
Kalyana Karnataka's alarming slide in SSLC results sparks concern over education crisis
Despite consistent investments into the region's development, the SSLC outcomes reflect a deep and persistent crisis. Kalaburagi, regarded as the region's administrative and political hub, posted the lowest pass rate of 42.43%, slipping to the last position among Karnataka's districts. Yadgir, though slightly improved, stood at 33rd with a pass percentage of 51.6%.
'Kalaburagi's 42.43% pass rate is especially worrying,' said Akash Shankar, additional commissioner of Kalaburagi division. 'It is unfortunate that none of the Kalyana Karnataka districts are in the state's top 10.'
In comparison, southern coastal districts such as Dakshina Kannada and Udupi continued their streak at the top, highlighting a widening regional disparity in education outcomes.
One of the most pressing issues behind the region's declining performance is the severe shortage of teachers. A government report revealed that Karnataka has over 59,000 vacant teaching posts, with the Kalaburagi division alone facing a shortfall of over 21,000, including 17,274 in primary schools and 4,107 in high schools.
The scale of the problem was evident in Bidar's Bemalakheda village, where a single teacher, Archana Soshetty, manages 44 students across classes 1 to 7 at the Government Girls Primary School. Soshetty underscored the difficulties in providing individual attention, calling for immediate recruitment of staff.
Akash Shankar confirmed that 5,267 teachers will be recruited across the region in the coming months. 'The government is committed to filling these posts to improve the quality of education,' he said, adding that a lack of grace marks this year and the implementation of webcasting during exams had revealed the true extent of the crisis.
Even though districts such as Vijayanagara improved significantly — jumping from 27th to 19th with a 67.62% pass rate — most of Kalyana Karnataka remains stuck in the bottom ranks. Bidar moved up slightly to 31st place with a 53.22% pass rate, while Raichur and Koppal remained in the low 30s.
Comparatively, the region's overall pass percentage has dropped by over 5% in a year. In 2023–24, the pass percentage was 58.55%. This year, it stands at just 53.44%.
Adding to the worry, 27 schools in Kalaburagi reported zero pass rates in the SSLC exams. These included government-run Kannada, Urdu, and Marathi medium schools as well as aided and unaided private institutions.
Activists and educators have raised alarm over the long-standing neglect of the region's education system. Lakshman Dasti, founder of Kalyana Karnataka Horata Samiti, called for immediate political and administrative introspection. 'Despite Kalyana Karnataka's special status and development board, progress is lacking. Political leaders and stakeholders must act now,' he said.
He also stressed the urgency of filling teaching vacancies and holding educators accountable. 'There is negligence from the education department. Teachers must be monitored regularly, and guest teachers should be hired until permanent positions are filled.'
The challenges go beyond staffing. Activists such as Kalamkar Hegde and Gurudas Amadalapada pointed to absenteeism, poor infrastructure, and a lack of basic facilities such as toilets and water as contributing factors.
Savitri, a resident of Bidar and postgraduate in English literature, shared concerns about inadequate sanitation. 'Girls often leave school during lunch because there's no water in toilets. Once they go home, they don't return for the day. Who will address this?' she asked.
The state has announced a set of long-term educational initiatives to address the crisis. These include the establishment of 200 new Karnataka Public Schools from the 2025–26 academic year, funded through the Asian Development Bank and the region's development board.
Further, the 'Akshara Aavishkara' project has allocated ₹1,200 crore for infrastructure upgrades. Programmes like 'Read Karnataka' and the 'Math Learning Programme' aim to strengthen learning outcomes at the foundational level.
Plans are also underway to restructure the region's administrative framework by adding new educational zones to the existing 34 block education offices for better monitoring.
Still, educators and citizens believe that without accountability and a shift in mindset, these reforms may fall short. 'Compare our teachers with those in Udupi or Dakshina Kannada. There, education is treated as a mission. Here, many teachers come to school only twice or thrice a week,' said Kalamkar Hegde.

Study of pollution data from Ennore thermal power plants shows violations
A study by the Save Ennore Creek campaign has found severe emission violations by thermal power plants (TPPs), based on the real-time air pollution data of the Tamil Nadu Pollution Control Board (TNPCB) from November 2024 to January 2025. The report 'Breathless in Ennore - 2025', conducted by Durga Moorthy, established the non-compliance with statutory emission norms using online continuous emission monitoring systems (OCEMS) as directed by the Central Pollution Control Board under the Air (Prevention and Control of Pollution) Act, 1981. The study of data from three power plants, including North Chennai thermal power station 1 and 2 and the NTPC Tamilnadu Energy company limited (NTECL), has shown more than 50% violation in emission standards. The study took hourly average of continuous stack emission monitoring data from TPPs in Ennore and was assessed from TNPCB's Care Air Centre (CAC) for three months during winter. The CAC portal checks parameters of particulate matter (PM), nitrogen oxides (NOx) and Sulfur dioxide (SO2) that ought to be monitored for each stack emission source. A total of 24 stack parameters were studied. In NCTPS-1, overall non compliance was 23% with parameters for SO2 at 23%, NOx - 23% and PM - 22%. For NCTPS-2 , with two units, it indicated 100% overall non-compliance and finally, NTECL had an overall non-compliant of 40% emission level. The NTECL, which has three units, non-compliance was recorded at 95% for SO2, 13% for NOx and 14% for PM. Responding to the data, Tangedco said in a press release that during unit outages of the NCTPS 1 and 2 the parameters would be available and the data of the PM, SO2 and NOx, would be available in the CAC portal. of TNPCBAlso during the assessment period of three months mentioned in the report, an annual overhaul was carried out for Unit 1 and Unit 3 of NTCPS-1 and Unit 1 for NCTPS-2. As per the TNPCB website all the parameters have been found to be within the permissible limit, except SO2. It is proposed to instal an FGD as per the Centre's latest guidelines, to correct this value. Tangedco said the issues raised in the report regarding stack emission non compliance and data quality from thermal power plants will be analysed too. However, it also pointed out that several measures were being taken as per norms of equipping the stacks of thermal plants with OCEMs, inbuilt alarm and regulatory mechanism to monitor and automatically alert if the emission exceeds permissible limits and constitution of monitoring team for collecting and submitting OCEMS, as per NGT orders. The Tangedco is also putting in place future improvements to control air pollution and emission through the strengthening of Internal validity checks to improve the detection and redressal of any invalid data, installation of flue gas desulfurization (FGD) and upgradation of electrostatic precipitator (ESP). A seasonal pollution strategy of developing season-specific mitigation protocols and real-time interventions during high-risk meteorological conditions is being worked put by TNPCB.

How Hindi emerged as the lingua franca of the ‘Hindi Heartland' at the cost of other languages
Ironically, Hindi, the language that gives the region its name, is its least unifying factor. After all, it was not the first, and certainly not the only language, of the people who are colloquially referred to as Hindi-bhashi or Hindi-speakers. Sadanand Shahi, who taught Hindi literature at the Banaras Hindu University, minces no words in describing this unique linguistic phenomenon: 'Hindi is nobody's mother tongue. We gave up our own languages to create a national language.' Adds Apoorvanand, who teaches Hindi literature at the University of Delhi, 'Once the British linked Hindi with employment, people surrendered their languages.' Hence, just as the evolution of Hindi as the main language of this region was a political movement, the people's identification with it as their principal language is also a political statement, as we shall see. But first, let's look at the languages of the Hindi belt. In Rajasthan, the traditional languages used to be Marwari and Rajasthani, both of which had a rich oral tradition. The well-known Rajasthani writer Vijaydan Detha, recipient of the Padma Shri and the Sahitya Akademi Award, insisted that even though his script may have been Devanagari, in which present-day Hindi is written (more on this later), his language was Rajasthani. Weighing in on this, Manvendra Singh says, 'The classical name for the Rajasthani language was Dingal, and within this, there were several dialects, spoken in different parts of the state.' According to him, Dingal, like Marwari, used to be written in the Mahajani script (not Devanagari), though writing was not so widespread. Madhya Pradesh also had several languages spread across its expanse, from Bundelkhandi to Gondi, with Bagheli, Malvi, Katli, and so on. In Uttar Pradesh, the spoken languages ranged from Braj, Awadhi, Banarasi, Khari Boli, and Bhojpuri to Bundelkhandi, Garhwali, and Kumaoni. Further east, in Bihar, Bhojpuri was complemented by Magadhi, Magahi, Maithili, Kuduk, and Santhali. Yet, to an outsider, they all sounded rather alike. Travelling from Allahabad (now Prayagraj) in 1869, Syed Ahmad Khan, founder of Aligarh Muslim University, observed, 'All the way from Allahabad to Bombay, in villages and marketplaces and trains, with government officials and peons of all departments and coolies everywhere, I conversed in Urdu – and everywhere people understood and replied in Urdu itself. With some words there was a need to explain the meaning or sometimes to state one's meaning more simply. But there is no doubt that everywhere in Hindustan the Urdu language is understood and spoken…' A similar observation was made by British linguist GA Grierson after a 30-year survey of the Indian languages, which was published in 1928. He wrote, 'It is thus commonly said, and believed, that throughout the Gangetic Valley, between Bengal and Punjab, there is one and only one language – Hindi, with its numerous dialects.' In 1937, author Rahul Sankrityayan added a nuance to what he referred to as a common language which, he wrote, 'incorporates all the languages which emerged after the eighth century AD in 'Suba Hindustan'' – the region that is bounded by the Himalayas, and by all the regions associated with the Punjabi, Sindhi, Gujarati, Marathi, Telugu, Oriya and Bangla languages. Its older form is called Magahi, Maithili, Braj Bhasha, etc. Its modern form may be considered under two aspects: a widely disseminated form called Khari Boli (which when written in Persian characters and with an excess of Arabic and Persian words is called Urdu), and the various local languages which are spoken in different places: Magahi, Maithili, Bhojpuri, Banarasi, Avadhi, Kannauji, Brajmandali, etc… Hence, the emergence of Hindi was the consequence of three factors. One, a desire to find unity in diversity, and a historic uninterrupted tradition of a 'national' language which could be a worthy alternative to English. Therefore, nationalist Indians converged on Hindi as a mother language with multiple 'dialects'. After all, Grierson had also validated this position. Two, a broad intelligibility among all north Indian languages, as seen above; and three, the growing Hindu–Muslim divide after 1857, which led to religious ownership of the language – Hindi for Hindus and Urdu for Muslims. These perspectives were partly correct, only because by the time these people experienced the commonality of the language, there existed linguistic syncretism in the Hindi heartland. But this was a consequence of several centuries of coexisting and collaborating. Says Apoorvanand, 'All languages spoken in the wider region of the Indo-Gangetic plains have a degree of intelligibility, but to say that they are sub-languages, or subsects of Hindi is wrong. All these languages had their own vocabulary and grammar.' In fact, 'Some of these languages – Maithili, Avadhi, Braj Bhasha and Khari Boli – have literary traditions of several centuries while others – Bhojpuri and Magahi – have rich oral folk literatures… Villagers use these to talk with merchants in nearby trading centres and with villagers from other areas. Small town residents use them as their mother tongue, while both educated and uneducated city dwellers use them at home or among friends,' writes Christopher R King. The intelligibility among the languages was the consequence of two factors. One, they all belonged to the Indo-Aryan group of languages with some commonality of vocabulary and grammar, points out author and linguist Peggy Mohan. The only exceptions here were the few tribal languages such as Gondi, Santhali, and Kuduk which were preserved by the itinerant tribes, though they did not belong to this region. Most of them traced their origin to the Dravidian lingual traditions. For instance, Neetisha Khalko, who belongs to the Kudukhar sub-tribe within the Oraon family, says her language Kuduk belongs to the Dravidian tradition. She says, 'Kuduk is similar to the language spoken in parts of the central Konkan region.' Two, as Mrinal Pande points out, 'The Hindi belt has been India's most mobile and colonised area with countless horizontal layers of linguistic cultures that the latest migrants/invaders brought. [Hence], there has been much linguistic give and take mostly through oral sources, among adjacent states.' Talking about the evolution of languages, she says, 'Language normally doesn't flood large areas it flows through. Like a slow-moving river, it keeps depositing new sediments over the old constantly along its path.' Getting into the nuances of the traditional north Indian languages, Mohan says that contrary to popular belief, the modern (regional) languages are 'not like Sanskrit and the Prakrits, though they adopted words from local Prakrits.' Consequently, she writes, 'Is it a step down for our language to be a mixed language, not really different from a creole? Shouldn't highly evolved people like us be speaking a language that is … pure?' Creole languages emerge over time by the assimilation of two or more languages. Answering her own question, Mohan further writes, 'Languages are living things, and they live in ecosystems; they are highly responsive to signals from the environment… Languages that refuse to adapt, languages that hide from the light, tend to go extinct… Finding these mixed languages blooming around us, then, is a cause for celebration.'

Meghalaya rolls out solar power for schools, PMAY homes
1 2 Shillong: In a push for renewable energy expansion in Meghalaya, the Meghalaya New & Renewable Energy Development Agency (MNREDA) has started solar power installations at 63 BharatNet-1 sites across the state. These installations span govt schools, integrated child development services centres (ICDS), and community halls, with an aim to ensure sustainable and reliable power for BharatNet infrastructure and enhance digital connectivity in rural areas. According to the agency, solarisation is underway at 22 govt lower primary schools. Additional installations are in progress at eight secondary schools, four ICDS centres, and 29 community halls. "Under the CM's solar mission, solarisation of 125 lower primary schools has begun in East Garo Hills district — covering 72 schools with 1.1 kVA systems and 53 schools with 2.2 kVA systems. A similar initiative is set to launch in East Jaintia Hills district, targeting 123 schools with the same system configuration," read a statement by the agency. The agency also announced household electrification efforts under the Pradhan Mantri Awas Yojana (PMAY) in Mylliem block of East Khasi Hills district, where hybrid solar inverter systems are being installed for 492 beneficiaries (352 with 0.85 kVA systems and 140 with 1.7 kVA systems). In North and East Garo Hills, installations will benefit 354 households (253 with 0.85 kVA and 101 with 1.7 kVA systems). "These initiatives reflect the government's ongoing commitment to inclusive rural development through clean energy access, contributing to improved livelihoods and digital empowerment," the agency stated.
