
Rory Hearne: Why we need a French-style State savings scheme to fund 75,000 homes
Under this Government, Ireland's locked-out generation continues to be denied the most basic need – a home of their own , writes Social Democrats TD Rory Hearne.
More storm clouds are gathering over our worsening housing crisis. The latest national Residential Property Price Index, published by the Central Statistics Office (CSO), showed that the median price of a home in Ireland is now €360,000 – more than seven times the average income. In Dublin, it's as high as €670,000.

For the first time in our history, we are seeing young people forced to emigrate, not because of a scarcity of jobs, but due to their lack of hope of ever being able to buy a home of their own. In the past two years, there has been a 36% increase in the number of Irish citizens emigrating, with 70,000 people leaving our shores in 2024 – the same number as at the height of unemployment in 2010.
This is hardly surprising when more than half a million young adults are stuck living in their childhood bedrooms, desperately waiting for their independent lives to begin.
For those who just want a space of their own, the housing crisis is having a serious impact on their mental health, with many suffering from anxiety and depression as they put their hopes and dreams on hold.
Today's generation, locked out of home ownership, is a generation without hope. The Government's social contract with the young people of Ireland – where the plan is that you are supposed to get an education, work hard, pay your taxes, and save enough money to have a decent life and buy a home of your own – has been shattered into a million pieces.
There is stark generational inequality between older people who have owned a home for decades and the young adults of today, many of whom are holding back on making major life decisions, such as starting a family, because they have nowhere to live. But despite the scale of the housing crisis, we have seen no emergency response coming from the Government.
Since the Celtic Tiger days, successive governments have treated housing as an investment commodity, relying too heavily on private developers and vulture funds instead of building social and affordable homes at the scale required. This has turned our young people into rental fodder for institutional investors.
Fianna Fáil and Fine Gael claim they are the parties of home ownership, yet their approach to housing has caused the largest collapse in the number of people buying a home since the foundation of the State.
Their policies serve institutional investors, large developers, property owners and banks. The Government is not concerned with making house prices affordable. Rising house prices and hiked-up rents are baked into these policies as they are deemed essential to 'incentivise' the market.
It is against this backdrop that the Government is proposing to remove rent caps, all in the hope of attracting investment from vulture funds. If this is allowed to happen, rents will further skyrocket, and thousands more people will be plunged into poverty and homelessness. Pic:We urgently need a new direction to solve the housing crisis. That is why the Social Democrats have put forward a new policy proposal to set up a State savings scheme that would help fund the accelerated delivery of affordable homes.
Under our plan, the Government would establish a Homes for Ireland Savings Account (HISA) to leverage the €160bn in Irish bank accounts for investment in affordable homes.
Similar to the Livret A model in France, this is an innovative way of offering an incentivised savings scheme for Irish savers, while opening up a new source of domestic private financing for home building in Ireland.
Funds raised through this savings scheme would be channelled through Home Building Finance Ireland (HBFI) and the Housing Finance Agency (HFA) to fund the building of affordable homes by SME builders, not-for-profit housing associations and local authorities.
It could help deliver 50,000 affordable-purchase and 25,000 cost-rental homes over the next five years. The scheme would also represent a win-win for savers, with favourable interest rates and no Dirt tax to be applied to these accounts.
This is the type of radical action required to offer hope to our locked-out generation.
This Government, like its predecessor, likes to claim it is doing everything it can to solve the housing crisis, but nothing could be further from the truth. It's time for a new approach.

Suzanne Harrington: 'Terrorist-adjacent', hilarious, galvanising, inspirational Kneecap
At a moment where that Chinese curse — may you live in interesting times — is taking itself far too literally, we could all do with a fat slap of levity. I'm pinning my hopes on Kneecap's Liam Óg Ó Hannaidh when he shows up at Westminster magistrates court this Wednesday on terror charges. I'm hoping he'll ask for a translator, like he did while playing a version of himself in the Kneecap film. That life will imitate art, and he will not speak a single word of English during this nonsensical waste of Liam's time and taxpayers' cash. Because really... terror charges? A surreal idea, like something dreamed up by Flann O'Brien and Franz Kafka after sharing a pot of peyote tea. These charges do not include any actual terrorism — no bombing of schools and hospitals, vaporising ambulances, starving and murdering tens of thousands of civilians — but centre on the alleged handling of a banned flag indoors last November. Touching a rectangle of fabric. Briefly. Kneecap, who have asked supporters to gather outside the London court building on the day, describe this moment of British power-flexing theatrics as 'political policing', a 'carnival of distraction'. Goliath, as ever, punching down; Daithí readying his sling. Because if the British government wants a carnival, it could not have cast better players. Kneecap know all about performance, situationism, absurdism. They themselves are fearless theatre. Imagine then this life-imitating-art scenario, where Liam Óg speaks only Irish in court. Imagine how funny that would be, how utterly, brilliantly comedic, how richly satisfying. The spluttering, the outrage, the apoplexy. The hilarity. The glee. And yes, it's a lot to ask a 27-year-old facing the wrath of the British establishment doing their best to intimidate, to derail his career, but tá bualain ar an bhuach. (And yes, of course I had to google that. I can't speak Irish; unlike Peig Sayers, Kneecap are the first people who have ever inspired me to look up any Irish words. Don't hate me if it reads like a badly translated menu). That's why the establishment wants to squash Kneecap, cancel them, restrict their movement — because they inspire. They galvanise. Like those enormous peaceful marches for Palestine that regularly bring central London to a halt but are never reported by the BBC or other major British media (turnout for the last one on May 17 was 500,000-600,000) — Kneecap, along with a handful of other vocal critics, are doing what the British government is not: loudly calling out atrocities. They're being labelled as terrorist-adjacent for their trouble, as they provide a focus for people appalled at the genocide, appalled at the complicity of the US and Britain. Along with the marches, along with other musicians such as Fontaines and Macklemore, they are providing an unofficial form of anger management. It must be infuriating therefore for those keen to shut them up to see how the more Kneecap hold their nerve, hold their principles ('If it comes down to awards or breaking America by sacrificing what you believe in, then America can go fuck itself') the bigger they get. Cancelled from a Scottish festival that caved to 'safety concerns', they sold out an alternative venue in seconds. Glastonbury refused to cancel them. And in September, they play their biggest venue to date — Wembley Arena. The cancelling is not going well. I'm off to google the Irish for 'fight the power'. Irish survivors to tell UN session why they want a ban on use of counselling notes in rape trials
Survivors of sexual offences will call on the Irish Government to ban outright the use of counselling notes in sexual offence trials, at a session of the United Nations on Monday. Ciara Mangan and Leyla Simsek of Beyond Surviving will be joined by human rights and equality researcher Lisa Murray in Geneva for a session of the Committee on the Elimination of all forms of Discrimination Against Women. During the session — which runs from Monday to July 4 — the committee will review Mexico, Thailand, Ireland, Afghanistan, San Marino, Chad, and Botswana on how the countries are implementing the UN Convention on the Elimination of all forms of Discrimination against Women. New bill stalled by Government The session comes just days after the Criminal Law (Prohibition of the Disclosure of Counselling Records) Bill 2025 brought forward by Ruth Coppinger was stalled by the Government for a year. The bill aims to ban outright the use of counselling notes in sexual offence trials. Ciara Mangan described as 'gut-wrenching' Thursday's decision not to progress the bill beyond second stage for 12 months, which a Government amendment said was 'to allow for consideration by the Minister for Justice, Home Affairs and Migration to consider and bring forward provisions relating to Counselling Records". Justice minister Jim O'Callaghan secured Government approval last month to draught legislation which would result in complainants' counselling notes only being disclosed in sexual assault trials if the court decides they are relevant. However, in a submission to the UN, Beyond Surviving described the minister's proposal as legislating to continue the practice of disclosure of counselling notes, 'rather than cease it'. Practice 'removes the victim's agency' The group says that the use of counselling notes in sex offence trials are 'disproportionately discrediting a truthful victim'. The submission added: 'Further, it removes the victim's right to non-disclosure, claiming it to be a solution to victims being 'fearful that if they do not agree to furnish the records, the prospect of a successful prosecution may be put in jeopardy'. It thereby removes the victim's agency entirely, denying any option to exercise the right to nondisclosure. The survivors' group argues that allowing counselling notes in court cases is a breach of human rights 'when such information is non-evidentiary and perpetuates harm through re-victimisation". The submission says: 'Beyond Surviving contends that the current legislation and proposed amendment is a violation of our rights.' Calling the use of counselling notes a violation, the submission also says: 'We assert that this practice is discriminatory and a breach of women's rights to access health and justice. It is a violation of our privacy and deeply harmful. This violation must be eradicated.' Arguing that their use does not lead to a fair trial, the submission continued: "We do not agree that emotional records from therapy bear relevance to the trial or help to determine the facts of the case.' The submission added: 'Significant harm and suffering caused by such interference [in using counselling notes] outweighs what is suggested as its purported benefit.'

Government wants to pass Bill banning trade with occupied Palestinian territories ‘this summer'
The Government wants to pass new laws banning trade with illegally occupied territories in Palestine 'this summer', Minister of State Thomas Byrne has said. The timeline for passage of the Bill , which is being drafted, has been the subject of much political scrutiny amid Israel's ongoing bombardment of Gaza . Speaking on RTÉ's Week in Politics programme on Sunday, Meath East TD Mr Byrne echoed comments made by his party colleague and chair of the Oireachtas Foreign Affairs Committee John Lahart. 'We want to see it passed before the summer,' he said. However, he said the Opposition would put down 'amendment after amendment' to the legislation 'designed to push the boat out, designed to get something that can't be done'. READ MORE 'I certainly hope to have it done this summer, we want to do it,' Mr Byrne said. The draft legislation, once approved by the Cabinet, must then be sent to the Foreign Affairs Committee where it will begin the process of pre-legislative scrutiny. The Government has been cautious about the idea of including trade in services and trade in goods in the legislation, arguing its legal advice is that this would be problematic. Speaking on the same programme, Social Democrats TD for Wicklow Jennifer Whitmore reiterated her party's call for the Dáil to sit over the summer if required. The lower house is due to take its summer break in mid-July, meaning the standard timeline for passing any new law restricting trade is extremely limited. Mr Byrne was critical of Dáil motions last week seeking to ban the Irish Central Bank from its role in approving Israeli government bonds, which followed a similar Sinn Féin motion in recent weeks. He said the party is seeking to 'tear apart the Government, increase division in the country, and try and use this to give political advantage for themselves'. Ms Whitmore indicated the Opposition will bring the issue back to the floor of the Dáil soon.
