
Centre launches NSCSTI 2.0 to strengthen India's civil services training ecosystem
Prime Minister Narendra Modi-led government has removed unreasonable barriers separating public and private sectors, enabling the best practices from all domains to be harnessed. This framework is an outcome of that vision.
The Minister emphasised the need for extending customised training modules to scientific institutions, stressing the importance of administrative preparedness in addition to technical expertise.
The upgraded NSCSTI 2.0 framework presents a more refined, inclusive, and future-ready approach to civil services training. It has been simplified and streamlined, with the number of evaluation metrics rationalized from 59 to 43, ensuring greater clarity and a sharper focus on outcome-based assessments.
The framework is field-informed, drawing extensively from consultations with over 160 Civil Service Training Institutes (CSTIs), assessors, and domain experts, making it grounded in real-world training challenges and needs. Its inclusive design makes it adaptable for training institutes across all levels of government -- Central, State, and Urban Local Bodies (ULBs).
Recognising the shifting learning landscape, the framework is also digitally aligned, embracing hybrid learning models and AI-driven training mechanisms.
Most importantly, it is forward-looking, integrating progressive elements such as Indian Knowledge Systems (IKS), the Karmayogi Competency Model (KCM), and the Amrit Gyaan Kosh (AGK), thereby aligning with India's vision of building a future-ready, competent, and citizen-centric civil service.
Recounting the global interest in India's civil services reform model, Dr. Jitendra Singh shared that countries like Bangladesh, South Africa, and Maldives have shown keen interest in studying Mission Karmayogi.
'This is a testament to India's leadership in governance reform,' he said.
NSCSTI 2.0 also enhances policy visibility, reaffirming the government of India's commitment to institutional excellence and long-term capacity building. The framework serves as a strong motivational tool for CSTIs, encouraging them to embrace innovation, adopt best practices, and pursue continuous improvement.
It also builds public awareness by positioning accreditation not merely as a compliance requirement but as a meaningful driver of quality and performance. With the reactivation of the accreditation portal, the framework ensures full operational readiness for a streamlined and transparent accreditation process.
Additionally, it fosters cross-learning, enabling training institutes to benefit from the shared experiences and success stories of top-performing CSTIs across the country
In just two years, over 195 CSTIs have already been accredited under NSCSTI. The upgraded version builds on real-time feedback and CBC's principle of participatory governance.
Developed by the Capacity Building Commission (CBC), the revamped framework marks a major leap in India's mission to build a future-ready civil service.
The Minister highlighted how the framework supports cooperative and competitive federalism, empowering institutes to evaluate and upgrade themselves.
'Just as the Aspirational Districts Programme enabled backward districts to outshine expectations, NSCSTI 2.0 encourages CSTIs to introspect, innovate and pursue excellence,' Dr. Singh noted.

Space-based inputs supporting govts flagship initiatives: Minister tells LS
Agency: PTI New Delhi, Jul 30 (PTI) Space-based inputs are being used to support the government's several flagship initiatives, including Digital India, Smart Cities Mission and forecasting agricultural output, Union Minister Jitendra Singh said in the Lok Sabha on Wednesday. Singh said the Bhuvan Geoportal and database of Aadhaar enrolment centres, use of space technology for a geocoded postal address system, and rooftop photo voltaic (PV) potential assessment for 60 solar cities and smart cities have been done to support the Digital India and Smart Cities Mission. 'Space-based inputs are being used in support of several flagship initiatives of the government, including Digital India, Smart Cities Mission, Atal Mission for Rejuvenation and Urban Transformation (AMRUT), Forecasting Agricultural Output using Space, Agrometeorology and Land-based Observation (FASAL) (crop acreage assessment and production forecast)," he said during the Question Hour. CHAMAN (Coordinated Horticulture Assessment and Management using Geo-informatics) for horticulture management, Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA), PMKSY-WDC (Prime Minister Krishi Sinchayi Yojana (Watershed Development Component), PMGSY, PMFBY, PMAY-HFA, and PM GatiShakti are another area where space-based inputs are being used, he added. Singh, the Minister of State in the Prime Minister's Office, highlighted that high-resolution satellite data is used for generating an urban geospatial database of AMRUT Cities. He said that under the FASAL programme, remote sensing data is used for generating crop acreage and forecasting crop production estimations for 11 crops. Under the CHAMAN programme, horticulture acreage and production estimation are done for seven horticulture crops, in addition to management plans for area expansion and post-harvest infrastructure. Singh said that for the MGNREGA programme, geospatial technology is enabled for monitoring the creation of assets and activities, as well as for planning new assets and activities. Under the PMKSY-WDC programme, geospatial technology is developed for monitoring the implementation of watershed development interventions and monitoring the impact of the interventions, he said. 'Geoportal and very high-resolution satellite data are utilised for monitoring the development of rural roads under the PMGSY programme. Satellite data is being utilised for optimising the crop cutting experiments, monitoring crop damage, as well as for developing crop yield proxies to facilitate faster claim settlement for farmers, under the PMFBY programme," he said. The minister said the Department of Space (DoS) has proposed to establish a 'Global Space Institute' (GSpI) to impart holistic, comprehensive, and multidisciplinary education in several aspects of space technologies, policies, and space exploration. The GSpI, a dedicated global institute, would help to promote the space economy by guiding the incubation of start-ups, space entrepreneurship, space commercialisation and also on possible avenues for private investment into the space sector. The institute is expected to actively partner with leading academic institutions, industries, and government agencies, both nationally and internationally, facilitating the advancement of space technology education and creating a network of shared knowledge and resources, he said. A Disturbing Trend: Viral Deepfakes Promoting Fake Investment Schemes
New Delhi: A deepfake video of Prime Minister Narendra Modi promoting a fake investment scheme has gone viral on Facebook, posing digital risks to lakhs of potential victims. This is not a remote incident. Several such deepfake videos are being promoted on different social media platforms, banking on the credibility of famous personalities like ministers and industrialists, to propagate fraudulent schemes. Such campaigns highlight a troubling trend in which scams are no longer being overt but hiding behind the disguise of legitimacy. Athenian Tech, a cybersecurity firm that monitors digital risk, said that such scams are using deepfake technology and psychological tactics to defraud citizens under the pretext of an investment scheme endorsed by the government. "At the core of the operation lies a Facebook spearphishing campaign, featuring a fabricated video of Prime Minister Narendra Modi purportedly endorsing an AI-powered trading platform. The campaign manipulates emotional and aspirational cues by falsely associating respected figures such as Finance Minister Nirmala Sitharaman, Narayana Murthy, and Sudha Murty as co-creators," reads its 'Threat Intelligence Report'. Testimonials promising extraordinary returns like a daily payout are run alongside to make such fabricated endorsements even more convincing to the potential victims. The broader threat impact of such deepfake campaigns is multifaceted, the report said, pointing to one such deepfake promising a return of Rs 9 lakh in seven days after an initial investment of Rs 21,000. Besides losses, unauthorised financial activity and identity theft are among the secondary risks, it noted. "More critically, the misuse of AI-generated deepfakes featuring Indian leaders poses a national security challenge by eroding public confidence and enabling potential information warfare," said Athenian Tech. The report said that such campaigns rely on paid promotions through Meta Ads. They redirect users to fraudulent domains commonly linked to scam networks. "These fraudulent sites harvest personally identifiable information via imitation forms, followed by coordinated outreach from scam call centers," the report said. It is easy to spot Facebook accounts propagating such scams. Generic account names, artificial engagement, and cross-platform video re-sharing are some signs that separate these accounts from genuine ones. Social media users should not click on unknown links and verify endorsements through official channels, the report added, urging them to report such Facebook posts through its internal abuse mechanism.
