Himachal Cabinet cancels 172 stalled hydro projects
Shimla, Jul 30 (PTI) The Himachal Pradesh Cabinet on Wednesday allowed cancellation of 172 small hydro projects of below 5 MW capacity under Himachal Pradesh Energy Development Agency (HIMURJA), where construction work had been stalled for an extended period.
The state government will re-advertise these projects, as per the decision taken at a meeting chaired by Chief Minister Sukhvinder Singh Sukhu.
Also, it was decided to apply a uniform free power royalty of 12 per cent along with an additional one per cent for the Local Area Development Fund for all hydro projects up to 5 MW that will be allotted in the future.
The Cabinet also gave its approval to cancel 22 hydroelectric projects above 5 MW, where implementation agreements have not been signed, previously allotted by the Directorate of Energy, a statement issued here said.
A committee will be formed to negotiate with 14 project developers for an out-of-court settlement for the refund of the principal amount of upfront premium, without interest.
The state cabinet has also given its approval for amendments to the existing Compassionate Employment Policy.
As per the revised policy, the annual income eligibility criterion per family has been enhanced from Rs 2.50 to Rs 3 lakh.
Besides, under compassionate appointments, priority will now be given to widows and parentless applicants below 45 years of age, as well as to the dependents of government officials who died while performing their duties.
Additionally, in cases where vacancies under the existing five per cent quota for such appointments are unavailable, the Cabinet has permitted a one-time relaxation of this quota to ensure eligible applicants are accommodated.
In another decision, the Cabinet has allowed engaging women workers in shops and commercial establishments to work in night shifts from 7 pm to 7 am to ensure gender equality. It was also decided to grant maternity benefits to every woman employee working in such establishments as prescribed under the Maternity Benefit Act, 1961.
The Cabinet has decided to constitute a Cabinet Sub-Committee under the chairmanship of Industries Minister Harshwardhan Chauhan on the development of 300 acre Medical Device Park at Nalagarh. The Sub Committee has been asked to submit its report within two months.
Nod was also given to amendments to the Himachal Pradesh Minor Minerals (Concession) and Minerals (Prevention of Illegal Mining, Transportation and Storage) Rules, 2015.
As per the revised provisions, contractors or agencies engaged in road cutting will now be permitted to use the generated material, during the de-siltation and maintenance of reservoir projects, for captive purposes.
To facilitate the expansion of Kangra Airport, the Cabinet has granted a one-year extension, up to August 16, 2026, under Section 26 of the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013, for land acquisition proceedings, the statement added. The BJP has maintained that the sacking of Scheduled Tribes leader K.N. Rajanna from the Cabinet over his views on 'voter theft' had revealed the 'true anti-Dalit face' of the Congress, besides exposing the hollowness of Chief Minister Siddaramaiah's claims of championing the cause of Ahinda (Kannada acronym for minorities, OBCs, and Dalits). In a social media post, BJP State president B.Y. Vijayendra said: 'This is the true face of Congress — anti-Dalit, anti-democratic and anti-truth. It also exposes the hollowness of Mr. Siddaramaiah's claims of championing the Ahinda cause. When leaders from these communities are targeted, he does not defend them. Instead, he bows to the diktats of the Delhi high command to safeguard his own position as Chief Minister.' He said that Mr. Rajanna, a senior Dalit leader, was removed from the State Cabinet 'for merely speaking the truth.' 'Clear pattern' Mr. Vijayendra further claimed: 'The pattern is clear. In the case of erstwhile ST Welfare Minister Nagendra, funds earmarked for the development of the community were siphoned off to finance Congress's election expenses. Instead of holding the CM and Deputy CM accountable, the blame was placed entirely on Mr. Nagendra, and the matter was quietly closed.' Meanwhile in the Legislative Assembly, the BJP members led by Leader of the Opposition R. Ashok raised the issue as soon as speculations about Mr. Rajanna either quitting or being sacked started doing the rounds. Mr. Ashok urged the government and Mr. Rajanna to clarify on the issue. He even argued that Mr. Rajanna should not be sitting in the place earmarked for Ministers if he is no longer a part of the ministry. While Law and Parliamentary Affairs Minister H.K. Patil said that Chief Minister Siddaramaiah would respond to them later, Mr. Rajanna said he was told by the Law Minister not to speak. 'Whether I have resigned or not will be told by the Chief Minister,' he said. But the Chief Minister stayed away from the session, while Deputy Chief Minister D.K. Shivakumar, who was in the session, chose not to comment on the floor of the House. Taking exception to Mr. Rajanna and the government remaining mum, Mr. Ashok sought to remind them that it was during the protest over the honey-trap allegations made by Mr. Rajanna that 18 of the BJP MLAs had been suspended. Meanwhile, Deputy Leader of the Opposition Arvind Bellad maintained that the sacking of Mr. Rajanna, a close aide of Mr. Siddaramaiah, was 'a big blow' delivered to the Chief Minister by his deputy.

India, Kazakhstan discuss ways to boost defence cooperation, military ties
Agency: PTI Last Updated: New Delhi, Aug 11 (PTI) Kazakhstan's First Deputy Minister of Defence – Chief of the General Staff of the Armed Forces, Lt Gen Sultan Kamaletdinov, held separate meetings with Chief of Defence Staff Gen Anil Chauhan and Army Chief Gen Upendra Dwivedi on Monday about advancing bilateral cooperation and expanding military-to-military ties. He also called on Minister of State for Defence Sanjay Seth here. 'In a cordial and friendly atmosphere, both ministers discussed matters related to defence cooperation and defence industrial collaboration. They agreed that the defence partnership between both sides was robust and dynamic with great potential for enhancement through collaboration and innovation," the defence ministry posted on X. It also shared photos of their meeting. Lt Gen Kamaletdinov also held talks with the chief of defence staff and the Army chief. India, Bangladesh DG-level border talks in Dhaka this month
Agency: PTI Last Updated: New Delhi, Aug 11 (PTI) India and Bangladesh are expected to hold their bi-annual border talks in Bangladesh this month-end. This will be the first time that the Indian delegation will travel to Dhaka post the fall of the Sheikh Hasina government last year. Talks are held between the Indian Border Security Force (BSF) and the Border Guard Bangladesh (BGB). A BGB delegation visited India in February for these talks. 'The 56th director general-level border talks between India and Bangladesh are expected to be held between August 25-28 at the BGB headquarters at Pilkhana in Dhaka. 'These talks were originally scheduled for July, but due to some administrative issues, they are now slated for this month," a source in the security establishment told PTI. A delegation led by BSF DG Daljit Singh Chawdhary will travel to Dhaka for these talks, the source said. BSF officials said a host of issues related to a variety of cross-border crimes along the 4,096 km long international front will be discussed during this meeting. The BSF is expected to take up the issue of illegal infiltration. It will also inform the BGB that it has provided about 5,000 body-worn cameras to its troops on this border so that the evidence of attacks on the force's personnel by miscreants and other such activities on the border can be recorded and a 'strong" action be launched, the officials said. They, however, said the talks were not expected to draw any concrete policy steps as Bangladesh currently has an interim government. Muhammad Yunus, the chief adviser of the interim government in Bangladesh, announced last week that general elections would be held in the country in February 2026. The announcement coincided with the first anniversary of the ouster of Sheikh Hasina's Awami League regime on August 5. The two border forces, during the talks held in Delhi in February, decided to establish a new communication link between the second-in-command rank officers (additional director general) and had identified about 99 fresh patches for erecting a fence along the shared borders. A total of 864.48 km of this front remains unfenced, including 174.51 km of 'non-feasible" gap, according to official data. The DG-level border talks were held annually between 1975 and 1992, but they were made bi-annual in 1993, with either side alternatively travelling to the national capitals of New Delhi and Dhaka. The India-Bangladesh border spans across five states — West Bengal (2,217 km), Tripura (856 km), Meghalaya (443 km), Assam (262 km) and Mizoram (318 km). The BSF is designated as the lead security and intelligence-gathering agency for this front.
