
Congress slams Modi government after World Bank said extreme poverty in India declined; says inconvenient data brushed aside
'The Modi government is celebrating a drop in extreme poverty to 5.3% but this is based on a poverty line of $3 per day which is certainly not enough to live with dignity,' the Congress said on Tuesday (June 10, 2025) and accused the Centre of brushing aside 'inconvenient data.'
The Opposition party's assertion came after the World Bank said India's extreme poverty rate declined sharply to 5.3% over a decade from 27.1% in 2011-12.
The World Bank revised upwards its threshold poverty line to $3 per day. Congress' media and publicity department head Pawan Khera said, "The Modi government is celebrating a drop in extreme poverty to 5.3%. But this is based on a poverty line of $3 [₹250] per day — just enough to avoid starvation, but certainly not enough to live with dignity."
'The 2022-23 Consumption Expenditure Survey, conducted after an 11-year gap, came with a revised methodology — making direct comparisons with the UPA-era data appear favourable, but statistically invalid,' Mr. Khera said. 'The 2017-18 survey was buried, likely to hide the fallout of demonetisation and GST. COVID-era poverty? Ignored,' he said.
'Meanwhile, the Modi government evaded Parliament on defining an official poverty line and ignored over 15 questions related to it,' Mr. Khera claimed.
"Their claim of lifting over 25 crore people out of poverty is based on a manipulated index. CMIE data shows 621 million Indians [44%] still live in poverty. On the Global Hunger Index, India ranks 105th, with 18.7% child wasting and 35.5% stunting," Mr. Khera said.
He pointed out that on the World Happiness Report, India sits at 118th and on the Human Development Index, India loses more than 30% of its score owing to inequality. "All this is inconvenient data. So, it is brushed aside. In the end, the poor are left to endure inflation, unemployment, a steady collapse of public services and declining quality of life while the ruling party's crony capitalist friends loot thousands of crores with absolute impunity," Mr. Khera said. "This is the story of two India: One that suffers and the other that cashes in," he added.
The World Bank, in a report, said given India's inflation rate between 2017 and 2021, a revised extreme poverty line of $3 would constitute a 15% higher threshold than $2.15 expressed in 2021 prices and result in a 5.3% poverty rate in 2022-23.
As against 34 crore people below poverty line ($3/per day) in 2011-12, the numbers have come down to 7.5 crore in 2022-23 in absolute numbers.
The World Bank has announced a major revision to global poverty estimates, raising the International Poverty Line (IPL) from $2.15/day (2017 PPP) to $3/day (2021 PPP), according to a factsheet issued by the Press Information Bureau (PIB) on the report.
"While the change led to a global increase in the count of extreme poverty by 125 million, India emerged as a statistical outlier in a positive direction. Using more refined data and updated survey methods, India not only withstood the raised threshold but also demonstrated a massive reduction in poverty," the PIB said in its factsheet details issued on Saturday (June 7, 2025).

World Bank report underlines continued uncertainty but India's performance holds hopes of trade deals
The 2020s have already seen major shocks to the global economy such as the Covid pandemic and the Russia-Ukraine conflict. There is now another shock to contend with. According to the World Bank, 'increased trade barriers and heightened policy uncertainty' are causing 'a notable deterioration of the outlook'. In its latest Global Economic Prospects report, the Bank has revised downwards its forecast for global growth this year to 2.3 per cent, down 40 basis points from its January estimate. To put this growth estimate in perspective, excluding periods of global recession, this is the 'weakest performance in 17 years'. In April, the International Monetary Fund (IMF) also estimated global growth to slow to 2.8 per cent in 2025. In its report, the World Bank has also projected global growth to average just about 2.5 per cent between 2020 and 2027 — this is the 'slowest pace of any decade since the 1960s'. This is a remarkable deceleration. The report's stark warning that 'many of the forces behind the great economic miracle of the last 50 years… have swung into reverse' is worrying, particularly for developing economies. This group of countries has already seen a steady slowing in economic momentum — growth has come down sharply from averaging 5.9 per cent in the 2000s to 3.7 per cent in the 2020s, as per the report. It should perhaps not come as a surprise that this is in line with the slowdown in global trade. And the 'upheaval', which has caused the drastic scaling down of global growth and trade expectations this year, continues. After another round of talks in London, the US and China are now said to have agreed to a 'framework'. Deals with most countries remain a work in progress. India is 'hopeful' that an agreement with the US will be reached before the 90-day pause on the Liberation Day tariffs ends in the second week of July. Amid this uncertainty, the Bank now expects global trade volume to grow at just 1.8 per cent in 2025, a steep scaling down of 1.3 percentage points from its January projections. The World Bank report projects India to grow at 6.3 per cent in 2025-26, with both investments and exports expected to remain subdued. This forecast is in line with that of the IMF, which had in April pegged the country to grow at 6.2 per cent in its World Economic Outlook. These assessments are only marginally lower than the RBI's most recent projection of 6.5 per cent. Expectations of a sharp uptick in the near term appear muted — the World Bank has pegged growth to average 6.6 per cent over the following two years.

The CM said that he would present detailed facts and documents related to the Kaleshwaram Project within two days. He also ruled out the possibility of anyone from the KCR family being inducted into the Congress. 'As long as I am in power, there will be no entry for KCR's family into Congress,' Reddy said. He further accused Union Minister G Kishan Reddy of obstructing Telangana's development, calling him 'the biggest hurdle to the state's progress.' In Bhopal, a bridge with 90-degree turn draws criticism, minister says will look into it
A railway overbridge near Aishbagh Stadium in Bhopal, Madhya Pradesh, has run into controversy just as it nears completion – not for delays or cost overruns, but for what some critics say is a fundamental design flaw that could make it unsafe for motorists. Concerns have been raised around the bridge's sharp, almost 90-degree turn, which vehicles must negotiate soon after ascending. With the Congress taking to social media to take a jab at the design, the state PWD Minister Rakesh Singh promised to look into the issue. 'Whenever a bridge is made, a lot of technical considerations are taken into account. So if there are such allegations, we will look into it,' he said, while dismissing the Congress party's concerns as baseless and politically motivated. Constructed at Rs 18 crore, the 648-metre-long, 8.5-metre-wide overbridge is intended to link the congested areas of Mahamai Ka Bagh, Pushpa Nagar, and the railway station zone with New Bhopal. Conceived as a relief project, it promised to eliminate long wait times at railway crossings and spare residents a circuitous detour that many have endured for over a decade. Government estimates suggested that the bridge would benefit around three lakh commuters daily. The bridge, whose construction began in March 2023, has also faced delays. Initially set for completion in 18 months, it is only now approaching readiness after more than 36 months, delayed by factors such as the shifting of electrical lines and coordination issues between the Public Works Department and the Railways. Public Works Department (Bridge Department) Chief Engineer V D Verma told PTI, 'Due to the Metro station, there is limited availability of land at the point. Due to the lack of land, there was no other option. The purpose of the RoB is to connect the two colonies.' Only light vehicles will run on this overbridge, he said, adding that heavy vehicles will not be allowed. — With PTI inputs
