Nishikant to Kangana—who was class bunker, who asked most questions, a Lok Sabha report card of BJP MPs

An analysis of one-year data compiled by the PRS Legislative Research, which among others tracks MPs' performance and attendance, shows that seven BJP MPs have not asked a single question and nine have not participated in any debate.
At the same time, 16 party MPs have maintained a flawless 100 percent attendance record, showing up everyday across all four sessions without fail.
New Delhi: A year since the formation of the 18th Lok Sabha after the 2024 elections, the performance review of BJP MPs paints a mixed picture. While some newcomers have emerged as active performers in the House, several senior parliamentarians, including former Union ministers, have neither asked questions nor participated in any debates.
The average for asking questions is 53 and for taking part in debate is 12 per MP.
The BJP MPs who didn't ask any questions in the last one year are—former Union ministers Ravi Shankar Prasad (Patna Sahib, Bihar), Radha Mohan Singh (East Champaran, Bihar), Mahesh Sharma (Gautam Buddha Nagar, Uttar Pradesh), Sakshi Maharaj (Unnao, Uttar Pradesh), Udayanraje Bhonsle (Satara, Maharashtra) and Abhijeet Gangopadhyay (Tamluk, West Bengal) and Rajpalsinh Jadav (Panchmahal, Gujarat).
Udayanraje Bhonsle, a Chhatrapati Shivaji Maharaj descendant and five-time MP, and Sakshi Maharaj also find themselves in the list of nine BJP MPs who have not participated in any debate in this Lok Sabha so far.
The other names include Union minister Narayan Rane (Ratnagiri–Sindhudurg, Maharashtra); Soumendu Adhikari (Kanthi, West Bengal), brother of Suvendu Adhikari; Jyotirmay Singh Mahato (Purulia, West Bengal); Shivmangal Singh Tomar (Morena, Madhya Pradesh); Kali Charan Singh (Chatra, Jharkhand); Mahendra Singh Solanki (Dewas, Madhya Pradesh); and Chintamani Mahraj (Surguja, Chhattisgarh).
Anita Nagar, a first-time MP from Ratlam in Madhya Pradesh who has asked one question so far, told ThePrint, 'I did not get the chance to ask any question despite putting questions several times. My questions did not find a slot in Lok Sabha.'

Second-time MP Jyotirmay Singh Mahato, who has not participated in a single debate so far, told ThePrint, 'I got two-three chances of participating in a debate. But whenever I rose to speak, either the time allotted to my party got over or there was a din in the House that did not allow me to speak. I was supposed to speak during the Budget Session, but before I could start, time ran out and the finance minister started her reply.'
Shivmangal Singh Tomar, the first-time MP from Morena, said he didn't participate in any debate because he is a 'simple worker' and 'big leaders' usually speak in Parliament.
'I speak in my area Morena whenever the party assigns me to speak on any topic. I am a simple worker. In Parliament, there are big leaders and they usually speak. That is why I concentrate in my constituency rather than speaking in Parliament,' he said.

16 MPs record 100% attendance
Sixteen BJP MPs recorded 100 percent attendance in this Lok Sabha so far. But the record of some other MPs has not been that impressive. Mathura MP Hema Malini, for example, clocked 40 percent attendance, much below the overall average of 87 percent. However, the actor-turned-politician asked 16 questions and participated in four debates, unlike Udayanraje Bhonsle who neither asked any question nor participated in any debate.
At 60 percent, he also has the second worst attendance record among BJP MPs. Overall, 42 BJP MPs have recorded an attendance percentage below the average of 87.
Some of them are—Narayan Rane (67 percent), Berhampur MP Pradeep Panigrahi (68 percent), Bhojpuri actor and MP Ravi Kishan (69 percent), Chitradurg MP Govind Kajrol (73 percent), Kurukshetra MP Naveen Jindal (74 percent), Bangalore South MP Tejasvi Surya (76 percent), Bastar MP Mahesh Kashyap (76 percent) and former Karnataka chief minister B.S. Yediyurappa's son Raghavendra (77 percent).
BJP leaders who clocked 100 percent attendance include prominent MP Nishikant Dubey (Godda), Jagdambika Pal (Basti), Ramvir Singh Bidhuri (South Delhi), Assam BJP president Dilip Saikia (Darrang-Udalguri), Satish Kumar Gautam (Aligarh), Shankar Lalwani (Indore), Janardan Mishra (Rewa) and Damodar Agarwal (Bhilwara).
Former Union minister and Akola MP Sanjay Shamrao Dhotre and Jamshedpur MP Bidyut Baran Mahato are also in the list as are Khagen Murmu (Malda Uttar), Pradan Baruah (Lakhimpur, Assam), Amarsing Tisso (Diphu, Assam) Mitesh Rameshbhai Patel (Anand, Gujarat), Janardhan Singh Sigriwal (Maharajganj, BIhar) and Manna Lal Rawat (Udaipur, Gujarat).
Asking questions
Thirty-one BJP MPs have asked more than 100 questions across sessions in the past one year, which is almost double the average of 53.
First-time MP Praveen Patel, who represents the Phulpur Lok Sabha constituency, is the top performer with 160 questions. Seasoned parliamentarian and multi-term MP Bhartruhari Mahtab is a close second with 152 questions and Smita Wagh 150 questions.
Jamshedpur MP Bidyut Baran Mahato has asked 148 questions, and he says there is no 'art' in this. 'Since questions are selected through a lottery system, if you want to raise the problems in your constituency, there are many ways to attract the attention of officials and the government. When we travel in the constituency, people raise many problems and we try to address them by raising them in Parliament. You should find out a way to raise issues,' he told ThePrint.
Former Union minister P. P. Chaudhary, who is also the chairpersons of the Joint Parliamentary Committee (JPC) on one nation one election, asked 142 questions, while Gorakhpur MP Ravi Kishan asked 138 questions even though his attendance was just 69 percent.
First-time MP Naba Charan Majhi (Rairangpur, Odisha) asked 136 questions, while Lumbaram Choudhary (Jalore-Sirohi, Maharashtra) asked 135 questions. Dilip Salkia asked 131 questions, Manoj Tiwari 126 questions and Nishikant Dubey 123.
Argumentative MPs
The 74-year-old Jagdambika Pal, who was also the chairman of the JPC on the Waqf Bill, participated in 75 debates against the average of just 12. Pal clocked 100 percent attendance in all the four sessions of this Lok Sabha so far.
'Since I have been MLA, I know how to utilise assembly or parliament's time to raise people's issues. That is why my questions figure in Lok Sabha every second or third day,' MP Smita Wagh who asked 150 questions.
Nishikant Dubey is second in terms of participation as he presented arguments in 42 debates, Dilip Sakia in 39, Bhartruhari Mahtab in 31 debates, and P.P. and Sudhir Gupta (MP from Mandsour) in 30 debates. Smita Wagh and Malvika Devi (Kalahandi, Odisha) participated in 28 debates.
Jagdambika Pal, who represents Basti in the House, said, 'Often I reach Lucknow from my constituency in the morning and then take a flight to Delhi to reach Parliament in time. Parliamentarians have huge responsibility towards people, towards their parties and they always have to be on their toes to fulfil their responsibilities.'
Smita Wagh, with 96 percent attendance and 150 questions, said, 'Since I have been an MLA, I know how to utilise assembly or Parliament's time to raise people's issues. That is why my questions figure in Lok Sabha every second or third day.'
How do ex-CMs & celebrities fare
The BJP fielded several former chief ministers in the 2024 Lok Sabha polls, and five of them emerged victorious, Madhya Pradesh's Shivraj Singh Chouhan and Karnataka's Basavaraj Bommai among them. Chouhan has been inducted in the Union cabinet as a minister so he does not need to mark attendance.
Bommai has recorded 83 percent attendance, just below the average of 87 percent, asked 75 questions and participated in two debates. Another former Karnataka chief minister, Jagadish Shettar, has recorded 85 percent attendance, asked 85 questions and taken part in one debate.
Former Tripura chief minister Biplab Deb has a decent attendance of 93 percent. He asked 72 questions and participated in only six debates. Former Uttarakhand chief minister Trivendra Singh Rawat recorded 96 percent attendance. He asked 59 questions and participated in six debates.
Among celebrity MPs, Arun Govil, who played the role of Lord Ram in Ramanand Sagar's Ramayan, has recorded 92 percent attendance. He asked 81 questions and participated in 13 debates. His performance on these parameters are much better than Kangana Ranaut and Hema Malini's, who have attendance percentages of 79 and 40, respectively.
Kangana asked 73 questions and participated in nine debates, while Hema Malini asked 16 questions and participated in only 4 debates.

The Jammu and Kashmir government has ordered a ban on 25 books including those for allegedly propagating 'false narrative and secessionism' in the Union Territory. Arundhati Roy's 'Azadi'; constitutional expert AG Noorani's 'The Kashmir Dispute 1947–2012'; political scientist Sumantra Bose's 'Kashmir at the Crossroads' and 'Contested Lands' are among the 25 banned books. The government has ordered the forfeiture of 25 books, along with their copies and related documents.(Representative Image) A notification of the Home Department in Jammu and Kashmir issued on Tuesday (August 5), signed by Principal Secretary Chandraker Bharti, said credible evidence shows that false narratives and secessionist literature often disguised as historical or political commentary have played a key role 'behind youth participation violence and terrorism.' 'This literature would deeply impact the psyche of youth by promoting culture of grievance, victimhood and terrorist heroism. Some of the means by which this literature has contributed to the radicalization of youth in J&K include distortion of historical facts, glorification of terrorists, vilification of security forces, religious radicalization, promotion of alienation, pathway to violence and terrorism,' the notification reads. The government has declared 25 books by various publishing houses including Routledge, Stanford University Press, Oxford University Press as 'forfeited' under Section 98 of Bhartiya Nagarik Suraksha Sanhita (BNSS) 2023. The government said that these books have been 'found to excite secessionism and endangering sovereignty and integrity of India', thereby, attracting the provisions of sections 152, 196 & 197 of Bhartiya Nyaya Sanhita 2023. While section 98 of BNSS 2023 gives power to the government to declare certain publications forfeited, Sections 152, 196, and 197 of the BNS 2023 deal with assault without grave provocation, obstruction of public servants, and failure to assist them when legally bound, respectively. The government has ordered the forfeiture of 25 books, along with their copies and related documents. This has come at a time when the Supreme Court is scheduled to hear on Friday, August 8, an application seeking directions to the central government to restore the statehood of the Union territory of Jammu and Kashmir. Incidentally, on August 5, 2019, the Centre scrapped Jammu and Kashmir's special status and bifurcated the state into two Union territories.

Hyderabad: Chief minister A Revanth Reddy on Wednesday launched a blistering attack against Prime Minister Narendra Modi, accusing the Centre of deliberately stalling the approval of Telangana's 42% Backward Classes (BC) reservation bills. He warned that Telangana's BC empowerment model of a caste survey and a bold quota expansion would turn into a political tsunami and "wash away the Modi-led BJP into the Bay of Bengal." Taking a swipe at the BJP's 2029 ambitions, Revanth responded to party MP Nishikant Dubey's comments that Modi will again be the PM face. "Let Modi contest 2029 if he dares. Rahul Gandhi-led INDIA bloc will defeat him decisively, and the BJP won't cross 100 seats," he predicted. He invoked Rahul Gandhi's slogan 'Jitni hissedari, utni bhagedari' (proportional representation for social justice), warning political consequences for those who defy it. Revanth insisted that the BJP's continued delay is a deliberate attempt to suppress BC aspirations. "The BC quota bills are pending with the President for the last four months. If we don't get an appointment with her tomorrow (Thursday), it will confirm BJP's 'anti-BC' bias," he said. Just curious because there's an Adv Aarti Sathe who has been a spokesperson of Maharashtra BJP.' On 28 July, the Supreme Court Collegium approved the appointment of Aarti Arun Sathe, once a Maharashtra BJP spokesperson, as a high court judge, which sparked a row as the Opposition raised concerns over whether she would be impartial as a judge. Mumbai: The controversial nomination of an advocate for judgeship at the Bombay High Court has now reached Parliament, with Congress MP Hibi Eden moving an adjournment motion to discuss the matter in the Lok Sabha. 'Democracy and the Constitution have been systematically sidelined in the country since 2014,' he said. 'All autonomous institutions are operating under government directives, even the Election Commission of India. But the most serious and worrying development is within the judiciary itself.' ThePrint attempted to reach Sathe via call, but she declined to comment on the matter. Sathe was affiliated with BJP Mumbai, and was appointed as a spokesperson in 2023. She was previously made a panelist for media interactions in 2020. She was also the head of the party's Legal cell. However, she had resigned from the position on 6 January, 2024, and also from the party's primary membership that year. 'I wish to be relieved from the responsibility as the head-legal cell BJP Mumbai for personal and professional reasons,' she had written in a letter addressed to Mumbai BJP chief Ashish Shelar, a copy of which is with ThePrint. Sathe has been a lawyer for the last 20 years, and has mainly dealt with matters linked to direct and indirect taxes, along with issues related to Securities and Exchange Board of India (SEBI) and Securities Appellate Tribunal (SAT) before the Bombay High Court. As party spokesperson, she often appeared in media debates on issues related to Mumbai. In debates on television news channels, she regularly spoke about the alleged mismanagement in the BMC (Brihanmumbai Municipal Corporation), the condition of dilapidated buildings in the city, or the condition of roads. Back in 2016, in a conversation with Mirror Now, she had defended demonetisation, saying that it would help clean up the corruption in BMC and MHADA (Maharashtra Housing and Area Development Authority). She had also spoken against the Maha Vikas Aghadi government in 2021 when Shah Rukh Khan's son Aryan Khan had been arrested in a drug bust, accusing the then cabinet minister Nawab Malik of the undivided NCP of trying to influence the case. Referring to such statements by Sathe in the past, Rohit Pawar told media persons Wednesday, 'She has in the past taken the side of one party vociferously. So we want to request the Supreme Court Collegium to stop this proposal. We don't have doubt over her merit or capability. But looking at the current political scenario, question arises if common people will get justice? We as Opposition continuously speak against the government, so if our case goes in front of this judge, will we get justice?' Arun Sathe's BJP-RSS link Much like the current row, a similar controversy had erupted back in 2015, when Sathe's father, Arun Sathe, who is also the brother of former Lok Sabha speaker Sumitra Mahajan, was appointed to the board of market regulator SEBI as a part-time member. Arun Sathe is also a lawyer, and has been a BJP worker with RSS background. He was a national executive member of the partyBJP, and held various positions in the student wing, ABVP. However, he had said at the time that he had been nominated by the finance ministry, and would do his job judiciously. '…I understand the differences between politics and market issues. As a lawyer, I will have views independent of biases,' he had told Business Standard in 2015. He had also said that he had been connected with the Rashtriya Swayamsevak Sangh since childhood, and had been a part of the party since its Jan Sangh days. In 1989, he had tried to contest Lok Sabha polls from the Mumbai North West constituency against Congress's Sunil Dutt, but had lost.
