Mobile PKD Centres a holistic approach in empowering rural communities
KANGAR: The Mobile Rural Community Centre (PKD Mobile) programme introduced by the Rural and Regional Development Ministry (KKDW) in 2023 is a holistic approach to reach out and empower rural communities through the provision of various services.
Deputy Rural and Regional Development Minister Datuk Rubiah Wang said the programme has been expanded from the existing 191 centres in the country, and allows focus to be given to areas that are hard to access by providing entrepreneurial opportunities, skills training, exposure to technology and social security access.
'PKD Mobile is not only a place to stop by but has become a one-stop centre bringing government and private agencies together to provide training, services, local product exhibitions that have added value for communities.
'For instance, we provide online marketing training to women entrepreneurs using TikTok, introduce affordable social security systems and entrepreneurial programmes like chicken breeding, rubber smallholdings and padi planting via agencies such as FELCRA and RISDA,' she said at a media conference after officiating the two-day Kuala Perlis PKD Mobile programme in Kampung Tengah, Kuala Perlis near here today.
Rubiah said the approach used would allow more human capital development programmes to be delivered directly to target groups, including youth.
'We identify youth who lack direction and channel them to TVET (Technical and Vocational Education and Training) centres such as GiatMARA, skill colleges, and U-Camp RISDA. This is their chance to rise from difficulties and build up their skills,' she added.
The PKD Mobile programme is part of the KKDW's initiatives to raise the standard of living for rural communities but the existing 191 centres are currently unable to reach all rural communities, and as such the ministry will redouble efforts to organise the programme so that the government services coverage will be more comprehensive for communities in hard-to-reach areas.

But with just over a year remaining before the new targeted completion date, Rubiah said her ministry is expected to intensify monitoring efforts to address any further delays and bring the project back on track. 'We want every sen spent to bring direct benefit to the people, not just building structures, but creating inclusive and conducive spaces for rural community development,' she said. Among the key facilities being built under the project are a main hall, badminton court, male and female prayer rooms, changing areas, an AV room, lobby, stage, switch room, accessible toilets, and ablution areas. Photo by Bernama PETALING JAYA – Communications Minister Datuk Fahmi Fadzil has urged social media giants to play a more active role in curbing online harm, calling out Meta and X for failing to adequately address issues such as cyberbullying and suicide prevention. He highlighted TikTok as the only platform that has demonstrated a genuine commitment by voluntarily joining the Communications and Multimedia Content Forum of Malaysia (CMCF). Speaking at the launch of CMCF's guidelines on reporting and sharing suicide-related content, Fahmi criticised social media platforms that neglect their responsibility to mitigate online harm, including suicide-related issues. "We cannot have these social media platforms washing their hands of content that could also create online harm, particularly related to suicide," he said. He noted that despite outreach efforts by CMCF to involve major players like Meta and X, these companies have not engaged with the forum. In contrast, TikTok proactively joined the CMCF even before the implementation of the government's licensing framework for social media and online messaging services. Fahmi singled out Facebook, urging the platform to recognise that the CMCF is an industry-led initiative, not a government directive, and that participation would benefit them by fostering best practices and codes of conduct. "I wholeheartedly applaud TikTok's approach in voluntarily becoming a member of the Content Forum. For example, Facebook said that they are going to be licensed, but they must understand that the Content Forum is not government-led. "It's industry-led. It's actually in their interest to participate so they can help develop best practices and codes of conduct," he added. The minister also pointed out the alarming financial toll of online scams, which cost Malaysians RM53.88 billion in 2024, equivalent to three per cent of the nation's GDP. 'Reporting about suicide is most sensitive and most harrowing for any journalist covering the tragedy. We should not divulge the location or the personality in such tragedies,' he added.
