
Boursa Kuwait, KCC promote Kuwaiti capital market to London's leading asset managers
Roadshow held in collaboration with Jefferies Financial Group in London from May 12-13
KUWAIT: As part of their ongoing efforts to support the development of the Kuwaiti capital market and elevate its position within the international investment community, Boursa Kuwait and Kuwait Clearing Company (KCC) organized a roadshow in London from May 12 to 13, 2025 in collaboration with Jefferies Financial Group, a world-renowned global investment banking and capital markets institution.
The roadshow provided Boursa Kuwait and KCC with a unique opportunity to conduct focused one-on-one meetings with ten leading global investment management firms and advisory institutions. The delegation was led by Mohammad Saud Al-Osaimi, Chief Executive Officer of Boursa Kuwait, and Duaij R Al-Saleh, Chief Executive Officer of Kuwait Clearing Company, who were joined by senior executives, including Boursa Kuwait Head of Markets Sector Noura Al-Abdulkareem and Abdulkarim A Al-Yaqout, the Director of Strategy and Product Development at KCC.
During the roadshow, representatives highlighted recent developments in the Kuwaiti capital market, promoting its growing range of investment opportunities and presenting updates on key infrastructure and service enhancements, to global investors from several world-renowned financial institutions, including progress on the forthcoming Central Counterparty (CCP) framework, which is set to launch alongside exchange-traded funds (ETFs) as well as a platform for fixed-income instruments including bonds and sukuk. The roadshow also served as a valuable forum for direct engagement with some of the world's leading financial institutions, enabling the delegation to exchange views, gather investor feedback on their experience in Kuwait and gain a deeper understanding of their expectations and requirements.

In collaboration with its partners in the Kuwaiti capital market apparatus, Boursa Kuwait is working on the launch of the Central Counterparty (CCP) framework, a foundational step in strengthening market infrastructure. Designed to enhance the efficiency, transparency and security of post-trade processes, the CCP serves as the counterparty to all transactions, ensuring safe and orderly settlements between buyers and sellers and will play a vital role in mitigating counterparty risk and aligning Kuwait's market operations with global standards in clearing and settlement.

As part of its ongoing efforts to strengthen market infrastructure and enhance the appeal of the capital market to foreign investors, the Kuwaiti capital market apparatus has introduced a series of enhancements and regulatory reforms to its clearing and settlement systems over the past few years, aligning them with the standards and expectations of leading global financial institutions.
These enhancements include the acceleration of trading account openings for foreign clients, which are now completed within a single business day. Similarly, the process for transferring accounts between custodians has been redesigned to match this timeframe, improving operational efficiency and execution speed, while the introduction of partial settlement rejection has given foreign investors greater flexibility in managing their investment obligations.
In addition, the omnibus account mechanism was introduced to further streamline order execution and reduce transaction volume, allowing institutional and foreign investors to execute trades through a single consolidated account, with shares allocated to individual beneficiaries immediately after settlement. Furthermore, a fully automated and upgraded version of the electronic general assembly meeting (eAGM) system has been launched. This system, which is mandatory for all listed companies, enables investors to participate and vote through multiple convenient digital channels.
Other key developments include an enhanced mechanism for foreign investor participation in initial public offerings (IPOs), aimed at boosting cross-border investment, as well as the introduction of a Securities Lending and Borrowing (SLB) framework which broadens the range of financial instruments available in the market and offers investors increased flexibility and strategic options.

Two Commerce Ministry employees sentenced to 10 years for bribery, abuse of power
KUWAIT CITY, June 4: The Criminal Court, presided over by Counselor Abdulwahab Al-Maili, sentenced two employees of the Ministry of Commerce and Industry—a supervisor and a transaction coordinator—to 10 years in prison each. In addition, they were fined 400,000 Kuwaiti dinars and dismissed from their positions. The court found them guilty of abusing their authority, accepting bribes to overlook commercial violations, and fabricating false violations. Meanwhile, the court exempted a resident from punishment after he confessed to involvement with the defendants. The Ministry of Interior had earlier announced the arrest of the two ministry employees and their accomplice on charges of exploiting their positions, accepting bribes to ignore commercial violations, and fabricating false ones. According to a press release by the General Department of Public Relations and Security Media, law enforcement received intelligence regarding individuals exploiting their roles to accept bribes. After securing legal approval, the suspects were caught red-handed receiving 50,000 Kuwaiti dinars out of an agreed total bribe of 200,000 dinars. The operation, conducted in cooperation with the Ministry of Commerce and Industry, is part of ongoing security efforts to combat corruption and enhance public safety. Authorities emphasized that the suspects have been referred to competent legal bodies for prosecution. Security officials stressed that the law applies equally to all, with no exceptions, and reaffirmed their commitment to pursuing anyone who threatens national security.

Kuwait Ends Fee Exemptions for Work Visa Transfers
KUWAIT CITY, Jun 4: Kuwait's First Deputy Prime Minister and Minister of Interior, Sheikh Fahd Al-Youssef, has issued Ministerial Resolution No. 4 of 2025, introducing key amendments to the country's work permit regulations. The new resolution modifies provisions of Ministerial Resolution No. 3 of 2024, specifically targeting the mechanism for issuing work permits, the transfer of workers recruited under these permits, and the applicable fees. A major change includes the repeal of Article Two of the 2024 resolution, which previously exempted certain activities and sectors from paying additional fees for work permits based on manpower needs, as approved by the Public Authority for Manpower. Under the revised regulations, an additional fee of KD 150 will now be charged for each work permit granted on a case-by-case basis, eliminating earlier exemptions. The revised fee structure will apply to the following sectors and entities: Government-owned companies Hospitals, clinics, and medical centers licensed by the Ministry of Health Private universities, colleges, and schools Foreign investors accredited by the Investment Promotion Authority Sports clubs and federations Public benefit associations, cooperative societies, labor unions, charities, and endowments Licensed agricultural plots, including activities such as hunting, livestock pens, sheep and camel grazing Commercial and investment properties Industrial facilities and small-scale industries Additionally, the resolution abolishes Article Five, which had required the Public Authority for Manpower's Board of Directors to conduct a one-year impact study on the implementation of the 2024 decision. This move effectively cancels the need for a formal review and recommendation process previously mandated by the board. The decision reflects a broader effort by Kuwaiti authorities to standardize labor market practices and enhance regulatory oversight across the public and private sectors.

Outgoing Chinese envoy praises growth in China-Kuwait ties
KUWAIT: The Chinese embassy in Kuwait hosted a farewell reception on Monday in honor of the outgoing Chinese Ambassador. During his speech, Chinese Ambassador to Kuwait Zhang Jianwei expressed his deep appreciation to Kuwaiti leadership, officials, and people as he concluded his diplomatic mission after three years of service, highlighting the remarkable development in China-Kuwait relations and the warmth of the Kuwaiti society.
