JP Nadda vs Mallikarjun Kharge in Rajya Sabha over Opposition's demands to discuss Bihar SIR
Proceedings of the House commenced with Sasmit Patra in the Chair, calling Union Minister Mansukh Mandaviya to discuss the legislative business for the day.
Soon after Mandaviya started speaking, the Opposition demanded that the Leader of Opposition, Mallikarjun Kharge, be allowed to speak.
Speaking in the House, LoP Kharge demanded a discussion on the issue of Special Intensive Revision (SIR), alleging that "lakhs of votes" of Dalits, Adivasis, minorities, poor and marginalised sections of the society are "being cut."
He said, "All MPs of the opposition raised the issue of SIR and the government should respond to it, because a lot of Dalits, Adivasis, and minorities are not being included in it. Lakhs of votes are being cut. If they want to keep the Parliament and democracy alive, they should give permission to discuss this issue. If the permission is not given, then it will be understood that this is against the Constitution. It (SIR) is affecting the poor, Dalits, Adivasis, OBCs, and the marginalised section of society. It started from Bihar, then it will be conducted in Assam, Bengal and the rest of the country."
Saying that the opposition wants Parliament to function and have discussions, Kharge alleged that it is the government that "doesn't want the House to function.
He further raised the "vote theft" allegations, calling the BJP-led government a "chori ki Sarkar" (This is a stolen government). With this, the opposition MPs started sloganeering.
For a few days, it was our clear demand that there should be a discussion on SIR. The opposition wants Parliament to function and discuss every issue. But the BJP government does not want to discuss. They have come to power through 'vote chori'. Ye chori ki Sarkar hai," said Kharge.
Leader of the House JP Nadda responded to the protests in the House, alleging that the opposition doesn't believe in "healthy democracy."
Nadda further asserted that the government is ready to discuss every issues but according to the rules, adding that the government will not allow "obstructionism, anarchism" and this parliament will function according to the rules.
Nadda said, "I had said earlier that the opposition's behaviour is a conspiracy to obstruct the smooth functioning of the house. They don't believe in a healthy democracy. On July 21, the government had said that it is ready to discuss any issue, but it should be constitutional and according to the rules."
The leader of the House urged the Chair that the "political statement" given by the LoP should be expunged from the proceedings of the House.
Nadda said, "The LoP raised the issue of point of order, but he didn't discuss that, rather he discussed SIR and gave a political statement. I would urge that these be expunged from the proceedings of the House. Because that is not in order of the rules and regulations of the Parliament. They (opposition) always demand to discuss SIR under rule 267, and every day it is answered that there cannot be a discussion on that."
Nadda criticised the opposition for disrupting Rajya Sabha proceedings, claiming they wasted 64 hours since the monsoon session began and held Parliament "hostage."
He said, "What we are discussing today was decided in the meeting of BAC and obstructing this is equal to making the Parliament hostage. We will not allow obstructionism or anarchism; this parliament will function according to the rules. They have wasted 64 hours and 25 minutes of the Rajya Sabha since the session commenced. Isn't it equal to holding the Parliament hostage? They are not interested in debate and discussion. That should be expunged."
On the 17th day of the Monsoon Session, Congress Parliamentary Party chairperson Sonia Gandhi and party president Mallikarjun Kharge joined fellow INDIA bloc members in staging a protest in Parliament over the Special Intensive Revision (SIR) issue.
Several Opposition MPs arrived wearing white T-shirts emblazoned with the slogan '124 Not Out'.
Prominent leaders such as Nationalist Congress Party (Sharad Pawar), MP Supriya Sule, and DMK MP Kanimozhi were seen holding onions during the protest.
On Monday, Leader of Opposition in Lok Sabha Rahul Gandhi, Congress MP Priyanka Gandhi, and other INDIA bloc MPs were detained by the Delhi Police while marching from Parliament to the Election Commission office in protest against alleged irregularities in Bihar.
The ongoing SIR of the electoral rolls in Bihar has erupted into a massive row in the country, with the opposition INDIA bloc alleging that it will delete a significant chunk of voters.

Can't share machine-readable voter list as it may lead to breach of privacy: CEC Gyanesh Kumar
Sticking to its firm stand of protecting the privacy of voters, the Election Commission of India (ECI) on Sunday refused to release machine-readable voter list – a demand repeatedly made by Congress leader Rahul Gandhi. Chief Election Commissioner Gyanesh Kumar said machine machine-readable voter list has been banned since the 2019 verdict of the Supreme Court, as in such a list, the entries and photos can be tinkered with. 'We recently saw some media reports displaying voter lists with photos of electors without consent, which is a breach of privacy,' he said, adding that the poll panel was obligated not to circulate photos of mothers or sisters. He said machine machine-readable voter list is different from the searchable voter list, which is available on the ECI, where a voter can enter his details to check if his name is in the voter list. CEC Gyanesh Kumar said the ECI is standing like a rock with voters, and no eligible voter's name can be deleted to deny him or her the right to vote. He said within 56 hours of a Supreme Court order, the ECI has created a website for each district in Bihar, and it can be used to search a voter's name usingthe EPIC number. Earlier last week, the ECI accepted three key suggestions from the Supreme Court over the Special Intensive Revision (SIR) of the electoral roll in Bihar, agreeing to the addition of a list of non-included voters with reasons in the draft roll. For the convenience of citizens, the ECI said that in addition to the list of deceased, voters at two places and permanently shifted given by BLOs to all political parties since July 20, a list of non-included voters with reasons shall also be put in the draft roll. The list of non-included voters could be searched with the EPIC number, booth-wise, on the website of DEOs and the CEO, it said. The poll panel said those aggrieved can file their claim along with a copy of Aadhaar, a key second suggestion of the apex court. The ECI accepted the apex court's suggestion that those aggrieved can file claims along with a copy of Aadhaar. A source in the ECI said an aggrieved person can be defined as a person whose name is not present in the draft list (65 lakhs), and he or she can only file a claim, which has to be in Form 6 under the rules. The Form 6 already contains a column for Aadhaar. Earlier, during a hearing, the apex court directed the ECI to publish online the list of over 65 lakh voters proposed for deletion during SIR. However, citing ground reports and official documentation, ECI officials assert that the process has been far more transparent and collaborative than some Opposition voices suggest. The apex court's directions include uploading the full list of deletions, stating reasons for each deletion, allowing claims with Aadhaar for identification (not citizenship), and displaying these lists at Panchayat and BDO offices.

EC dismisses ‘vote theft' charge, says poll panel stands like a rock with voters
The Election Commission on Sunday dismissed charges of 'vote chori', levelled by the Congress party, saying that the poll panel stands firm with the voters like a rock and will never compromise with the electoral process and protocols, even in the face of adversity. Addressing a press conference, Chief Election Commissioner Gyanesh Kumar also rejected allegations of any bias in the Special Intensive Revision (SIR) drive in Bihar and said that its doors are open for all political parties. He said that the EC doesn't discriminate among political parties and no matter who belongs to which party, it will not step back from its constitutional obligation. 'All the political parties, booth-level officers are working on the ground in a transparent manner. They are verifying documents and also giving video testimonials. It is a matter of serious concern that these verified documents, testimonials of district presidents of political parties and BLOs nominated by them, are either not reaching their own state-level or national-level leaders or an attempt is being made to mislead them by ignoring the ground reality,' he said. The CEC also objected to the public display of photos of many voters, apparently referring to Congress leader Rahul Gandhi's special press conference, where he cried foul about alleged malpractices, and stated that this amounted to a breach of privacy as stipulated in the Supreme Court's earlier ruling. CEC Gyanesh Kumar further said that attempts were being made to misguide the voters and put the poll panel in a bad light by making fake and mischievous allegations. He said that the vote theft charge is completely false and baseless, and claimed that attempts were being made to spread misinformation about the SIR drive in Bihar. He said that the Election Commission won't get deterred by such tactics and asserted that it stands like a rock with the voters. 'When politics is being done by keeping a gun on the shoulders of the Election Commission, we want to make it clear that we won't get intimated by such attempts and the EC fearlessly stands like a rock with all the voters pertaining to all sections and all religions including the poor, rich, elderly, women, youth without any discrimination," he stated.
