SMEs' growth absent in Budget 3.0. Here's what entrepreneurs expected

'If SMEs are the future of work and wealth in South Africa, then we need a budget that treats them as central to recovery, not peripheral to macroeconomic stability.'
Finance Minister Enoch Godongwana delivered the third budget on Wednesday for the current financial year, which may have calmed the country's political landscape and ensured fiscal continuity.
However, Shawn Theunissen, founder of Entrepreneurship To The Point (eTTP) and Property Point, says the budget failed to deliver what South Africa really needs: a bold pivot toward inclusive economic transformation driven by small and medium enterprises (SMEs).
'Budget 3.0 offers fiscal discipline, but not bold economic inclusion. Small businesses remain on the sidelines, waiting for support to reach them. The continued absence of direct, scalable SME-focused policies risks deepening inequality, slowing recovery, and failing to unlock entrepreneurial potential.'

No enterprise funding in the Budget
After the value-added tax (VAT) was rejected in the first two budgets, Godongwana had to find a way to compensate for the shortfall that the VAT hike was going to provide. That came at the expense of the government and businesses.
He announced that additional government spending will be cut by R68 million, and this is primarily aimed at provisional allocations that have not yet been assigned to votes.
However, his mention of benefits to small businesses was absent. The third version of the budget made no mention of new tax relief, grants, or enterprise funding targeting SMEs.
At the same time, he announced a fuel levy increase. This increase will raise input and logistics costs, which might force businesses to increase the prices of their services and products.
Small business support absent in the budget
Theunissen said the third budget was an opportunity to fast-track real SME recovery through targeted tax breaks, working capital relief, and formalised access to state-backed funding. 'Instead, we saw continuity with little urgency.'
The revised GDP growth forecast of just 1.4% for 2025 reflects a subdued economic outlook, which offers little stimulus to small enterprises. '
Despite years of commitments, no new mechanisms were introduced to address persistent credit and working capital gaps, and previously announced SME funding remains largely undisbursed.
'It's not just about what's missing in the new budget, it's also about what hasn't been delivered from the last three,' said Theunissen.

Where is support for women and the youth?
He added that the government ignored the many calls for inclusion as the budget did not include any measures to support women- or youth-led enterprises, both of which are disproportionately excluded from procurement, finance, and formal supply chains.
'Budget 3.0 failed to introduce or revitalise entrepreneurship training, innovation incentives, or enterprise support, especially for youth and women. This oversight is short-sighted, as these sectors offer high impact for job creation and inclusive economic growth,' Theunissen added.
He pointed out that SMEs account for 98.5% of all formal businesses in the country, provide more than 60% of private sector employment and contribute more than a third of the country's GDP.
What SMEs expected
He outlined the below as what small businesses in the country expected the budget to include:
Targeted tax relief for small businesses on essential inputs: With rising input costs and shrinking margins, SMEs urgently need targeted tax relief on basic goods and services to remain viable in low-growth conditions. Fast-tracked disbursement of existing SME funding commitments: Billions committed to SME support remain undisbursed; this budget should have prioritised fast-tracking delivery to entrepreneurs who can't wait another year. Legal enforcement of the 30-day payment rule in public procurement: Late payments from the government remain a chronic problem; legally enforcing a 30-day payment rule is essential to protect SME cash flow and survival. Clear SME inclusion in Operation Vulindlela and structural reforms: Reform efforts will bypass entrepreneurs without transparent SME procurement targets and timelines in Operation Vulindlela. Dedicated enterprise development for women and youth entrepreneurs: The absence of tailored programmes for women and youth-led enterprises is a missed opportunity to tackle unemployment where it hits hardest. Incentivised formalisation of the informal economy through tax credits and simplified registration: Formalisation must be driven by incentives, not penalties, giving informal entrepreneurs tax breaks and easy registration pathways to enter the mainstream economy.'

The EFF's Political Strategy: Is it Time for a Change?

Image: Phando Jikelo/Parliament of SA Prof. Bheki Mngomezulu ON 26 July 2013, the Economic Freedom Fighters (EFF) was established as a new political party. It promised to reshape South African politics by breathing life into parliament. This was not a voluntary decision. The party was formed following the expulsion of Julius Malema by the ANC and the subsequent exodus of other then and former ANC Youth League members who sympathized with Malema. Some of the youth who did not belong to any political party at the time saw the EFF as their political home thus giving hope about the future of this party. After the 2014 general election, the EFF emerged as one of the high performers with 25 seats in the National Assembly. It came third following the ANC and the DA which obtained 249 and 89 seats respectively. This enviable upward trajectory continued in the subsequent election in 2019 where the EFF obtained 44 seats. There was optimism that the party would continue to grow until the newly formed MKP emerged on 16 December 2023 and participated in the 2024 general election. The MKP caused an upset to the EFF which was moved to position four and to the ANC which was reduced to 159 seats or 40.18%. But one of the characteristic features of the EFF which gave it popularity was how it changed parliament through its radical stance. Soon after the EFF joined parliament, many South Africans got interested in following parliamentary proceedings. The EFF was also clear that it was going to ensure that politicians did not go to parliament to sleep. It kept its promise. Something unprecedented was when it confronted a sitting president directly and even flouted parliamentary rules. This is what happened with former President Jacob Zuma with its popular slogan 'pay back the money!' President Cyril Ramaphosa had a taste of the EFF's radical stance. Firstly, it blamed him for the Marikana massacre. Later, it took him head-on following the Phala Phala saga. Recently, the EFF was one of the political parties that successfully challenged the 2% VAT hike proposed by Minister of Finance Enoch Godongwana. Following the tabling of Budget 3.0 on 21 May 2025, the EFF approached the High Court challenging the increase of the petrol levy. Next Stay Close ✕ While all these actions by the EFF should be understood in context, and while it is true that they have acted in this manner on behalf of the public, critical questions must be asked now, especially following the EFF's declined performance in the 2024 general election. Firstly, should the EFF change its tactics to rebrand itself? In life, there is no strategy that is good and effective for all times and situations. As times change, so should the strategies. With so many political parties emerging and the electorate having more options on election day, some political party strategies could easily be deemed obsolete. Secondly, is it advisable for the EFF to be fixated on micro issues or has the time come for the party to redirect its focus on macro politics? It is true that some micro issues still matter. But given what is happening in the geopolitics it would serve the EFF well to look at how it can contribute to the country's broad agenda of responding to these global issues. Thirdly, following the outcome of the 2024 general election, and given the mishaps in the current coalition government, is it still advisable for the EFF to take a firm stance that it will never work with the MKP with which it shares opposition benches? The DA swallowed its pride and is working with the ANC, which it had been publicly accusing of corruption, inefficiency, theft, and related matters. What would prevent the EFF from working with the MKP which is a new political party? Fourthly, as the EFF continues to lose some of its influential leaders such as Floyd Shivambu, Mzwanele Manyi, Dr Mbuyiseni Ndlozi, Adv. Dali Mpofu, and Adv. Busisiwe Mhkwebane, is it still wise to maintain a radical stance and refuse to work with like-minded political parties? Politics is a numbers game. When party support declines, and when votes go down, the party leadership must revisit its stance. The EFF can draw lessons from COPE which dropped from 30 seats to 3 seats, and then literally dissipated. Fifthly and lastly, should Malema change his leadership style? One of the concerns about the EFF in the public eye has been that his leadership style is making others uncomfortable, which results in other members leaving the organisation. Whether this accusation is true or not is neither here nor there. Perceptions matter in politics. If he were to change his leadership style, that would be good for his party. After all, Malema has done well with his leadership collective to grow the EFF to where it is today. It would be regrettable if he were to contribute to its untimely demise. The significant decline in ANC support coupled with the DA's dismal failure to capitalise on the ANC's mistakes means that chances of one political party winning with an outright majority are very slim at best and non-existent at worst. With the MKP coming into the picture and performing in the manner it did even the so-called 'tried and tested strategies' must be revisited to keep the party relevant, focused and growing. Any party which overlooks or disregards these facts would be doing so for its peril. I don't think that this is the route the EFF would like to go, especially after having worked so hard since its formation in 2013. In a nutshell, it is time for the EFF to grow. The party has made its presence felt in South African politics. It has taken bold decisions and left indelible footprints. But at times political strategies must be changed. The party described the court's ruling as 'a betrayal of the poor and the working class' and accused Godongwana's office of sidestepping democratic procedures in the management of public finances. 'Taxation without representation is arbitrary and unconstitutional,' the party said. The ANC-led government of national unity was doing everything in its power 'to protect the interests of those who continue to benefit from the apartheid economy, while subjecting the masses of our people to economic misery'. Godongwana has insisted that he acted within existing legislation. In his He added that it had been frozen since 2021, and the increase was necessary to preserve the real value of the levy in the face of inflation and declining revenue. He warned that halting the increase would result in a R3.5 billion shortfall for the fiscus, necessitating further borrowing, spending cuts or alternative tax increases. 'The fuel levy is not a new tax. It is a regulatory adjustment falling under existing legislation and its increase does not require a Money Bill,' Godongwana argued in the affidavit, adding that freezing the levy any further would compromise the integrity of the budget and limit the state's ability to deliver services. The court's ruling allowed the increase to proceed and, on Wednesday, fuel prices rose accordingly for the month of June. However, a dip in global oil prices and modest strengthening of the rand brought slight relief for motorists. EFF leader 'It is not the EFF that got rejected; it is the people of South Africa who lost. When you increase fuel, you increase everything, transport, food, the cost of living. Our people are already suffering. This is an extra blow to the working class,' he said. The EFF would not abandon the matter, Malema said, indicating that it was considering further legal avenues, as well as a legislative push in parliament to close loopholes that allow the treasury to act unilaterally. EFF treasurer general Omphile Maotwe, who has led the party's engagements on budget matters, reiterated its position that the matter should have come before parliament. 'The levy seeks to recover revenue after the courts invalidated the unlawful VAT increase proposed earlier this year. By using the Customs and Excise Act to bypass section 77 of the Constitution, the minister is undermining the democratic function of parliament and the people's right to participate in fiscal policy decisions,' she said. Maotwe said the EFF would submit proposals to amend the relevant sections of the Customs and Excise Act and the Money Bills Amendment Procedure and Related Matters Act to ensure no future taxation could be implemented without a parliamentary vote. While the EFF's application was dismissed, legal observers say the court did not definitively rule on the constitutional questions raised, which could leave the door open for further challenge. While the government is technically within its rights to use the Customs and Excise Act to amend levies, the broader question of public accountability in tax decisions remains unresolved, constitutional law expert professor Pierre de Vos said. 'There's a grey area here. The Constitution requires that money bills originate in the National Assembly, but there are long-standing statutes like the Customs and Excise Act that give the executive certain powers. Whether those powers are now unconstitutional is a debate we may see return to the courts.' The EFF said it would use all platforms, legal and political, to hold the treasury accountable. 'We will not rest while unelected officials continue to impose taxes behind the back of parliament. The people must have a voice in every cent that is taken from their pockets,' Malema said.

This was Godongwana's third attempt to get the National Budget passed after an outcry over two proposals to increase VAT. During a joint meeting with Standing Committee on Finance, and the Select Committee on Finance, Members of Parliament adopted the document that establishes economic policy and revenue projections and sets the overall limits for government spending. The process, which took three hours on Wednesday, was not without its issues, with some members arguing that the process was flawed and that not everyone was able to make their voice heard. Insults also flew, with one member saying that her peers should 'learn to read'. In presenting the May 21 National Budget, Godongwana said there were no austerity measures, although government spending was held back. The fuel levy as well as sin taxes were increased. The budget invests over R1 trillion in critical infrastructure to lift economic growth prospects and improve access to basic services, Godongwana said on May 21. In May, Godongwana added that the government would continue to pay large amounts to service debt, which would amount to more than R1.3 trillion over the next three years.
