Chaitanya Baghel actively linked to proceeds of crime in liquor case: ED tells court

The Directorate of Enforcement (ED) claimed before a court on Friday (July 18, 2025) that companies linked to Chaitanya Baghel, the son of senior Congress leader and former Chhattisgarh Chief Minister Bhupesh Baghel, has been in possession of proceeds of crime and is also actively involved in the processes or activity connected with 'proceeds of crime including its acquisition, possession, concealment, transfer, use, projecting the same as untainted etc'.
Based on the purported disclosures by Laxmi Narayan Bansal, another accused in the case, the probe agency told the court that Mr. Bansal had admitted in his statements that he handled more than ₹1,000 crore cash originating out of the liquor scam in association with Mr. Chaitanya Baghel, which are proceeds of crime.
'...he [Bansal] used to collect these proceeds of crime from Anwar Dhebar via Dipen Chawda and thereafter he had delivered the said funds to Shri Ram Gopal Agarwal in coordination with Chaitanya Baghel. Also, he delivered around ₹80-100 crore cash (out of the above said funds received from Dipen Chawda) to 'Shri K.K. Srivastava' on Chaitanya Baghel instructions,' the ED stated before the court. All the other names mentioned above are co-accused in the case.
It claimed that Mr. Chaitanya Baghel 'is in receipt of proceeds of crime of ₹16.70 crore and has also played an important role in handling of more than ₹1,000 crore originating out of proceeds of crime'.
Opposing the petition, the counsels appearing for Mr. Chaitanya Baghel, Faisal Rizvi and Harshwardhan Parganiha, denied all the allegations made in the grounds of arrest. They argued that the accused had legitimate sources of income, primarily drawn from the agriculture business spanning over 200 acres of land, proportionate to his expenditure as well as assets which could well be justified from his annual Income Tax Returns (ITRs).

With this ban in place, the party's legislators will no longer be able to protest or raise their voices inside the to the directive, Leader of the Opposition Umang Singhar alleged that the Speaker acted under pressure from the ruling government. 'Today, under pressure from the government, the Speaker has stopped legislators from protesting and raising the voice of the people inside the Assembly premises. In fact, the opposition has been continuously demanding that Assembly proceedings be made live. Instead of allowing transparency, the Speaker, under government pressure, is now preventing MLAs from even raising public issues,' said also emphasised the constitutional rights of elected representatives. 'It is important to remember that Article 194 of the Constitution grants special powers to legislators, which allow them to raise public interest issues in the House, express their views, and demand answers from the government. The government, which often presents false and misleading data in the Assembly, is now trying to avoid being exposed by pressuring the Speaker into issuing such orders and regulations. A day after conceding that the Congress 'fell short' of understanding issues faced by OBCs, which 'opened up the space' for the BJP, Lok Sabha Leader of Opposition Rahul Gandhi said on Friday that he didn't protect the community's interests earlier as the issues they faced were 'complex' and not 'easily visible'. Henceforth, he said, he would work at 'double speed' for the community. During his speech, Gandhi also highlighted the party's 'achievements' in Telangana where its government conducted a 'comprehensive' caste survey. The Congress would conduct such surveys wherever it is elected, and once that happens, the 'wall' of 50 per cent cap for reservation would be broken, he said. Gandhi made these remarks at the 'Bhagidari Nyay Sammelan' of Congress OBC leaders and workers at Talkatora Stadium, as part of a larger initiative launched by the Congress in the run-up to the Lok Sabha polls last year to reach out to the community. Gandhi also took a dig at Prime Minister Narendra Modi, saying that after meeting him a few times, he realised Modi was all about 'show' with no 'substance'. He also targeted the RSS, describing it as the community's 'biggest enemy' and accusing it of having 'wiped out' the history of OBCs. According to Gandhi, while he scored well on issues related to Dalits, tribals, minorities and women, he has not done enough for the OBC community. 'When I look back, and in a way, analyse myself. Where I did the right thing, and where I lacked. I see a couple of big issues. I worked on the Land Acquisition Bill, MGNREGA, right to food, Tribal Bill… These things I did well. I feel I should get good marks on issues of Tribals, Dalits, minorities, women… When I look back, I see things clearly. I lacked on one thing, made a mistake — what was it. The Congress and I made a mistake. I should have protected the OBC section, I didn't. The reason for this was that I didn't understand your issues at the time,' he said. He said that around a decade ago, he 'could see the problems faced by Dalits'. 'It was clear and I understood it…Untouchability is their history,' he said. On tribals, he said: 'It is easy to understand issues of tribals — jungle (forest), jal (water), zameen (land) are right there for you to see.' On OBCs, Gandhi said: 'But the OBC issues are hidden, and not easy to see. My regret is that if I knew your history and issues, I would have got the caste census done then. And it is my mistake and not the Congress's. The good thing is that if I had got the caste census done then, it wouldn't have been as good as it will be now.' The Congress leader went on to describe his party's caste survey in Telangana as a 'tsunami'. 'In Telangana, it is black and white that laborious work is done by Dalit, OBC, Adivasi communities. But the main question is that this force gives the country so much… Then, what does the country give it? It is giving your private schools where you have to pay lakhs in fees… Your reservation is robbed,' said Gandhi. 'My target is to get the productive force of the country respect and share,' the MP said. Gandhi then asked the crowd what the 'biggest problem' in politics was, prompting some to shout the name of Modi. 'No, Narendra Modi is not a big problem… I had not met him earlier, but now I have met him two-three times, there is nothing in him… It is all show and no substance. I am saying the biggest problem in politics is a person who doesn't understand their own power. My biggest complaint from OBC youth is that they don't understand their power… The day you understand it, it will all topple,' said Gandhi. Land acquisition for the long-pending Angamali-Sabarimala Railway line, also called Sabari Rail project, is likely to begin soon as recent discussions between Kerala government and Railways Ministry indicate a renewed push to implement the project. In a written reply to questions from Congress's Jebi Mather Hisham in RS Friday, Railway Minister Ashwini Vaishnaw said that in a recent meeting with CM Pinarayi Vijayan, the state government has been requested to begin land acquisition by using its share of 50% of the project cost. Vaishnaw said that once land acquisition by the state starts, work can proceed further. The 111-km Angamali-Sabarimala railway line project via Erumeli was sanctioned in 1997-98. It is among the crucial railway projects in Kerala, which is expected to cater to the pilgrims visiting Sabrimala temple. Erumeli is the gateway to the famous hill temple. However, only the work on Angamali-Kaladi (7 km) line and long lead works on Kaladi-Perumbavoor (10 km) were taken up so far. Vaishnaw said that further works could not be taken up due to protests against land acquisition and fixing of alignment of the line, court cases against the project and inadequate support from the state government. The project's estimated cost has been revised to `3,801 crore by Kerala Rail Development Corporation Ltd (KRDCL) and submitted to Kerala government in December, 2023. In August 2024, the Kerala government gave its conditional consent to the estimate. Later, the Railways Ministry asked the state government to give unconditional consent for sharing the cost. The ministry also asked the Kerala government to enter into a tripartite MoU among the state government, Ministry of Railways and RBI for the project. 'However, in a memorandum submitted by Kerala government to the Railway Minister on June 3, 2025, it has been intimated that the Kerala government does not agree to enter into tripartite agreement,' Vaishnaw said. An MoU was inked between the state and the Railways Ministry in January 2016 but work could not be started due to ambiguity over financing and sharing of total cost.
