey, Vinod Chaturvedi, Pooja Pal, Ashutosh Maurya voted in favour of the BJP and NDA-backed candidates. They were also photographed on the UP Assembly premises with BJP candidate Sanjay Seth and other senior BJP leaders. Another legislator Maharaji Prajapati—the wife of SP leader Gayatri Prajapati—had abstained from voting.
The action against Abhay Singh (Gosaiganj), Rakesh Pratap Singh (Gauriganj), and Manoj Pandey (Unchahar) comes nearly 16 months after a group of Samajwadi Party MLAs revolted during the Rajya Sabha elections.
Lucknow: The Samajwadi Party (SP) Monday expelled three MLAs for alleged anti-party conduct, accusing them of violating the party's core principles and promoting divisive politics.
What has caught the attention of political observers is the caste of the three expelled MLAs as none of them are from the PDA (Pichhda, Dalit, Alpsankhyak) sections. The Print has learnt that the Samajwadi Party's decision to expel only three out of the eight rebel MLAs is a part of its broader political strategy.
SP chief Akhilesh Yadav coined the term 'PDA' during the 2022 Uttar Pradesh polls for 'pichhda' (backwards), Dalits and 'alpsankhyak' (minorities). In fact, this strategy had halved the BJP's Lok Sabha tally in Uttar Pradesh to bring it down to 33 seats and led to the SP's emergence as the single largest party with 37 seats.
According to a senior SP functionary, the decision to expel Manoj Pandey, Abhay Singh, and Rakesh Pratap Singh was based on three key reasons. 'First, these three (leaders) consistently made statements that went against the party line, especially targeting our PDA narrative. Second, our internal inquiry revealed that they not only cross-voted during the Rajya Sabha elections but also actively tried to influence other MLAs to do the same,' the functionary said.
Third, and most importantly, the action was taken as the trio was considered close to Akhilesh.
'Their betrayal has deeply hurt the leadership. Manoj Pandey, in particular, held the crucial position of chief whip in the Assembly, yet he chose to go against the party—something that has left the top leadership feeling deeply let down. Both Abhay Singh and Rakesh Pratap Singh were also in the good books of the top leadership. But either due to pressure from the government or maybe the caste factor as the Thakurs are aligning with Yogi Adityanath, they rebelled.' the functionary explained
Three of the remaining MLAs( Maurya, Pal and Prajapati) are OBCs and the party was not inclined to take any action against them, the SP insider said, adding that Vinod Chaturvedi and Rakesh Pandey were 'under observation'.
The duo would face similar action if they would speak anything against the party leadership, the functionary asserted.

The action, according to the SP's official statement, against the trio was taken due to their conduct against party discipline and their support for policies considered harmful to various sections of society, particularly to PDA (Pichhda, Dalit and Alpsankhyak).
There will be no place in the party for 'anti-people' people and activities contrary to the basic idea of the party will always be considered unforgivable in future, it asserted.
Later, MLA Manoj Pandey told the media that he had officially joined the BJP on 18 June, 2024, in Raebareli in the presence of Home Minister Amit Shah. 'So, whether the Samajwadi Party expels me or not makes no difference. India is a nation rooted in Sanatana Dharma, and we cannot remain in a party where activities repeatedly go against those values. That is why we chose to part ways,' he contended.
The party is closely monitoring the actions of all rebel leaders, SP spokesperson Udaiveer Singh told ThePrint.
'We all know who have cross-voted and are involved in anti-party activities. At an appropriate time, we will make necessary decisions. For now, we have found three MLAs guilty of more serious violations, and action has been taken against them accordingly,' Singh added.

The Shiromani Akali Dal (SAD), once a strong political force in Ludhiana West, faced a major blow in the recent by-election as its candidate Parupkar Singh Ghuman could manage to pull only 8,203 votes, securing a mere 9.1% of the vote share and losing his security deposit. Observers point out that SAD's traditional methods are failing to connect with today's urban and young voters. (HT Photo) The constituency, historically significant for SAD, was earlier won by the party during its alliance with the BJP. In 2007, SAD's Harish Rai Dhanda had won from the seat and was later appointed chief parliamentary secretary. Later, senior Akali leader Maheshinder Singh Grewal, a former cabinet minister, also contested from here. Back then, the SAD-BJP combine enjoyed considerable support in Ludhiana's urban belt. This time, however, the picture was starkly different. A total of 90,160 votes were cast in the bypoll, of which AAP's candidate Sanjeev Arora secured 35,179 votes (39.02%), followed by Congress's Bharat Bhushan Ashu with 24,542 votes (27.22%), and BJP's Rajinder Bittu Gupta who polled 20,303 votes (22.54%). SAD's Ghuman stood fourth with only 8203 votes (9.1%). Though SAD's vote share saw a minor rise from 8.58% in 2022 to 9.1% this year, its total votes fell by nearly 2,000, as the overall turnout dropped from over 1.17 lakh votes in 2022 to 90,000 this time. In 2022, Grewal had secured around 10,032 votes, showing that despite a full-fledged campaign, SAD's hold continued to slip. Party president Sukhbir Singh Badal personally led the campaign, staying in the constituency for over 20 days and conducting door-to-door visits, padyatras, and meetings. However, these efforts did not reflect in the poll results. 'This is concerning. We had hoped to rebuild our support base here, but the response was disappointing,' said a senior SAD leader, requesting anonymity. Ghuman, defending the results, stated: 'Our vote percent has been increased from last assembly election as during that time vote has been polled 1,17,000 and now around 90,000 votes have been polled so in that case our votes percentage has been increased. But AAP misused state machinery, distributed materialistic benefits, and even got fake FIRs registered during campaigning days.' Senior Akali leader and MLA Manpreet Singh Ayali, while speaking on the outcome, expressed internal concerns, saying, 'There has been consistent dissent from Sikh voters. According to my survey, around 29% of Ludhiana West's voters are Sikhs, but SAD's central leadership is not addressing the issues affecting them. I have raised this before, but the leadership remains disconnected.' Observers point out that SAD's traditional methods are failing to connect with today's urban and young voters. While the party has roots in rural and religious politics, Ludhiana's fast-changing urban demographic demands modern outreach and clarity on local issues.

BJP fails to replicate Lok Sabha success in Ludhiana West bypoll

The Bharatiya Janata Party (BJP), which secured over 45,000 votes from the Ludhiana West segment in the 2024 Lok Sabha Election, couldn't even hold on to half the votes in the byelection, the results for which were declared on Monday. The party's vote share fell by more than 55% as compared to the 2024 general election. (Gurpreet Singh/HT) The party's candidate Ravneet Bittu scored an impressive 45,424 votes in the Lok Sabha election last June. Congress candidate Amarinder Singh Raja Warring, who had won the Lok Sabha seat, was a distant second in the segment with 30,889 votes. Expecting to translate the performance into a victory in the bypoll, the party fielded heavy weights like Union ministers Hardeep Singh Puri and Anurag Thakur, Delhi CM Rekha Gupta, Haryana CM Nayab Saini and Punjab BJP head Sunil Jakhar in the campaign. Former Gujarat CM Vijay Rupani, who died in the Air India crash in Ahmedabad on June 12, had camped in Ludhiana and planned the campaign. Despite all this, party candidate Jiwan Gupta could secure only 20,323 votes, finishing third. BJP district president Rajnish Dhiman attributed the relatively poor performance to two factors. First, he claimed, was the Aam Aadmi Party (AAP) led state government throwing all its weight in the bypoll. It is being speculated that the bypoll was of critical importance to the AAP as it plans to send party supremo Arvind Kejriwal to Rajya Sabha by freeing the seat occupied by Sanjeev Arora, who has now been elected the new MLA from Ludhiana West. Kejriwal is expected to be nominated to Rajya Sabha from Punjab as Arora resigns from his seat. Second, the local BJP leader argued there was a difference in the nature of the elections. 'The Lok Sabha poll were fought on national agenda with issues like the Ram Mandir at the heart of the campaign led by Prime Minister Narendra Modi,' he said. He argued that it was those national issues and Narendra Modi as the PM which had driven the party's domineering performance in the segment in the Lok Sabha elections. The bypoll, he claimed, was 'too local' in comparison to Lok Sabha to be comparable. While accepting the people's decision, BJP candidate Jiwan Gupta also took pot shots at the state government and alleged that it 'abused' the administrative system to win the bypoll. He pointed out that while at some polling booths the turnout was very low and at others clocked 65%-70% votes. 'At one booth only 465 votes were cast, and 412 of these went to AAP,' he said, alleging discrepancy.
