
Inquiry into ‘inflated tenders' for Samruddhi Mahamarg on the cards
On June 9, C M Sane, PAG, acting upon a letter from the chairman of the Public Accounts Committee (PAC) of the Maharashtra legislature, Vijay Wadettiwar, and a complaint from Opposition Nationalist Congress Party (SP) MLA Rohit Pawar, directed the accountant general to initiate the action.
The office of PAG is entrusted with the expenditure audit of 38 departments of the Maharashtra government, and reports to the Comptroller and Auditor General (CAG) of India.
The public works department, too, sought a reply from the MSRDC on a similar set of allegations on June 30.
The Samruddhi Mahamarg–officially Hindu Hrudaysamrat Balasaheb Thackeray Maharashtra Samruddhi Mahamarg–is a high-speed corridor between Mumbai and Nagpur.
In his May 28 letter, Pawar had complained about an alleged embezzlement of money in the Nagpur Mumbai Samruddhi expressway to the PAC of the state legislature. The complaint alleged that the expressway work was carried out in 16 phases, with thousands of crores allegedly being embezzled. The figures in the tender were also inflated, he said.
According to the complaint, Phase No 11 of the Samruddhi highway runs from Mouje Dhotre to Mouje Darle in Ahilyanagar. The tender for this was floated in 2018. 'This tender for a total distance of 29 km was awarded to Gayatri Project for Rs 1,900 crore. However, since Gayatri Project showed its inability to complete the said work of phase number 11 in 2021, it was awarded to the company called Huzoor Multi Project. It was awarded for a whopping Rs 2,700 crore with an increase of Rs 800 crore,' it said.
Pawar's letter alleged that Huzoor Multi Project has a total of 1.52 crore shares, out of which 23 lakh shares are held by a relative of an officer linked to the MSRDC. 'That is why the tender was given at an inflated rate to the company…,' it said.
Pawar mentioned in his complaint that the tender figures were inflated for the 179 km Jalna-Nanded work of Samruddhi Highway. 'Initially, the amount in this tender was fixed at Rs 11,442 crore, but it has been mentioned that it was actually given at Rs 15,554 crore. While the price was expected to come down during the tender process, it was given at an increased rate of Rs 4,442 crore. The central vigilance team too had taken a note of the tender given at the said increased rate and had suspended the process for time being,' the complaint said.
Taking note of the cost escalation, Wadettiwar sought an inquiry from the PAG on May 28. He also wrote to the PWD secretary on the same day, asking him to submit a report.

Start flights from Navi Mum airport by end of Sept: CM
Navi Mumbai/Pune: Stating that 94% of the work on the Navi Mumbai International Airport (NMIA) was over, CM Devendra Fadnavis on Saturday said the remaining work should proceed in such a way that the first passenger flight can start operations by end of Sept. He said airport authorities had been asked to increase the numerical strength of workers to meet this target. Along with the airport, the Mumbai-Pune Expressway 'missing link' project will help the state govt develop an economic corridor comprising Mumbai, Mumbai Metropolitan Region and Pune, he said. For the 'missing link' project too, though MSRDC has set a Dec 2025 deadline, the CM said he was hoping for completion in Oct-Nov. The Rs 6,695 crore project is expected to cut travel time between Mumbai and Pune by half an hour by bypassing the congested ghat section. It aims to ease traffic, reduce accidents, improve fuel efficiency, and offer seamless connectivity between the two cities. "While MSRDC set a Dec 2025 deadline, we are hoping for Oct-Nov completion," Fadnavis said. When the other planned or under-construction augmentation projects such as Chowk (Pune-Eway)-Pagote (JNPT) 30 km road, Sewri-Worli connector and smaller flyovers towards the expressway are completed, travel time between the two cities will reduce by an hour. Eighty-five per cent of the Expressway's current traffic is projected to use the new route. At the site after reviewing the 'missing link' project, Fadnavis described it as an engineering marvel, noting that it features India's longest road tunnel and highest cable-stayed road bridge under construction over the scenic Tiger Valley. "Pune is the cultural capital of the state, but now it has also developed as the manufacturing and technology capital. Therefore, these projects are important for all of Maharashtra," the CM said. Make (more) in India: India switches to factory settings for niche electronics
TIL Creatives Representative Image Kolkata: After iPhones, smart televisions and microwave ovens, India is now scaling up manufacturing of more niche electronic products such as robotic vacuum cleaners, coffee makers, built-in refrigerators and air fryers, which, till recently, were fully imported. The development, according to industry executives, is driven by the government's expanding list of electronic products whose factories need certification under the quality control orders (QCO) of the Bureau of Indian Standards (BIS) that are meant to control imports from China and other places, as well as promote local production. Most of these specialised products have come under QCO in the past eight to nine months. Till recently, most consumer goods firms argued that the market size for these categories was so small that local production did not make sense. 'BIS norms have been a big trigger, with more and more brands — including premium ones — exploring local production for small appliances despite small market size,' said Atul Lall, managing director of Dixon Technologies. 'It's a nice business opportunity.' Earlier this week, Dixon signed an agreement with Eureka Forbes to manufacture robotic vacuum cleaners, a category with a market size of just about Rs 700 is the largest home-grown electronics contract manufacturer. Europe's Liebherr has set up a plant for built-in customised refrigerators in Aurangabad, with production commencing in April, despite domestic annual sales of only 14,000-15,000 Agarwal, India managing director (sales) at Liebherr Appliances, said that implementation of the BIS norms for refrigerators from this year served as a wake-up call to set up a factory locally, further aided by the premiumisation wave. 'We were importing from Germany but getting the factory certified is a tedious process. We also believe the market will grow to 1 lakh units in five years. So a local plant made a business case and will reduce import lead time,' he Greaves Consumer Electricals' annual report said it will prioritise local sourcing this fiscal. Havells India said in its annual report it will further support localisation of products to reduce import dependence, from about 8% of its total sourcing in the previous financial year, having scaled it down from around 15% of total sourcing in of QCOs has opened up more attractive categories, according to Ajay Singhania, MD of contract manufacturer Epack Durable, while the business for more mature categories such as mixer grinders has been either flat or growing at a nominal rate of 3-4% annually. The opportunity includes 72 categories, such as air fryers, electric kettles and hair dryers, most of which were earlier fully imported, he said. 'But with the BIS norms, we are now relooking at it as a lot of brands are approaching us,' he said. The government has, over the past few years, expanded the compulsory BIS QCO certification to products such ACs, washing machines, refrigerators, ceiling fans, plugs, switches and cables, and very few overseas factories have received the BIS certification.
