State Finance Commission urges GPs to pay power bills on time

regularly and on time, utilising their allocated funds. He made this statement during a consultative meeting held at ZP which was attended by elected representatives and officials from both rural and urban local bodies.
Narayanaswamy cautioned against the prevailing belief that govt will always reconcile outstanding electricity bills. He referred to the reconciliation process that took place in March 2023, and instructed officials to verify the outstanding bill details provided by Chamundeshwari Electricity Supply Corporation (CESC) before making payments. Highlighting inefficiencies, he noted that several unused borewells under the GPs' control still have active power connections. He recommended that such connections be promptly disconnected to prevent unnecessary charges. Additionally, he advised officials to scrutinise bills carefully, as they may sometimes include outdated charges, and to ensure only valid amounts are paid.
ZP CEO KR Nandini addressed the issue of overlapping guidelines in plan formulation between district and taluk panchayats. She stressed the need for co-ordinated planning to avoid duplication and proposed granting permissions for the management of public assets such as drinking water facilities and roads. Discussing utilising scheduled caste sub plan (SCSP) and tribal sub plan (TSP) grants, Nandini observed that population distribution varies across regions. She suggested that the existing guidelines be relaxed, to allow the redistribution of unutilised funds from areas with smaller SC/ST populations to those with larger communities, ensuring more equitable resource allocation. Nandini also requested a revision of the current cap, which limits road development expenditure to just 10%. She advocated for greater flexibility to address critical infrastructure needs.
The meeting was attended by presidents, vice-presidents, and gram panchayat members, town municipalities, and city municipalities. District panchayat's planning director Dhanush, provided an overview of the institutional framework, operations, staffing, budgets, expenditures, and financial flows from both State and Central govts. Mayannagowda, planning director of urban development cell, elaborated on urban local body operations, such as tax collection, water supply, drainage, street lighting, and solid waste management.

Mandya Zilla Panchayat Chief Executive Officer (CEO) K.R. Nandini has said that Gram Panchayat Development Officers (PDOs) and taluk panchayat executive officers must work with commitment and integrity for transparent and efficient governance at the grassroots level. Addressing a PDO grievance redressal meeting in Mandya, Ms. Nandini emphasised the importance of public service and said officials must take pride in their duties. 'Several PDOs in the district have demonstrated a good performance. To encourage the officials, health check-ups will be conducted every six months, and awards will be presented to outstanding performers,' she added. Ms. Nandini said that over 17,500 children had been registered for summer camps organised across Gram Panchayats in the district. 'This shows the coordination and discipline among the officials.' Stressing the importance of addressing field-level challenges, Ms. Nandini said PDOs and panchayat staff are being encouraged to voice their concerns freely. Taluk panchayat executive officers have been instructed to hold monthly open-house discussions to address the grievances of PDOs. 'If issues remain unresolved at the taluk level, they must be escalated to the district level for redressal,' she said. Expressing concern over repeated violations of the Karnataka Transparency in Public Procurement (KTPP) norms, she directed PDOs to strictly adhere to the 60:40 ratio while preparing action plans and ensure that expenditures are made as per decisions taken during the general body meetings. 'Compliance with KTPP rules and the financial code is mandatory,' she noted. She said that nodal officers must be available at the district headquarters every Monday and Thursday between 3 p.m. and 4 p.m. to hear public complaints. Prashanth Babu, president of the Karnataka State Panchayat Development Officers' Welfare Association, Mandya District, described the grievance-handling meeting as a positive step towards resolving field-level challenges. However, he raised concern over delays in salary disbursement, urging that PDOs' salaries are credited by the 5th of every month.

GURUGRAM : Govt's online portal for drawing of lots in affordable housing schemes will directly cross-check and verify applicant details with information in the Aadhaar card to make the process more transparent and eliminate chances of duplication or manipulation. Officials of the department of town and country planning (DTCP) said on Friday that the updated portal – called TCP Haryana – will fetch applicant details such as name, address and mobile number from the Aadhaar card. This will prevent manual data entry errors and manipulation while ensuring that only eligible candidates are considered for allotments. The move comes in response to irregularities uncovered in the 2023 housing draw of Aster Avenue 36 in Sector 36, Sohna. During the draw of lots for 702 flats at the society, those with addresses given as 'Sohna City' were considered eligible for the scheme, limiting the pool to 2,200 entries out of 51,000 applicants. This was blamed on a technical error. Cross-checking with Aadhaar would do away with chances of such errors, officials said. The Aster Avenue draw was cancelled after an internal probe, and a fresh draw was conducted. But 26 applicants were found to have been repeated in both the shortlists, raising more concerns about fairness and the integrity of the system. "Going forward, the Aadhaar-linked system will automatically populate the applicant's details and verify if they have previously been allotted flats under any affordable housing scheme. If found ineligible, their application will be auto-rejected by the system," said Renuka Singh, senior town planner, DTCP. "All past applicant data from earlier schemes is now being integrated into this upgraded software," Singh said. Additionally, the system will prevent any duplicate entries and ensure that no one can bypass eligibility rules. The new mechanism is expected to significantly reduce the administrative burden and potential biases associated with manual data handling. The Aster Avenue 36 matter is currently pending before the Punjab and Haryana high court, and the next hearing is scheduled for July 9. Applicants who were declared successful in the original draw have yet to receive refunds, while allotment letters for 702 flats drawn in the second round remain on hold because of ongoing legal proceedings.

Mahendra Ganpule, the spokesperson of Maharashtra School Principals' Federation, said the remuneration of Rs 150 per hour is too low for a teaching job, and all appointments must be made on a regular basis to ensure quality and continuity in govt schools. "This policy is unfair for unemployed, qualified, and trained teacher candidates in the state and this will undermine the quality of education. According to this policy, teachers will be paid only Rs 150 per hour but they will have a workload of 48 hours per week, equal to full-time teachers, but the remuneration that they will get is only Rs 12,000 per month. Not only are the unemployed teachers being cheated, but the recruitment process is also unclear and opaque. We demand that the govt revoke this GR and recruit teachers on a regular basis through the 'Pavitra Portal'," he said. The GR, issued on June 5, talks about appointment of teachers temporarily for every 100 students. However, Nitin Memane, a ZP teacher, pointed out that there are hardly any school in rural and remote areas in the state that fulfils this criteria. "I teach in Bhor taluka, where there would be 100 schools having classes VI to VIII, but none with a strength of 100 students. Purandar and Velhe taluka also share a similar fate. Baramati, which is the most developed taluka, hardly has any school run by a local body having 100 students in classes VI to VIII. If the govt really wants rural students to benefit from extracurricular activities, they must appoint teachers on a full-time basis without considering student strength or at least a lowered strength." Tired of too many ads? go ad free now Sunil Borole, secretary of Arts Teachers' Association, said they have been fighting for permanent positions for a long time but to no avail. "According to the rules, a teacher can teach all subjects in primary classes. But arts is not like any other subject. You require skills for it. If the students don't know the basics, how will they develop the skill? If there are no jobs, why would students take up a course in college? The same goes for sports education. We need sports teachers. How can we talk about winning medals in sports for India when we don't have sports teachers to nurture the talent?" he said.
