Minister Ramokgopa's call for more affordable electricity can be a game changer

The Minister for Electricity and Energy, Dr Kgosientsho Ramokgopa, made an important call this past week for the South African National Energy Development Institute (Sanedi) to develop recommendations on how electricity can be made more affordable.
Since 2006 when loadshedding first creeped into South Africa, electricity prices have increased by nearly 700%, or a four-fold increase in real terms once consumer price inflation is taken into account.
This has bled the meagre wages of the working class, plunging them into suffocating debt and poverty, and impeded their ability to take care of their families or provide a better life for their children.
It has stifled economic growth as consumers have had to shift their limited cash towards buying electricity. It has made it difficult for SMMEs to grow or create jobs.
More recently it has begun to cripple our mining and manufacturing sectors and other electricity intensive users where electricity bills are now amongst their largest expenditure items. Many foundries have been forced to close, leaving their host rural communities with a bloodbath of job losses and little more than ghost towns.
Workers have similarly had to battle rising costs of transport and food due to international oil price increases. In response to these inflationary pressures, the repo rate was increased over the past three years by 475 basis points, adding further pain to the lives of millions of working and middle-class families and an already stagnant economy.
Rarely have workers' wages kept pace with these rising costs of living.
These are structural shackles an economy sitting on 1% annual growth over the very same period and a 43.1% and rising unemployment rate (which has essentially doubled during this time) can ill afford.
It was precisely these challenges that drove Cosatu to draft the Eskom Social Compact that was adopted by government and social partners at Nedlac in 2020.
The key objectives of this Social Compact that laid the foundation for Eskom's turnaround plan was not only to ensure the economy has reliable and accessible electricity, but also that it is affordable for consumers and businesses.
The first objective of overcoming loadshedding has essentially been won, providing invaluable relief to a struggling economy. This is a major victory that the workers of Eskom and our municipalities must be commended for.
We now need, as Minister Ramokgopa said, to move quickly towards ensuring that electricity is affordable if we are to provide relief to the working class and spur badly needed economic growth.
There are ten key pillars to achieving this.
First, as Eskom has correctly focused upon, is maintaining our generation, transmission and distribution infrastructure. It is far cheaper to do this than to run stations hard until they collapse. That was the approach of previous Eskom management who today claim amnesia. The cost of this was unparalleled loadshedding costing the economy billions.
Second is to plug Eskom and municipalities' financial leakages. Key to doing this is for law enforcement organs to provide them the support to tackle corruption, cable theft, vandalism and naked criminality that involves management, officials, businesses and communities. Some of these involved highly sophisticated criminal syndicates and need the full force of the law to break.
Treasury needs to help Eskom identify ways to reduce wasteful expenditure and ensure more efficient ways of spending scarce resources.
When borrowing debt for investments in infrastructure, government and Eskom must do so from local banks and financial institutions as Rand denominated debt is always far cheaper than those in foreign currencies.
The government led by the African National Congress has done well to relieve Eskom of R253 billion or two thirds of its debt burden. This has enabled it to shift its resources to ramping up maintenance and thus unlocking economic growth.
This relief will only achieve its full effect when municipal debt is dealt with. In the past few years, we have seen municipal debt owed to Eskom more than double to over R94 billion and counting. This is unsustainable and if Eskom is to survive, let alone to be able to reduce electricity prices, then this gaping hole has to be closed.
Eskom needs to be supported to reduce its operating costs including shifting senior management away from cushy offices at Megawatt Park to its power stations where management needs to pay attention.
Eskom must be enabled to expand its renewable energy generation capacity as part of its energy mix, to expand clean energy sources and help Eskom reduce its generation costs. Renewables should not simply be the preserve of the private sector.
The rolling out of the announced 14 000kms in new transmission lines must be expedited as this will unlock renewable energy generation capacity in the three Cape Provinces as well as reduce transmission costs.
Part of Eskom's turnaround and objectives in reducing electricity prices, must also be anchored in uplifting workers, local communities and businesses.
Workers and communities, must be supported to become owners of generation capacity, be it solar panels at a factory or mine, or their pension funds investing in generation capacity, in particular through Eskom. This will not only give a sense of ownership of Eskom and its assets to local communities and thus protect them from acts of criminality but also see returns on investment flow back into the pockets of workers and communities.
Eskom must source its materials, be it cement or steel, spare parts, solar panels, wind turbines, engines or vehicles from local manufacturers. This will not only save Eskom badly needed resources but also help nurture and sustain these companies and save and create local jobs.
Minister Ramokgopa's call if materialised, can be the game changer that the economy desperately needs. Equally an economy in need of growth and jobs cannot afford to see the status quo continue.
Sanedi needs to take this task seriously and provide a blueprint to achieve it. Not over the next decade, but a plan that can ensure it becomes a living reality in the next few years.

Activists raise concerns as nuclear site close to Cape Town given go-ahead
South Africa is one step closer to a second nuclear power station after Forestry, Fisheries and the Environment Minister Dion George last week upheld a contested, almost decade-old environmental authorisation. South Africa's long-running bid to expand its nuclear power capacity has cleared a key and contentious hurdle. Environment Minister Dion George has upheld an environmental authorisation allowing Eskom to develop a new 4,000MW nuclear power station at Duynefontein, about 35km north of Cape Town. The decision affirms a 2017 approval that had been under appeal for years. It paves the way for Eskom to pursue a nuclear build at the roughly 265-hectare site. That, however, does not mean shovels will hit the ground any time soon. 'In the end, my decision was made in respect of the principles of the National Environmental Management Act, 1998 (Act No. 107 of 1998), and with full appreciation of the environmental, social and economic considerations involved,' said George. He said that the granting of an environmental authorisation 'does not exempt an applicant from complying with any other applicable legal requirements or obtaining permits from other competent authorities'. The news is one step forward after a previous step back on the contested journey towards new nuclear capacity. Daily Maverick previously reported that at the end of 2023, Minister of Energy and Electricity Kgosientsho Ramokgopa announced that all the 'suspensive conditions' to start procuring 2,500MW of new nuclear power immediately had been met. Months later, in August 2024, Ramokgopa announced that he would withdraw that gazette to procure new nuclear power capacity in response to the 'substantive' legal challenges posed by the Southern African Faith Communities' Environment Institute and Earthlife Africa Johannesburg — and that is where things have stood until George's announcement last week. Government and industry proponents have hailed the move as a milestone. The South African Nuclear Energy Corporation (Necsa), in a statement, said it reflected confidence in nuclear technology as a contributor to the country's energy mix. Necsa CEO Loyiso Tyabashe added that 'this approval marks an important milestone for the nuclear industry and South Africa's journey towards implementing a balanced energy mix that enables socioeconomic development and is climate friendly. The minister's decision shows rigour of the process that was followed to choose an appropriate site for nuclear new build and reflects confidence in nuclear technology as a safe, clean and reliable energy solution.' While the environmental approval is a prerequisite, Eskom still faces a gauntlet of steps before any concrete is poured. These include securing licences, obtaining design and construction approvals, sourcing financing for what is likely to be a multihundred-billion-rand project, and government sign-off on procurement. This drawn-out pathway is not just procedural. South Africa's last major nuclear procurement drive under former president Jacob Zuma collapsed amid allegations of secrecy and corruption risks and procedural failures. Environmental activists, however, are not as welcoming of the news, warning that the country's financial, operational and governance challenges make a major nuclear build risky and unnecessary. The 2018 Goldman Environmental Prize winners and anti-nuclear activists, Makoma Lekalakala and Liziwe McDaid, said in a statement that 'Earthlife Africa is considering the minister's decision and our next steps. Our concerns include the length of time taken to conduct the environmental impact assessment and to make the appeal decision. 'We are also deeply concerned about the affordability of nuclear power, particularly the high upfront capital costs, the risk of construction delays, and the cost overruns that have been experienced worldwide. 'In addition, there has been no assessment of the socioeconomic impacts of a major beyond-design-basis nuclear incident, nor of the generation of long-lived high-level radioactive waste for which no final disposal solution yet exists.' Peter Becker, a former board member of the National Nuclear Regulator and anti-nuclear activist, told Daily Maverick that above and beyond these concerns, South Africa had bled the requisite nuclear industry expertise to safely operate a nuclear power station. He also questioned the logic and application of timelines as they related to environmental authorisations. 'When an Environmental Assessment (EA) is issued, it has a time limit. This one had a 10-year limit. So the idea of having a 10-year expiry date on environmental authorisation is an acknowledgement that the environment might change. 'The surrounding population might change, the needs and desirability of the projects might change, and that is particularly true when it comes to such a fast-changing environment as the electricity sector where we are seeing disruptive changes. And those disruptive changes are in terms of dramatic learning curves and dropping of prices of alternative sources of energy, such as renewables, battery storage, etc, and also vast changes in demographics. 'So there's a bit of a gap in the legal system in this country in that once an EA is issued, you can appeal it, and that suspends the EA, but when does the expiry start?' Becker explained that depending on how this was interpreted legally, it could either mean Eskom would need to begin construction at the site within less than two years, or the 10-year period started only on Friday after the minister's approval. In the time since the original approval, the underlying expert information that informed that original authorisation may have significantly changed. The July 2023 Review of Environmental Impact Report and Specialist Studies commissioned for Eskom largely confirms as much. That review concluded that the 2017 Environmental Authorisation can still stand without re-assessing impacts, even though much of the underlying data and assumptions are more than 10 years old. This is significant because the review was not a technical re-evaluation. It assumed the original data and impact findings were correct, focusing instead on whether or not they were still relevant. Moreover, the review admits that the original statement that renewables 'could not provide adequate baseload' may 'no longer be correct' due to rapid renewable energy development since the Environmental Impact Assessment was finalised. This is important because it validates a key argument used by those opposed to new nuclear capacity: that the energy context has changed and might affect the rationale for new nuclear energy. DM

NECSA backs Eskom's Duynefontein nuclear power station for energy security

This initiative signifies a critical move towards enhancing South Africa's energy security and is set to adhere to the highest standards of safety, environmental protection, and regulatory compliance, as previously demonstrated by Eskom at the Koeberg nuclear power plant. Necsa is keen on expanding its role in nuclear fuel manufacturing and, in April, signed a Memorandum of Understanding (MoU) with the China National Nuclear Corporation (CNNC). In this context, the organisation on Monday welcomed the Minister of Forestry, Fisheries and the Environment (DFFE), Dion George's announcement that Eskom has received environmental authorisation to proceed with the construction of the 4 000 megawatt (MW) power station in Duynefontein, following a successful appeal against an earlier decision issued in 2017. This announcement unlocks the pathway for Eskom to secure several essential statutory authorisations. These include a Nuclear Installation Licence from the National Nuclear Regulator (NNR), approval from the National Energy Regulator of South Africa (Nersa), and a water use licence from the Department of Water and Sanitation, alongside various other approvals from the Minister of Mineral and Petroleum Resources. "This approval marks an important milestone for the nuclear industry and South Africa's journey towards implementing a balanced energy mix that enables socio-economic development and is climate friendly," said Necsa CEO, Loyiso Tyabashe. "The Minister's decision shows rigour of the process that was followed to choose an appropriate site for nuclear new build and reflects confidence in nuclear technology as a safe, clean, and reliable energy solution." Tyabashe said nuclear power remained a crucial component of South Africa's baseload energy mix, and part of the government's strategy to reduce greenhouse emission. "Necsa supports initiatives that reinforce the use of nuclear technology and its applications for power and beyond power for peaceful means and development," Tyabashe said. "Necsa continues to work with the Department of Electricity and Energy as well as Eskom as a partner and commits to contribute its technical expertise to maximise the benefits of nuclear energy." In addition to expanding its role in nuclear fuel manufacturing and intergrating small modular reactors (SMRs) into South Africa's energy plans, Necsa is also pursuing a R60 billion nuclear build programme. Environmentalists and civil society advocates are objecting to the decision to uphold Eskom's 2017 environmental authorisation, particularly due to reliance on outdated Environmental Impact Assessment (EIA) studies, which raised alarms about the risks posed by high seismic activity and dense human populations in the area. In reaction to this announcement, Koeberg Action Alliance (KAA) spokesperson Peter Becker described the decision as a surprise, adding that civil society will be meeting to discuss the options. Becker said as the EIA process was started in 2007, and so much has changed since then, including population density, and the cost of alternatives, thus it was not rational to ignore these changes in the environment of the proposed plant and to base such a crucial decision on thoroughly outdated studies. "It is of note that the EIA consultants found that Duynefontein (Koeberg) was not the best site for a new plant, due to seismic risks and population density in the area," Becker said. "It appears the DFFE has been pressured to override the consultants' view due to economic factors. It is of course far cheaper to build a new plant where there is already existing infrastructure." Intended to launch an extensive public dialogue process aimed at addressing the pressing socio-economic issues faced by citizens, the Convention is not without its detractors. While the National Convention Organising Committee remains optimistic, critics have voiced significant concerns over the financial implications and the efficacy of such discussions amidst a backdrop of unfulfilled promises from previous government initiatives. Political analyst Siyabonga Ntombela from the University of KwaZulu-Natal (UKZN) said that South Africa was not a nation in the true sense and meaning of the word. 'We are not even united in our diversity, plus we do not even have a unique identity that unifies us. Instead, we use race and classism to further divide us. Major corruption under a black government has made this cleavage even worse,' Ntombela said. 'Therefore, there is nothing new and unknown that will come out of this National Dialogue. People have spoken loud and clear as to what the government ought to do to create a prosperous South Africa. it will have a huge fiscal impact but nothing meaningful or transformational.' According to a statement released on Monday by the Organising Committee, the first National Convention is tasked with several objectives: it will kickstart the process of engaging communities across the nation, identify key themes for discussion, and establish a Steering Committee to oversee future dialogue. A total of 1 000 delegates, representing more than 30 sectors and over 200 organisations, have been invited to attend; however, only 755 have confirmed participation as of yesterday. As citizens prepare for a gathering that hopes to ignite meaningful conversations about the country's future, reactions from political analysts, economists, and trade union representatives reveal a spectrum of opinions about the initiative's potential. Senior political science lecturer at the UKZN, Zakhele Ndlovu, remains sceptical. 'It is going to be another talk shop. Look at commissions of inquiry, their recommendations are never implemented. South Africans elect representatives to take the country in the right direction,' Ndlovu said. 'Actually, it is a distraction because we are now busy talking about it instead of holding our leaders accountable. In every election, South Africans continue to let their representatives get away with moving the country in the wrong direction.' In contrast, Unisa economist Dr Eliphas Ndou contended that the dialogue offers an essential opportunity for citizens to shape policy. He believes that meaningful contributions could foster a prosperous future for all South Africans, provided that outcomes are translated into actionable reforms. 'The outcomes from the dialogue could result in formulation of policies that result in a prosperous future for all the South African people.' The Congress of South African Trade Unions (Cosatu) has expressed its support for the National Dialogue, citing the dire socio-economic challenges facing the working class. Cosatu's Parliamentary Coordinator Matthew Parks emphasised the necessity of mobilising society to address these issues and urges that any administrative hurdles should not delay the dialogue's progression. 'Whilst the Federation appreciates legitimate concerns outlined by the Legacy Foundations and other organisations, these can and must be addressed and the Dialogue proceeds as intended. If we wait for all issues; be it logistics, organisational or philosophical, to be resolved, we may find that time will simply run out,' he said. Parks added that Cosatu will participate in the Dialogue as the many deep-seated socio-economic challenges facing the working class, the economy and the state, are such that they require the mobilisation of the entirety of society, including business to resolve
