Alleged hitman was handpicked as CFMEU health and safety man on Big Build
Muhammed Sayan was working as a union health and safety representative until a fortnight ago, when armed police arrested him over his alleged role in the shooting of gangland boss Robert Issa in October 2023.
Multiple sources, speaking anonymously due to the sensitive nature of the information, confirmed that Sayan was not elected by his fellow workers, as required by law, but parachuted into his CFMEU position after a request to the union.
That February 2024 request came from a company part-owned by members of a Middle Eastern crime gang suspected by police to be linked to Issa's death only months earlier.
Sayan was arrested a fortnight ago and accused of being part of a five-man hit squad that killed Issa in a Craigieburn shopping centre car park.
The details of how Sayan got his union role to maintain site health and safety — and kept it after the union was plunged into administration — come amid separate revelations about how union bosses and ex-bikies culled from the CFMEU have re-emerged as industry fixers or subcontractors to the Allan government's Big Build projects.
They include allegedly corrupt ex-CFMEU assistant secretary Derek Christopher, who has hung up his shingle as an industry 'mediator' through his newly founded firm, Atlas Consulting; ex-union delegate and former Mongols outlaw bikie boss Tyrone Bell, who is now also an industrial relations fixer via a company called Dynamis Health and Safety Relations; and Rebels bikie figure and sacked Big Build CFMEU health and safety representative Joel Leavitt, who is launching a labour-hire company.
Gangland figure Mick Gatto is also still attempting to engage in deal-making with senior union officials.

The owner of a Victorian hair salon who claimed she was a supporter of inclusion and diversity has been slammed by furious Aussies after she allegedly called an Israeli customer a 'genocidal baby killer' and kicked him out of her store after the customer revealed that he had served in the Israeli military. Katrina Ann Smith, the owner of Juniper Salon in Melbourne's southeast, has found herself in hot water after she allegedly kicked an Israeli customer out of her store last Monday. The customer said that upon Ms Smith hearing his Middle Eastern accent, she asked where he was from - and that when he told her he was Israeli, she allegedly labelled him a 'genocidal baby killer' and marched him out of the store. 'She heard my accent and asked where are you from? I said 'I'm from Israel' and she said you can leave. Once I left, she called me a baby killer and she closed the door,' the man told Rebel News. The man said the ordeal was 'crazy' and that he only wanted someone to cut his 'curly hair.' Rebel News' Australian correspondent Avi Yemini visited the embattled store late last week to ask Smith why she allegedly evicted the man from her store, and if she regretted her actions. Despite Yemini making a booking to have his hair cut, Smith ordered him to get out of her store. She also admitted to booting the Israeli man out of her salon due to the fact he served in the Israel Defence Force. 'You're not here to have a haircut, you're here to hassle me, because they were a baby killer, now f*** off, f*** off,' Smith said. Yemini questioned Smith if she 'always asked people with ethnic accents where they come from' and asked her if she knew it was 'against the law to kick someone out based on their nationality.' Smith told Yemini to 'get out' and said he had booked the appointment under 'false pretences." She also attempted to shut the door on him and block him from entering the establishment. 'Israelis aren't a race,' Smith said. The owner then called the police and said a 'Middle Eastern looking man' had a camera and was harassing her customers and staff and urged them to 'hurry up.' A long-time customer, who was getting her hair done at the time of the altercation, said that her mother was Israeli and stated she would 'not be comfortable' if Smith had booted an Israeli customer out of her store. 'I'm actually Jewish and my mum's Israeli, I have no idea what's going on. I hope it's not true because I would not be comfortable here if that were true,' the woman said. 'I've been coming here for several years and my hairdresser is lovely and she was very supportive after October 7. I don't know the owner, it's a confusing world we are in. The woman said she wasn't aware of Smith's views and added that the shocking revelations 'will definitely impact the way I feel about being here.' 'I don't have an accent but my mums Israeli and I'm proud of my heritage,' she said. Despite the Racial Discrimination Act and Equal Opportunity Act outlawing discrimination on the basis of race and nationality, Smith said her actions were 'not' against the law and added she had booted people out of her store on the basis of nationality before.

‘Failure of leadership': Jacinta Allan accused of putting children ‘at risk' after latest Working With Children Check revelations
Victorian Premier Jacinta Allan has been accused of putting children at risk after the Labor leader was unable to guarantee a former childcare worker sacked for sexual misconduct would have his Working With Children's Check (WWCC) cancelled. The ABC revealed on Wednesday that a Victorian childcare worker had been blacklisted from the industry in 2020 over accusations of grooming, kissing toddlers, and attempting to organise unsanctioned catch-ups and offer babysitting services. When alerted to the incident, Premier Allan said the process to cancel the man's WWCC was underway. However on Thursday the Victorian Premier was unable to provide a timeline for how long the process would take - or provide a guarantee the man would indeed be stripped of his WWCC. 'What's occurred here is just not acceptable. It demonstrates why the system needs to be strengthened and why we have taken action to strengthen the system and more will be done when we receive the rapid review report,' Ms Allan told reporters. 'In regards to this individual, the advice I had yesterday remains the advice today; that urgent steps are being taken to go through the process of cancelling this particular individual's Working With Children's Check as soon as possible.' Pressed on the timeline for a decision, the Victorian Premier said she was 'just not in a position to comment on individual cases'. The comments prompted a heated response from the Victorian Opposition, with Shadow Attorney General Michael O'Brien and Shadow Education Minister Jess Willson accusing the Premier of placing children at 'unacceptable risk'. 'Premier Jacinta Allan's continued refusal to take decisive action to protect children in childcare and educational settings is a failure of leadership,' the two Shadow Ministers said in a joint statement. 'More than 24 hours on from revelations that an individual dismissed from a childcare centre for grooming and kissing children still has an active Working With Children Check and the Premier still cannot guarantee when this individual's WWCC will be revoked.' The opposition frontbenchers said the loopholes that enabled the situation to occur would have been addressed by a bill introduced in Parliament by the Liberals and Nationals last week. 'Instead of supporting this new legislation, Premier Jacinta Allan blocked these laws and continues to place children at unacceptable risk,' they said. 'The Premier and Victorian Government must put politics aside, work with the Parliament and pass these laws now." The Victorian government is also under pressure to release the findings of its Rapid Child Safety Review as soon as possible. The review was launched after shocking allegations against Victorian childcare Worker Joshua Brown, who worked across 23 childcare centres and has been charged with more than 70 offences, including sexual assault. Premier Allan said on Thursday the report would be released "as soon as possible" but the government needed time to consider the findings. 'There will need to be a period of time for the government to consider and provide its thoughtful, detailed response to the rapid review,'Ms Allan said. 'But I want that response to be as soon as possible – not weeks.'
