RBI shifting towards principle & outcome-based regulations: Dy Guv Rao

Mumbai, Aug 20 (PTI) The Reserve Bank is gradually shifting towards principle and outcome-based regulations that will give operational flexibility to regulated entities (REs) and tailor their activities to their unique needs, said central bank deputy governor M Rajeshwar Rao.
There is no perfect regulatory approach, however, principle and outcome-based regulation is generally found to be more suitable for mature markets, he said while addressing the DoPT MDP on Financial Market Regulations at the Indian Institute of Management Kozhikode (IIM-K) on Monday.
Nevertheless, even developed economies use rule-based framework when it comes to safeguarding interests of consumers, he said.
'We, at the Reserve Bank are gradually shifting towards principle and outcome-based regulations, as it gives operational flexibility to the REs for conduct of their operations and tailor their activities to their unique needs, while adhering to the regulatory framework for delivering the outcomes expected from them," Rao said.
The Reserve Bank of India (RBI) uploaded his speech on its website on Wednesday.
The deputy governor noted that regulators are often confronted with complex challenges while framing regulations, necessitating adoption of a forward-looking approach. Addressing emerging risks calls for nuanced and adaptive strategies to ensure resilience.
'Regulators must adopt a more proactive mindset to help build a financial system that is both resilient and adaptable. Being proactive entails embracing innovation and fully leveraging data and technology," he said.
Rao said the regulators need to further leverage technology to enhance their efficiency — both internal and supervisory, carry out regulatory horizon risk scanning and boost regulatory effectiveness.
Usage of rapidly evolving technologies and collaboration with domain experts is need of the hour for the regulators to stay abreast of the evolving changes in the financial system, he added.
He further said regulators should have a broader vision of enhancing compliance by REs to make it easier for them to comply with regulations. This can be done by simplifying regulations, enhancing their clarity and removing redundancies and duplications.
He added that the RBI has been emphasising on clarity in regulations and has started including examples, FAQs, and illustrations as part of its regulations for the benefit of REs.
'We need to consider the impact regulations can have on one of the most important stakeholders in financial system i.e., consumers. Regulators have remained conscious of the need to empower consumers and safeguard their interests," Rao said.
The deputy governor also emphasised that regulatory policy in the financial sector must strike an optimal balance between the critical need for stability and objectives of fostering innovation, efficiency, and competition.
While it is necessary to minimise systemic risks and protect consumers, it should not discourage creativity, innovation, or healthy market dynamics, he said.
On the other hand, an overemphasis on innovation and competition — without adequate safeguards — can lead to financial instability, resource misallocation, and ultimately loss of confidence in the system, he added. PTI NKD TRB

Japanese auto major Honda Motor has established a wholly owned subsidiary in India to offer retail sales financing services, including loans and lease sales options, for its products. PTI reported the new entity, Honda Finance India , will apply for a non-banking financial company (NBFC) licence before commencing operations, the automaker said in a statement on Wednesday. Once approved, the subsidiary will provide financing support for customers purchasing Honda motorcycles, cars, and related services in the country. Honda noted that India is one of the fastest-growing automotive markets, with rising demand for motorcycles and cars and a growing share of customers opting for loans to finance purchases. Until now, such retail sales financing has largely been provided by local financial institutions. 'By setting up a local financing subsidiary, Honda aims to strengthen its business in India and make ownership of its products more accessible,' the company said. Honda already operates similar financing arms in Japan, North America, Europe, and other key markets. With the launch of the Indian unit, the country becomes the ninth market globally where Honda has established a dedicated financial services subsidiary.

Agencies RBI Governor Sanjay Malhotra The Reserve Bank of India Governor Sanjay Malhotra said the global economy continues to traverse a period of heightened uncertainty on account of trade and tariff negotiations and lingering geopolitical tensions. However, he added that the global growth has improved owing to front loading of exports in anticipation of tariffs, easing of financial conditions and fiscal expansion in advanced economies (AEs). "The pace of disinflation, however, has slowed down and inflation continues to remain above the target in most AEs," Malhotra said. The governor said that the domestic economy has grown largely in line with assessment set out in the June policy. He said that the growth projected at 6.5 per cent is resilient, considering the current uncertain environment which shows no signs of abatement. He added that this is lower than what the nation can achieve. "High-frequency indicators point toward buoyant rural economic activity and consumption, whereas urban spending continues to remain sluggish. During the remaining part of the financial year, growth is likely to receive support from both favourable supply-side factors as well as a supportive policy environment," Malhotra said. The RBI decided not to make any changes in to the repo rate and kept it at 5.50 per cent following the meeting from August 4-6, after having cut rate consecutively previously. Malhotra said that the southwest monsoon has progressed well and that sowing has been satisfactory, and reservoir levels are comfortable, paving way for positive farm outlook and urban development. He added that the urban demand is likely to witness a boost during the festive season, especially in a period of benign inflation. "Services sector activity is also likely to remain strong, as evident from forward-looking assessments from surveys. Uncertainty in external demand, driven by tariff and geopolitical uncertainty, remains the major drag on growth as it also hinders private investment intentions, which is yet to show visible signs of improvement," Malhotra said. Malhotra said inflation has continued its downward trajectory, with headline CPI inflation in June at 2.1 per cent - a 77-month low. In July, retail inflation fell to an eight-year low of 1.55%, below the central bank's 2-6% target range, driven largely by a drop in food prices. It also marked the sixth straight month of Consumer Price Index (CPI) inflation staying below 4%. The Reserve Bank of India (RBI) is mandated to keep inflation at 4% within the decline in inflation was primarily driven by the food component, which registered a year-on-year contraction of -0.2 per cent in June. "The extent of moderation in food inflation turned out to be larger than that expected during the June MPC meeting, as supply-side conditions turned out to be much more favourable," the governor said. "Although we are likely to see inflation undershooting the target in the near term, with a likelihood of monthly numbers even crossing the lower tolerance band of 2 per cent, headline inflation is projected to inch up from Q3 onwards. The uncertainties of tariffs are still evolving. Monetary policy transmission of the cumulative 100 basis points cut in the policy rate since February 2025, though hastened due to various measures, is still continuing. The CRR cut, that is likely to kick in from next month, will also facilitate further monetary transmission and stimulate economic activity," he added. Giving an over all picture of the economy, Malhotra said it paints a picture of strength, stability, and opportunity. "India's strong fundamentals, growth inducing policies, and forward-looking economic strategy clearly place it in a strong position. While growth has remained steady, inflation outcomes have been far more benign on account of higher food price moderation," he said. He said that the monetary policy needs to remain watchful considering the state of uncertainty on the external front, which is why the repo rate was kept unchanged at 5.50 per cent. "I also support retaining the neutral stance as it would provide monetary policy the necessary flexibility to respond to the evolving domestic and global economic conditions," Malhotra said.

Delhi HC asks analytics firm to respond to plea alleging data theft

Agency: PTI Last Updated: New Delhi, Aug 20 (PTI) The Delhi High Court has sought the response of an analytics firm on a plea filed by a rival company alleging theft of its primary real estate data. Justice Manmeet PS Arora issued summons to defendants Bhugol Analytics Private Limited (trading as CRE Matrix), its directors and some employees in a suit filed by real estate data analytics company PE Analytics Limited(PropEquity). The court, in its July 24 order, granted time to the defendants to file their written statements and posted the matter for September 19. The plaintiff alleged glaring similarities and almost near similar figures in the primary residential data segment, reported by the defendant firm. PropEquity alleged CRE Matrix was not even operating in the domain of primary residential data during 2021-2024 for which the primary data figures were released in May 2025 in a report titled 'India Housing Report". It alleged the defendant firm unethically solicited plaintiff's ex-employees who held important positions but resigned, violating non-compete clause and joined the rival company. 'They colluded with the defendant and compromised the proprietary primary residential data of the plaintiff," it said. The plaintiff has sought permanent injunction and damages of Rs 8 crore on account of alleged data theft by the defendants. The plaintiff firm said it has also filed police complaints with cyber crime branch, Gurugram and the police has initiated its investigation.
