Consumer confidence perks up slightly

Consumers are slightly less pessimistic, but still struggling in the face of high living costs and yet to feel the benefit of lower interest rates.
The Westpac McDermott Miller consumer confidence index rose two points to 91.2, but remained firmly entrenched below 100, which is regarded as pessimism.
Westpac senior economist Satish Ranchhod said it has been bumpy and uncertain, and the survey reflected nervousness about the economic outlook.
"Domestically, economic conditions have remained mixed. At the same time, increased global tensions and the related volatility in financial markets are casting long shadows over the outlook."
The survey showed more households reporting their own financial position had deteriorated, but there was a lift in those expecting a future improvement.
All groups, except those on the highest incomes, were firmly pessimistic, although men were less downbeat than women, while there had been a notable fall in sentiment among young people.
Ranchhod said households were still struggling with high living costs and were yet to get the benefit of interest rate falls.
"While it will take time for those cuts to pass through to borrowers, many households will see a boost to their disposable incomes over the coming months. In some cases, the drop in their borrowing costs could be substantial, with some fixed mortgage rates down around 200 basis points compared to this time last year."
He said about a third of respondents had cut back on discretionary spending, and were still not inclined to buy a big ticket item.
The survey mirrored others showing the regions, especially those with strong agriculture production such as Bay of Plenty, Northland, Canterbury, and Southland, much more upbeat than the main centres.
"The firmness in commodity price, especially in the dairy sector, has seen a welcome lift in earnings in many communities," Ranchhod said.
"On top of that, growing numbers of international visitors will be helping to boost conditions in Queenstown and other tourism hotspots."
The Bay of Plenty was the only region of the 11 to be above the 100 confidence level.
However, Wellington's pessimism deepened to multi year lows.
"While restraint in government spending will be one reason for that weakness, it's not the only reason ... households in Wellington have faced some tough financial conditions in recent years," Ranchhod said.
He said Wellington was neither benefiting from high commodity prices nor the rise in international tourism.

That's a modest rise after the sharp fall we saw last quarter, and leaves consumer confidence a fair bit below average levels (Note: A level below 100 indicates that there are more households who are pessimistic about the economic outlook than those who are optimistic). 'It's been a bumpy and uncertain few months, and many New Zealand households are feeling nervous about the economic outlook,' said Westpac Senior Economist Satish Ranchhod. 'Domestically, economic conditions have remained mixed. At the same time, increased global tensions and the related volatility in financial markets are casting long shadows over the outlook.' 'Cost of living pressures continue to be a big concern for many households, particularly those on lower incomes,' noted Mr Ranchhod. 'Recent months have seen large increases in the cost of essentials like food and utilities. 'Looking at those in paid work, confidence has increased slightly by 3.4 points this quarter up to 95.1, while those not in paid work saw almost no change from last quarter (up just 0.6 points to 85.6). One in five of those in paid work feel they are better off financially now than a year ago, compared to fewer than one in 10 of those who are not in paid work,' observed Ms Rendall. The survey was conducted over 1-12 June 2025, with a sample size of 1,550. An index number over 100 indicates that optimists outnumber pessimists. The margin of error of the survey is 2.5%. Photo: Supplied Inland Revenue has found $45 million of undeclared tax in the horticulture industry in just the last 10 months. Spokesperson Tony Morris said they were seeing concerning practices in the sector, that included people being paid under the table. He said some in the sector were still recovering from Cyclone Gabrielle, and dealt with increasing compliance costs and labour shortages, so paying tax could become an afterthought. Morris said Inland Revenue was also seeing cash sales not being reported correctly and withholding tax not being deducted on payments made, deducted at incorrect rates or not being reported. "While many growers are doing things right, they typically hire labour through a contracting firm, which then frequently pays the labourers in cash. Some of these contracting firms then use convoluted business structures to try and hide those payments," Morris said. "Not only does this mean they could avoid their tax, but it also means the labourers can get benefit payments they aren't entitled to or avoid their child support or student loan payments. "Inland Revenue is cracking down on this by requiring many contracting firms to withhold tax from their labourers payments, and pay that directly to IR. Where Inland Revenue identifies growers and other payers not correctly deducting or accounting for the tax, we are also following these up." Morris also said due to the high use of cash and migrant labour in the horticulture industry, it was a sector open to the abuse of workers. He said Inland Revenue worked with other government agencies to address such issues. "Alongside Hort NZ and Zespri, we work hard to ensure growers and contracting firms are aware of what they need to do to get things right, and appreciate the efforts of the many who do get it right." One-year home loan rate falls - but should you take it?
Photo: RNZ Another bank has cut its one-year fixed term rate to 4.89 percent, the lowest advertised rate in the market. But should you take it? BNZ said on Wednesday morning it was cutting its one-year and six-month rates to 4.89 percent and 5.29 percent, respectively. Kiwibank is also offering a one-year rate at that level . BNZ chief economist Mike Jones said based on his forecasts, mortgage rates would be broadly the same or perhaps a little lower in 12 months' time. "But a year is a very long time, especially in the current environment where we are getting a new geopolitical event almost every week." He said Reserve Bank data seemed to show interest in the two-year rate, as a way to get some extra certainty. The main banks are all offering 4.95 percent for two years. "In March and April, demand for the two-year rate went from next to nothing to about a third of all fixing." Infometrics chief executive Brad Olsen said rates were likely to be about the same in a year's time, if people fixed for one year. The Reserve Bank did not expect rates to be increasing at that point. At present, its forecasts are for the official cash rate to fall to 2.85 percent in March next year before rising slightly to 3 percent the following year and remaining about there through 2028. Because the bank tends to move the rate in 25 basis point increments, this could in practice mean the rate stays on hold through that whole period. Olsen said the rate changes being announced by banks now were small and seemed to be about jockeying for position. He agreed with Jones that borrowers were fixing for one or two years now rather than floating or taking a six-month fix. He said that made sense in an environment where there was no current view that interest rates should increase, although there were questions about how much further they might fall given recent strength in food and energy prices. The drop in mortgage rates has made a significant difference to borrowers. A $500,000 home loan over 30 years at the peak rate of about 7 percent costs $717 a week. At 4.89 percent, that drops to $612. Someone who kept the payments the same when the rate dropped could take more than seven years off their loan term and save more than $120,000 in interest costs.
