State Farm recently announced it is raising home insurance rates for nearly 1.5 million Illinois homeowners by an average of 27% and with rate hikes peaking as high as 40% for some.
That's the largest single rate hike in recent history and will add an average of $750 a year to homeowners' insurance bills.
At a time when the cost of living — particularly housing — is increasingly onerous for families across our state, State Farm's move requires careful scrutiny and full transparency.
Headquartered in Bloomington, State Farm has long been a valuable Illinois company. It is Illinois' largest home insurer.
Over the past six years, the Illinois Department of Insurance and the governor's office have forged a steady partnership and open line of communication with State Farm's leadership. To be clear, we value the services the company provides, the jobs it sustains and the substantial economic role it plays in our communities.
One in three Illinois homeowners hold policies with State Farm. And since these rate hikes were announced, we've heard from many of them. First, there's the sticker shock of the sheer magnitude of the increase. But beyond that, there's a deep sense of disappointment in what many feel is a violation of trust between State Farm and its loyal, local customers.
The disconnect stems from what insurance companies call the 'catastrophe loss ratio' — the amount an insurer loses from disasters compared with what it collects in premiums.
State Farm's huge rate hike raises suspicion because it is inconsistent with what we know. When insurance companies suddenly want to increase customer premiums $750 and blame it on their loss ratio, we simply ask them: Prove it.
In such cases, the Department of Insurance typically works with insurers to determine the source of major discrepancies. The department asks insurance companies for ZIP code-level data to make sure homeowners are paying fair insurance rates.
Other insurance companies work with us on this.
State Farm has refused.
State Farm rejected repeated requests for information from the Department of Insurance. Rather than being transparent and letting the numbers speak for themselves, State Farm is withholding vital information not just from the government, but also from its customers.
This lack of transparency takes on added importance when you consider that in 49 of the 50 states, regulators have authority to prohibit rate increases if the market is deemed noncompetitive or the increases are considered 'inadequate, excessive or unfairly discriminatory.'
Illinois is the only state where the state government does not have any ability to prevent indiscriminate rate hikes. Special interests in Springfield have lobbied for years to keep it this way.
Momentum was already building for Illinois to change this policy and join the rest of the nation even before State Farm's rate hike. The company's actions now have pushed this commonsense consumer protection into the spotlight for the General Assembly's fall session.
Editorial: State Farm lowers the homeowners insurance boom on IllinoisansTaken in their totality — State Farm's sudden, massive rate hike, the lack of transparency and the ongoing lobbying to avoid scrutiny — these events lead us to believe that State Farm may not be basing its rates on the actual data here in Illinois. As states across the country face even more extreme weather than we do, we need to make sure Illinois homeowners are not paying for losses that companies experience in other states.
We sincerely hope this isn't the case with State Farm. But without the data, homeowners have no assurance. What we ask for is transparency in the interest of protecting homeowners, and the ability to act on the data when companies are unfairly profiting.
We are not asking for special treatment for State Farm, nor do we want the company to operate at a loss. We are seeking accountability and a level playing field.
The people of Illinois deserve nothing less.
And if State Farm is truly interested in being a good neighbor, it should want that too.

Seismic, a sales enablement software platform used by large go-to-market teams, is closing in on $400 million in annual recurring revenue and has already reached profitability. Behind that highly sought-after mark is an in-sync CFO-chief revenue officer relationship between Evan Goldstein and Hayden Stafford. Goldstein, who joined Seismic as CFO in 2022 after leadership roles at Genentech and Salesforce, is a first-time finance chief focused on creating what he calls 'structured chaos'— supporting innovation while enforcing financial rigor. Stafford, the company's CRO and an enterprise sales veteran with prior stints at IBM, Salesforce and Microsoft, joined around the same time. Though they didn't work together directly during their shared time at Salesforce, at Seismic, they've built a model for high-growth SaaS leadership that's based on collaboration, transparency and shared ownership of growth and profitability. 'In many ways, [collaboration with leadership] is like parenting,' Goldstein said. 'Disagreements rise to the top, and we have to present a united front. Hayden and I have invested in the relationship, and that's made us far more effective at managing any tension and keeping the organization moving forward.' Laying the groundwork One of Goldstein's priorities as CFO was rebuilding Seismic's finance organization, moving it beyond accounting to become a forward-looking strategic partner. 'The culture here was very accounting-driven,' he said. 'I'm not knocking accountants, but you need a broader set of skills to really support decision-making at scale.' He brought in a new controller, head of FP&A, a procurement lead and a VP of finance to unify the organization and embed it more deeply in go-to-market operations. 'FP&A's role is to be an effective business partner,' Goldstein said. 'It's about using data to help executives make better decisions.' Those decisions include everything from sales capacity modeling and deal structure analysis to headcount forecasting and pricing alignment. 'We've worked closely with the CRO to structure deals, analyze sales capacity, model headcount and understand what's driving bookings growth,' Goldstein said. Stafford said the finance team's integration with sales has made them more than just gatekeepers. 'I sell to nobody more than [Goldstein],' Stafford said. 'But the way to 'sell' a CFO is not to just page in when you need something; that's the used car salesman mindset. The proper way is relationship selling, establishing trust and building a genuine relationship.' Upgrading the finance tech stack also played a role in Seismic's journey to profitability. Goldstein said he implemented Workday Adaptive Planning to help cut forecast turnaround times and introduced Zip to overhaul procurement. 'Procurement was the function most on fire when I joined,' he said. 'Now it's seamless, and we've seen strong ROI from day one.' Developing alignment where it matters One of the most impactful outcomes of the CFO-CRO relationship at Seismic has been a more disciplined approach to revenue operations. This includes commission planning for sales representatives whose deals involve deferred revenue recognition or extended payment terms, where commissions might otherwise be paid well before the company receives the cash. In order to develop this system, both executives say joint ownership is required. Seismic now uses a standardized commission model, with few exceptions agreed upon by both finance and sales leadership. 'Commissions can create a massive waterfall effect if you're not careful,' Goldstein said. The system was designed collaboratively with sales leadership and built for field alignment and fiscal control. 'Evan came in with the law,' Stafford said. 'But [Goldstein] is not a 'no' CFO. He says no some of the time and yes some of the time. That's what a good, commercially oriented CFO is like.' 'I think of the CFO and CRO as having two very different lenses,' Stafford added. 'The CFO's world can be black and white — profit, loss, make or miss the plan. The CRO's can be extremely dynamic and volatile. I'm looking two quarters out. He's thinking three years out.' That difference in horizon often creates tension, but both say that tension is both necessary and productive. 'We work hard to resolve issues quickly, keep each other informed and make sure the organization sees that we're rowing in the same direction,' Goldstein said. Even during recent market pressure, the company preserved its President's Club and top-performer rewards, which Stafford said was evidence of Goldstein's commitment to rewarding sales representatives. 'We didn't cut our top performers' club,' Stafford said. 'I never had to defend it. Evan was already and always behind it.' Building for profitability and flexibility While much of Goldstein's work over the last three years has focused on financial infrastructure, the goal wasn't just to survive volatility; it was to build a company that could grow on its own terms. 'My overarching goal is to create a durable growth company,' he said. 'If we build that, the outcome, whether it's going public, being acquired or taking additional investment, will take care of itself.' 'Sales wants to close deals quickly and more resources in the field. Finance wants predictability, visibility and control. The truth is, you need both.' Evan Goldstein CFO, Seismic SOX compliance is the last major hurdle before Seismic is IPO-ready, Goldstein said. 'That's a significant investment of time and money,' he said. 'But it's something you can complete in six to 12 months. If we decided to go this year, we could move on it.' The long-range planning process brings together Goldstein's finance and Stafford's revenue team and requires alignment on long-term strategy with near-term execution. The team refreshes its three-year plan annually, breaks it into quarterly goals and aligns on metrics like rep productivity, customer economics and bookings efficiency. 'Sales wants to close deals quickly and have more resources in the field,' Goldstein said. 'Finance wants predictability, visibility and control. The truth is, you need both. That's why this relationship works.' For Goldstein, that balance — between pressure and alignment, growth and discipline — is exactly what defines a successful contemporary CFO. 'You want R&D to experiment and try new things,' he said. 'But you also need to protect the financial interests of the company. We've been able to strike that balance.' You can't get rid of the insurance expense entirely, but you may have a way to trim your insurance costs. Several insurance companies have lower-cost programs for vehicle owners who log fewer hours behind the wheel. Each company sets its own rules regarding who qualifies as a low-mileage driver, how premiums are calculated, and the type of insurance offered. Types of insurance for low-mileage drivers There are three main types of car insurance programs for low-mileage drivers: Standard car insurance with a discount for low annual mileage. American Family Insurance, National General, Progressive, State Farm, Travelers, and others provide standard car insurance at cheaper rates for low-mileage drivers. Pay-per-mile insurance. Pay-per-mile car insurance has an adjustable premium based on how much you drive. Usually, you will pay a low base rate plus a per-mile rate. If your mileage is low, the sum of the two rate components can be cheaper than standard car insurance. Pay-per-mile insurance policies can provide the same coverage as standard insurance, but this may vary by provider. Allstate, Nationwide, and Mile Auto offer pay-per-mile insurance. Usage-based insurance (UBI), also called telematics insurance. UBI sets pricing based on your driving habits, including the number of miles you drive. If you don't drive a lot and drive safely, your rates with UBI coverage can be competitive. UBI providers monitor your driving behaviors and mileage with technology installed in your vehicle called telematics. Root and others offer UBI insurance. Learn more: How usage-based car insurance works How many miles a year is considered low mileage? Each auto insurance company sets thresholds for low-mileage discounts. Often, there are tiers. According to John Espenschied, agency principal at Insurance Brokers Group, insurance companies may characterize 7,500 annual miles driven as low mileage. But someone who drives 3,000 miles a year often gets a larger discount than another driver who drives 7,000 miles annually. You can also define low mileage as being less than the average miles driven. Average miles driven is estimated at roughly 11,000 to 14,000, depending on the source. Kelley Blue Book estimated the 2023 average mileage at 12,200 miles, based on total miles driven divided by the number of drivers. The Federal Highway Administration reported 11,106 average miles traveled by light-duty vehicles in 2023. How is mileage tracked? There are five ways an insurance company can track your mileage. Odometer photos. To maintain a low-mileage discount on standard insurance, you may need to submit photos of your car's odometer reading once a year or every quarter. Service records and claims. Auto dealers, oil change providers, and independent service shops may report work on your vehicle and odometer readings to national databases. Espenschied noted that insurance companies can access that data to determine how much you drive. Device installed in the car. Some insurance companies provide a device that plugs into your car's diagnostic port. The ports may be located under the steering wheel, near the center console, or under the dashboard. You can check your owner's manual to find the exact location. Connected car. Some modern vehicles have built-in technology that collects data on your driving and sends it to your insurance company. For example, some Toyotas made in 2018 or later can share driving data with Nationwide. Smartphone app. You may have the option to use a mobile app that automatically detects when you're driving and records mileage and other data. Who might want low-mileage insurance You may be a candidate for low-mileage insurance if: You work from home. You are retired. You have multiple cars. You live in a walkable city. You favor public transportation or bicycle riding over driving. In short, if you don't drive a car daily or take long trips, low-mileage insurance may be an option. For this driver, Travelers and Progressive quoted lower rates for lower mileage, while Geico quoted the same rate for all mileages. You can estimate your annual mileage by checking your odometer weekly during three or four weeks of normal driving activity. Calculate your average weekly miles and multiply by 52 to approximate your annual miles driven. Ask your current provider. Your current insurance company may not have a low mileage discount, or the discount may not be competitive. To get the best rates, gather quotes from other companies. Look into standard coverage with discounts, pay-per-mile insurance, and — if you are a safe driver — usage-based insurance. Note that some online quoting tools may not request or consider your annual mileage. In that case, follow up with a broker or agent to ask about a mileage discount. Are hybrids good for low-mileage drivers? Hybrid cars deliver the biggest fuel efficiency gains in city driving conditions. On longer drives at steady speeds, hybrids rely more on fuel than electricity. Therefore, hybrids are suitable for low-mileage drivers who take short trips in urban areas but are less efficient for low-mileage drivers who only take occasional highway trips. What mileage is the cheapest for insurance? "There is not one cheapest mileage for insurance, but generally, the fewer miles you drive, the bigger the savings," said Espenschied. In other words, those who drive less than 3,000 miles per year can earn larger discounts than those driving 7,000 miles annually.
