MMEA detains tugboat towing barge laden with logs in Bintulu

The tugboat, barge, and their crew have been detained for further investigation.
BINTULU (May 13): The Malaysian Maritime Enforcement Agency (MMEA) Bintulu Maritime Zone detained a tugboat approximately one nautical mile northwest of the Kemena River estuary yesterday.
Bintulu Maritime Zone director Capt Muhammad Suffian Eldine Abdullah said during a routine patrol, the enforcement team inspected the tugboat, which was towing a barge laden with timber logs.
He said at the time of inspection, the tugboat was travelling from Kudat, Sabah to Bintulu waters.
'Initial checks revealed the vessel was manned by six crew members, comprising a Myanmar national as a skipper, two local crew members, and two Indian nationals aged between 26 and 64 years,' he said.
Muhammad Suffian said the tugboat is believed to have committed an offence under Section 65F (2) of the Merchant Shipping Ordinance (MSO) 1952, for submitting false or inconsistent information compared to that stated in the Domestic Shipping License (DSL), which provides for an RM2,500 fine upon conviction.
The tugboat and its crew were detained and escorted to the Bintulu Maritime Zone Vessel Detention Centre before being handed over to MMEA investigators for further action.

Pahang MMEA director First Admiral (Maritime) Mazlan Mat Rejab said the unnamed vessel, weighing 292.9 tonnes, is believed to be linked to the incident of an oil tanker that caught fire off Tanjung Sedili on August 7. He said the ship was spotted about four nautical miles (nm) east of the platform, following a report received by the Maritime Rescue Sub Centre (MRSC) Kuantan from MRSC Johor Bahru at 4.45pm on August 12. 'The vessel had drifted past the oil platform area and posed a potential threat to the safety of other platforms nearby. The ship is currently being towed to the Kemaman Supply Base (KSB) in Terengganu for salvage operations,' he said in a statement yesterday. On August 7, the media reported that one Indonesian crew member died while four others were injured when a fire broke out onboard a foreign oil tanker, 36 nm east of Tanjung Sedili Kechil, near the waters of east Johor, Kota Tinggi, on August 6. Mazlan said the agency would conduct a detailed inspection, including an investigation into the ship's identity and any reports of possible victims on board, once it arrives at KSB. He also said the operation received support from a Dauphin AS 365 N3 helicopter, which transported the Special Action and Rescue team, along with personnel from the Malaysia Marine Department, Malaysia Petroleum Management, Petronas, Petronas Carigali Sdn Bhd, Vestigo Petroleum Sdn Bhd, Jadestone Energy (Malaysia) and Jasa Merin (Malaysia) Sdn Bhd. 'MMEA will continue the operation until the vessel is safely handed over to the Malaysia Marine Department,' he added. — Bernama

SEGAMAT: A 20-year-old man has been arrested for reckless driving and hitting several vehicles after failing to comply with police instructions to stop. The Segamat Police District car patrol unit (MPV) officers were patrolling the Jalan Labis-Chaah stretch when they spotted a missing silver sedan. "The car was reported missing in Labis on Aug 12," said Segamat OCPD Supt Ahmad Zamry Marinsah. The MPV unit followed the suspect until he reached the traffic light junction near the Chaah police station. Supt Ahmad Zamry stated that the suspect refused to stop when ordered by the police and sped off towards Yong Peng. "Our officers managed to catch the suspect at KM3, Jalan Yong Peng-Segamat after a chase," he said. Initial investigations revealed that the suspect has a previous criminal record and is on a wanted list for a narcotics case. The suspect has been remanded until Aug 8 to assist with the investigation. The case is being investigated under Section 379A, Section 186, and Section 279 of the Penal Code. Section 379A of the Penal Code relates to the theft of motor vehicles or their components, punishable by imprisonment for a term of not less than one year and not more than seven years, and a fine. Section 186 deals with obstructing a public servant in the discharge of their duties, with penalties including imprisonment of up to two years, a fine of up to RM10,000, or both. Section 279 covers rash or negligent driving on a public way, which can result in a jail term of up to six months, a fine of up to RM2,000, or both. A video of the car chase went viral on social media platforms. Tawau Maritime Zone Director Captain (Maritime) Ariffin Ghazali said it took place in the waters off Wallace Bay, Sebatik Island, on Wednesday night. 'The vessel was first detected 2.1 nautical miles northwest of the Sungai Tongkang estuary during Ops Pluto Timur, Ops Sejahtera and Ops Tiris around 8.20pm,' he said, Thursday. Ariffin said preliminary checks revealed that the vessel was operated by three local men, aged between 40 and 66, serving as skipper and crew members. A check on the documentation showed the skipper had failed to report a change of crew, as one of the individuals was not listed in the crew register stated on the vessel's operating licence. 'The vessel and its skipper were brought to the Tawau Maritime Zone Jetty for investigation under the the Merchant Shipping Ordinance 1952 (MSO 1952) for breaching the conditions of a valid licence,' he said. The palm fruit was not seized as it had a valid licence certified by the Malaysian Palm Oil Board (MPOB). The case has been referred to the Marine Department for compound action, as all crew members must hold competency certificates to operate the vessel safely. Ariffin reminded vessel owners and operators to adhere to the conditions of their valid licence, stressing that no compromise would be made regarding such violations. 'The maritime community must remain vigilant and ensure that all licensing conditions are met, failing which stern action will be taken against them,' he said. He added that the MMEA will continue to strengthen enforcement within Malaysian maritime zones, particularly in the Eastern Sabah Security Zone (Esszone), to combat unlawful activities.
